Head the European Social Policies Research Unit and Project leader, carrying out the research, training, evaluation and monitoring of social policies and services on emerging questions concerning the social exclusion and the social protection system, the elderly, families with children and, more in general, the poor, under a gender equality perspective.

Since 2012 I am the thematic expert on social inclusion policies and country expert for Italy within the European Network of Expert in the Field of Gender Equality (ENEGE).

From 2005 to 2011 I coordinated several studies for the Committee on Employment and Social Affairs of the European Parliament: “The inclusion of social elements in Impact Assessment”

(2005), “The costs of childcare in the European Countries” (2006), “The role of minimum income for social inclusion in the European Countries” (2007); “Illness at workplace in the European Countries” (2008); "The social situation of the Roma and their improved access to the labour market in the EU" (2008); “EU cooperation in the field of social inclusion (2009)”; “The role of minimum income for social inclusion in the European Union 2007-2010 (2010-2011).

From 2008 to 2011 I was the Operative coordinator of the network of 33 experts in gender equality, social inclusion, health, a long-term care for the European Commission's Unit on Equality for Women and Men-DG Employment and then DG Justice carrying out as co-author several studies: “Ethnic Minority and Roma Women: A Case for Gender Equality?” in

2008, “Access to Healthcare and Long-Term Care: Equal for Women and Men?” in 2009; “Position Paper on Monitoring Progress towards Gender Equality” in 2009; “Violence Against Women And The Role of Gender Equality, Social Inclusion and Health Strategies” in 2010“; “The socio-economic impact of pension systems on the respective situations of women and men and the effects of recent trends in pension reforms” in 2011.

I am actually the scientific expert in social inclusion for several projects funded by the European Commission: A project of Social Experimentation funded by the European Commission: Project

“PUZZLE”: Mental illness and wellbeing, keeping together pieces of life, a Research project

funded under FP7 Social Platform for Innovative Social Services”, a Comparative Research Project on Active Inclusion “Mens sana in corpore sano”, a Research project for the collection of methods in the field of domestic violence. (for details see Annex 1).

In 2011 I was the coordinator of a research project for the European Foundation For Living And Working Conditions on Parenting support in Europe: a comparative study of policies and

practices ().

In 2009 and 2010 I was the coordinator of the study “Ex post evaluation of the 2000-2006 ESF

support to the Open Method of Coordination in Social Protection and Social Inclusion” for

the DG Employment of the European Commission.

I was a project evaluator for the European Commission in the 6th Framework Programme of

Research and Technological Development in 2004 in the area Social cohesion in the knowledge-based society, and in 2005 in the area of Social Inequalities

At national level I was member of the team appointed by the Italian Labour and Social Policies Ministry to evaluate the Italian RMI (Minimum Income with job placement, a measure against poverty and social exclusion).

I have also a wide experience in supporting Italian public administrations at national, regional and local level in the development of policies in the area of social policies (see Annex 1)

Relational skills acquired through Transactional Analysis approach training and developed within

several projects under my direction; several international working experiences.

My work at the Istituto per la Ricerca Sociale focuses mainly on the analysis and evaluation of social services and organizational consultancy: the main methodological approach we use is the participatory one.

Most of my work consists in directing, coordinating and in managing (also from the financial point of view) different projects, on research, consulting and training activities.

As far as the content of my job is concerned, I work on the evaluation and monitoring of policies and social services, with particular focus on service effectiveness and quality and client satisfaction: my team has developed evaluation systems at the national, regional and local levels, which aim to make the best possible use of public resources.

Annex 1: Professional experiences and main publications

PROFESSIONAL EXPERIENCES

Since 1992, I have been a Senior Researcher for the 'Istituto per la Ricerca Sociale' in the areas of social and health services and youth policies. I carry out both quantitative and qualitative research.

I have a great experience in managing research projects at the national level in the area of social exclusion, implementing social policies at the local level, carrying out social surveys, evaluating and monitoring projects and social services with a particular focus on effectiveness, service quality and client satisfaction. With my team, I have developed evaluation systems at the national (e.g. to assess the minimum integration income), regional, provincial and local levels. We are among the foremost in Italy to provide consultancy on the formulation and implementation of social service charters. I coordinate studies on specific social problems on emerging questions concerning minors and young people, families and social exclusion. The objective is to make the best possible use of public resources. The studies combine sociological analysis with in-depth investigations on the perceptions (by final users) of the action targeted at them by public administrations.

I have also coordinated the implementation of several observatories on different social areas, many of them concerning minors. In the last three years my studies have concentrated reconciliation policies between work and family life.
