outlines within this handbook. It remains in effect 365 days per year, 7

days per week and 24-hours per day.

Cheyenne Mountain High School is a member of the Pikes Peak Athletic Conference (PPAC)

Athletic participants must adhere to the rules and guidelines established by the Colorado High School Activities Association (CHSAA). In each sport/activity, students also agree to be governed by the rules relating to student athletes put forth by the Cheyenne Mountain School District Board of Education, all athletic information provided within this handbook, and additional individual program guidelines.

CHSAA BYLAW INFORMATION FOR PARENTS AND STUDENTS

As our sanctioning body, the Colorado High School Activities Association (CHSAA) sets forth policies for athletic participation throughout schools in Colorado. CMHS is committed to adhering to all bylaws set forth and our policies will always reflect that intent. As such, it is important that CMHS parents and student-athletes are aware the bylaws exist. Please visit the following link to review the 3-page document they’ve created for an overview. Should you wish to view the bylaws in their entirety, a link is included within this condensed version:

CMSD12 ATHLETIC ADVISORY COMMITTEE

In April of 2016, the CMSD 12 Athletic Advisory Committee (The Committee) was formed. In accordance with the Board of Education policy, the Cheyenne Mountain Athletic Programs

Advisory Committee (the Committee), exists as a volunteer committee appointed by the BOE with the responsibility of reviewing and evaluation D12 Athletic Program finances, policies,

procedures, rules, facilities, and other operational activities, thereby providing guidance and recommendations to the directors of athletics, principals, superintendent, and/or the BOE on such matters. The Superintendent (Committee Chairman), a CMSD Board of Education Member, CMHS Assistant Principal/Athletic Director, and CMJH Assistant Principal/Athletic Director are

permanent members. Eight community members-at-large began serving either two or four year terms. Upon the expiration of members currently serving 2 year terms, all commitments for this position will be 4 years in length. Monthly meetings will be held at the District Office throughout the school year.

The Committee reviews and approves new CMHS Athletic Participation Fees based on actual cost per program every two years. At the same time a policy restricting specific program fundraising was set forth: With the exception of pre-season and/or youth developmental camps, and

(9)

CMHS Invitational (Cross-Country, Cheer, Golf, Swim, Tennis, Volleyball and Wrestling), individual CMHS Athletic Programs are strictly prohibited to fundraise without prior permission requested and granted by the Athletic Director.

PRE-SPORT PARTICIPATION

PRIOR to participation in an interscholastic sport at Cheyenne Mountain High School, a student must submit the following items to the athletic office:

1. 2020-2021 Athletic Participation Form with all required parent/student signatures. Transfer, Home-school and Non-Enrolled students will be required to complete additional forms.

2. Current Physical Confirmation by a Licensed Physician/DO (Chiropractor not

accepted) – found on the 2nd page of the 2020-2021 Athletic Participation Form

(Physician’s Statement). Physicals expiring PRIOR TO THE END OF THE SEASON FOR WHICH STUDENT IS REGISTERING WILL NOT BE ACCEPTED.

3. Athletic Participation Fee – See page 7 or visit http://cmhs.cmsd12.org/athleticforms.

Checks are to be made payable to CMHS. EXCEPTIONS: Free Lunch Status

(participation fee waived) and Reduced Lunch Status (50% of participation fee), upon confirmation by District 12 representative. Forms are available at district office. Fees for personal equipment and apparel are not discounted.

4. Arbiter Athlete – Every CMHS athlete must register an account with Arbiter Athlete to track eligibility and sport participation.

Completed Athletic Participation Form and Fee must be submitted TOGETHER in the Athletic Office three business days prior to the official CHSAA beginning of each season.

Forms and fees will be accepted from the date indicated as ‘Registration Start Date’ until three days prior to official start date of each season. See page 6, Important Dates. Participation Fee payments will NOT BE DEPOSITED until final team determinations are made (3 – 4 weeks). Personal checks will be returned to those athletes choosing not to participate prior to their competing in a contest, and any uniforms/equipment having been returned.

Once the Athletic Participation Form/Fee are submitted, and the Athletic Director or Athletic Assistant has deemed the student eligible, the Athletic Office will provide the appropriate coach a list of all students that have registered. Students reporting to the first official day of the new sports season, and not on the coach’s list, will not be allowed to participate, nor shall uniforms

or personal equipment be issued.

Students registering after the first day of tryouts will be given an ‘orange card’ signifying late registration, and will be required to submit that card to the coach before being allowed to try-out or participate, indicating they are now eligible to do so. Please contact the Athletic Office, #630-4115, with questions.

Multiple Sport Athlete Discount – A 10% discount will be applied to all sports participation fees

paid. Upon registering for the 2nd sport, 10% will be discounted for both the 1st and 2nd, and

should a 3rd sport be played, that participation fee will also be reduced by the 10% discount.

(10)

ATHLETIC FEE REFUNDS

A full refund will be given if an athlete is cut from the team by the coach before the first scheduled contest or if the athlete voluntarily drops out before the first scheduled contest. One-half of the athletic fee will be refunded if an athlete is injured prior to the mid-point of the competitive season and remains with the team (though unable to practice). No refund will be given if an athlete is released as a result of disciplinary action or if an athlete quits voluntarily after the first scheduled contest.

It will be the responsibility of the athlete to initiate the refund in the Athletic Office within 30 days after the season is completed. No refunds will be authorized after that date. Before a refund is generated, a member of the coaching staff must confirm that all equipment/uniform was returned.

ATHLETIC PASSES – STUDENT & FAMILY

CMHS offers students the option of purchasing a STUDENT ATHLETIC PASS for $65.00 allowing them free entry into all ‘regular season’ home games for the current school year. Student ID’s will be modified to include this and student will be required to show their ID at the gate for each event. Without this pass, student entry is $3.00 (Ice Hockey $4.00).

CMHS also offers an annual FAMILY ATHLETIC PASS, which allows immediate family members (parents/guardian, siblings) to attend all ‘regular season’ home games for $250.00. A pass will be issued and must be presented at the gate for each event. Without this pass, the adult ticket price is $5.00 (Ice Hockey $6.00), and student (K-12) ticket price is $3.00 (Ice Hockey $4.00).

PLEASE NOTE: Student Athletic Passes and Family Passes are NOT ACCEPTED for all CHSAA post-season tournament play, CMHS Invites, or contests held at opponent locations.

Athletic Passes are sold at Orientation, and available for purchase throughout the school year in the Athletic Office.

COMMUNICATION: RAINED-OUT/PPAC WEBSITE

Cheyenne Mountain High School Athletics began using a free text alert system in 2014,

RainedOut.net, to notify players and parents of changes, delays and closures related to athletic events. This is a text only alert system: Directions for signing up is on the CMHS Athletic Website. Coaches will also use this method for notifying of practice changes, etc. RainedOut will be the immediate/first notice of communication. PLEASE refrain from calling the Athletic Office to find out if cancellations have occurred. Accessing the Pikes Peak Athletic Conference Site:

pikespeakathleticconference.org, choose Cheyenne Mountain – will provide all current season schedules and will be updated immediately upon any changes made. You may also choose to use the ‘Notify Me’ option:

http://www.pikespeakathleticconference.org/g5-bin/client.cgi?G5genie=618&school_id=2

ACADEMIC/ATHLETIC ELIGIBILITY

Academic eligibility for competition in interscholastic activities is determined in accordance with the rules and regulations of the CHSAA, guidelines promulgated by any league(s) in which District 12 schools may be affiliated, and additional rules set forth by the building principal and athletic director.

• During a student’s participation period, their schedule must include a minimum of 5.0 full units of semester credit. The preceding semester must also include a minimum of 5.0 full

(11)

units having been applied to the student’s transcript. A failing grade for any course posted during the preceding semester will render a student ineligible until the regain dates set forth each semester. (Exceptions – new freshman)

• All incoming 9th grade athletes are automatically eligible for first semester athletics

regardless of their grades from the 8th grade.

• Students deemed ineligible due to expulsion, denial of admission or negotiated withdrawal from another school may not become eligible for competition at any level by transferring. The issuing school determines the ineligibility period. A transfer at the beginning of the school year does not decrease or eliminate the period of ineligibility caused by the prior year’s expulsion. A student may not transfer schools to shorten or avoid expulsion time periods.

• Summer school courses taken after the close of the second semester may be used to replace any units failed. Credits made up through summer school must be in the same curricular area, be accepted to meet graduation requirements of classes previously failed and be recorded on the student’s transcript. All summer school coursework must be completed

prior to August 31, 2020. Transcript must reflect the credit recovery prior to eligibility

being reinstated.

• Make-up work shall not be permitted after the close of the semester and/or the designated periodic eligibility check for the purpose of determining eligibility. This rule is pointed directly at the student who through his/her own lack of effort, fails to pass sufficient work to be eligible, and requests the opportunity to use make-up work to rectify his/her laxity.

CHSAA Exception: A student failing to complete work during a normal semester because of

a manifest hardship (injury, illness or other circumstances beyond his/her control) may be permitted, at the discretion of his/her high school principal, to make up the work within a reasonable time following the student’s recovery.

• A student is ineligible to enter interscholastic athletic competition if he/she reaches their 19th birthday prior to August 1st. CHSAA Exception: An undergraduate who exceeds the age

limit by no more than one year may become eligible to participate in all or part of one upcoming school year through a waiver process (see Athletic Director).

Although governed by CHSAA, CMHS has set forth more stringent eligibility requirements. Upon becoming ineligible, parent/guardian will be notified via email of student – athlete’s academic ineligibility dates:

• Any student – athlete failing one or more classes at the time of an official 3 – week eligibility check becomes ineligible until the next 3 – week eligibility period begins (see Important Dates, page 6).

• Students deemed ineligible at any 3 – week eligibility check caused by work missed due to illness or an excused absence will require the teacher to provide appropriate

documentation to the Athletic Director, and registrar who will then revise grade(s) to reflect the new passing score(s). Appropriate timelines must be verifiable (see CMHS attendance policies). Teachers may accept late work at their discretion; however, eligibility determination will be based on CMHS policy. Please note policy regarding

assignments/assessments missed due to excused athletic contest absences on page 17.

• Online Course Eligibility – Please refer to the information included in the CMHS Online

(12)

REGAINING ATHLETIC ELIGIBILITY

Regaining Eligibility After Semester Course Failure (CHSAA Policy):

Students who have not met the academic requirements at the close of a semester may regain academic eligibility on

Monday, August 31st for Boys Golf

Monday, September 21st for Boys Tennis and Cheer

Monday, September 28th for Cross Country, Field Hockey and Softball

Monday, October 5thfor Football, Soccer and Volleyball

Students with any failing grades on these dates will be deemed ineligible for the remainder of the current season. See Important Dates, page 6.

CHSAA Example – Student fails a 2nd semester course (Spring), and registers for Football (Fall). Student would not be eligible to play in any contests until grade check is done on the fifth Thursday following Labor Day (October 3rd), and IF passing all courses, he regains eligibility that day. If he is failing one or more courses on that Thursday, he is ineligible for the remainder of the season, regardless of passing 3 – week grade checks.

CHSAA Example – Student fails a 2nd semester course (Spring) and takes/passes the same course in Summer School – he/she does not face any ineligibility, if that is the only failing grade he/she had.

CHSAA Example – Student has made the basketball team, did not participate in a fall sport, and failed a course 2nd semester (Previous Spring). If passing all courses on the 5th Thursday following Labor Day (October 3rd), he/she would not face any ineligibility, providing CMHS 3 – week grade checks and 1st Semester final grades are without a failing grade. Should student receive a 1st Semester failing grade, he/she would become ineligible until CHSAA Regain Date (March 9th). If passing all courses, student becomes eligible on that day and remains so unless he/she receives a failing grade at any concurrent CMHS 3 – week grade check.

Regaining Eligibility After 3 – Week Grade Check Eligibility (CMHS Policy):

Students who have not met the academic requirements at the close of a three-week grading period (ending on Thursday), become ineligible the following Monday, and may regain eligibility on the subsequent three-week grading period start date. SEE

IMPORTANT DATES – page 6.

Example – Student makes the boys’ soccer team and passed all semester grades for Spring 2019-2020, but has a failing grade upon first 3 – week eligibility check (Thursday, September 5th). He becomes ineligible to play in any contests beginning Monday, September 9th, until the 6 – week eligibility period begins on Monday, September 30th. He would become eligible that day with passing grades in all subjects reported on Thursday, September 26th. Should one or more failing grades be posted on September 26th, he would continue to be ineligible for contest play until the subsequent 3 – week eligibility period begins, Monday, October 21st. Example – Student has a failing grade 1st semester and makes the girl’s lacrosse team. She is ineligible to play any contests until the CHSAA regain date (Monday, March 9th), and becomes eligible that day with passing grades in all courses. Student would also need to be passing

(13)

ALL courses on the 3 – week eligibility check (Thursday, March 5th), and should she have a failing grade at that time, she would not be eligible until the subsequent 3 – week eligibility period begins (Monday, April 6th), even though she was passing all courses on the CHSAA regain date. Both policies apply.

TRANSFER RULES (CHSAA)

A transfer may affect your athletic eligibility. As transfers can create potentially confusing situations, it is highly recommended you contact the Athletic Director prior to making a move to determine whether or not student’s new residence will affect eligibility. Definitions of levels of eligibility found within the CHSAA By-laws:

• Varsity Eligibility: Full eligibility at all levels

• Restricted Eligibility: Eligibility at the sub-varsity level only

Prior to beginning athletic participation at CMHS, additional CHSAA Transfer Forms with all other CMHS registration materials may be required. The Athletic Director will advise.

DUAL PARTICIPATION: SCHOOL AND CLUB TEAMS (BOE POLICY: JEGC)

The board of Education recognizes the desire of some students to participate on both school and club teams in a particular sport during the same season and the state law that allows for such participation. The Board encourages flexibility on the part of coaches employed by the district and those coaching club sports so that the best interest of students is always the major focus. Every effort should be made to keep students from becoming involved in conflicts between school and club personnel regarding a particular student’s practice or playing schedules.

The Board recognizes that there are advantages to dual participation sport during the same season. These advantages may include an opportunity for the student to enjoy participating in a greater number of contests, enhance skills in a particular sport, and provide an opportunity for the student to represent his high school team. The Board also recognizes that there are disadvantages that may include students being subjected to added pressure to meet schedules of two teams, the time required to participate on two teams may negatively affect academic performance, and dual participation may create internal and external dissension on the teams.

Please note: CHSAA and CMHS require Form #24, Permission to Participate with Outside Groups be completed by any student desiring to participate with an outside group during the same season. This form includes a principal’s approval/signature and shall be kept on file in the school Athletic Office.

SPORTSMANSHIP AND SPECTATOR CONDUCT

All students, parents, and other spectators at Cheyenne Mountain High School are expected to conduct themselves with the utmost integrity while demonstrating good sportsmanship at all times. This includes, but is not limited to, respectful behavior toward all opposing team members, officials, and other adult support staff. The expectation is that all spectators will be courteous, honest and maintain the integrity of the sport. Failure to comply with these guidelines may result in consequences set forth below.

Spectators are expected to:

• Stand and remove hats and any other headgear during the National Anthem. • Cheer for their team rather than against their opponents.

(14)

• Maintain self-control at all times while conducting themselves as responsible citizens. • Show respect for opponents in every way.

• Be positive in support of their team.

• Recognize and acknowledge good performances by both teams. • Respect officials and accept their decisions.

• Be humble and not boastful in victory; be gracious and not bitter in defeat.

• Leave the site of an event, to include the parking lot immediately after the event has ended. Any spectator (student or adult) that is removed from an event by an administrator, or asked to leave the area by an official or coach for unsportsmanlike or inappropriate conduct, or any other violation of the student code of conduct, will receive the following consequences:

FIRST OFFENSE

• Suspension from 20% of the regularly scheduled, CHSAA sanctioned contests during the current season and/or the next sports season should the current season end prior to full suspension being served.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

SECOND OFFENSE

• Suspension from all interscholastic activities for 365 days from date of the second infraction.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

THIRD OFFENSE

• Suspension from all interscholastic athletics for the remainder of the student’s enrollment at Cheyenne Mountain High School District 12. Spectator suspension will be for a minimum of 3 years.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

Nothing in this regulation shall prohibit the Principal and/or the Athletic Director from assigning additional penalties or consequences to fans/spectators for these or other disciplinary infractions if they deem appropriate.

FIGHTING OR ALTERCATIONS AT CONTESTS

If a student athlete engages in an altercation at any time (before, during or after) while in attendance at an athletic event, the result will be:

• The student will serve the subsequent one game suspension in accordance with CHSAA by-laws for altercation involvement during a sanctioned contest, and is not allowed to be in attendance at that contest, should it take place at CMHS. Though not taking place at CMHS, a home ‘ice hockey’ game would also be included in this policy.

• In addition the student will serve a suspension from 10% of regularly scheduled, CHSAA sanctioned contests during the current season if the student is participating in a sport or during the next sports season in which the student participates if he or she is not presently participating in a sport. If a season ends prior to the student serving the full suspension, the remaining suspension shall be served in the next sports season in which the student participates. Attendance as a spectator is not allowed.

(15)

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

Nothing in this regulation shall prohibit the Principal and/or the Athletic Director from assigning additional penalties or consequences to student athletes for these or other disciplinary infractions if they deem appropriate, nor shall it limit a coach’s authority to select and govern participation of members of all teams for which they are responsible.

INTERSCHOLASTIC SPORTS CONDUCT & ELIGIBILITY

Please refer to CMSD 12 BOE POLICY JJIB-A-2 for specific violations resulting in the following consequences:

FIRST OFFENSE

• Suspension from 20% of the CHSAA specified sanctioned contests during the current season if the student is participating in a sport or during the next sports season in which the student participates if he or she is not presently participating in a sport. If a season ends prior to the student serving the full suspension, the remaining suspension shall be served within the next sports season in which the student participates. Student is prohibited from boarding CMSD 12 contest transportation during suspension.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

• Forfeiture of all leadership recognition (i.e. captain) for the remainder of the school year.

SECOND OFFENSE

• Suspension from all interscholastic activities for 365 days from date of the second infraction.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

• Forfeiture of all leadership recognition (i.e. captain) for the remainder of the school year.

THIRD OFFENSE

• Suspension from all interscholastic athletics for the remainder of the student’s enrollment at Cheyenne Mountain High School District 12.

• All school related consequences according to the student conduct and discipline code that may result from this offense shall also be served.

Additionally, any student refusing to cooperate with search of personal property,

automobile or self while on CMSD 12 property or at any CMSD 12 sponsored event,

will serve suspension at the discretion of CMHS administration, to include the 20%

of any extra-curricular activity participated in by said student, and/or suspension

from the next co-curricular event.

Any violation of this code of conduct while on an overnight school trip will result in

immediate dismissal from the team for the remainder of the season and all school –

related consequences according to the student conduct and discipline code shall

also be served.

(1)(a) The general assembly finds that, while some forms of initiation constitute acceptable behavior, hazing sometimes degenerates into a dangerous form of intimidation and degradation. The general assembly also recognizes that although certain criminal statutes cover the more egregious hazing activities, other activities that may not be covered by existing criminal statutes may threaten the health of students or, if not stopped early enough, may escalate into serious injury.

(1)(b) In enacting this section, it is not the intent of the general assembly to change the penalty for any activity that is covered by any other criminal statute. It is rather the intent of the general assembly to define hazing activities not covered by any other criminal statute

(2)(B) “Hazing” includes but is not limited to: (I)Forced and prolonged physical activity;

(II)Forced consumption of any food, beverage, medication or controlled substance, Whether or not prescribed, in excess of the usual amounts for human consumption or forced consumption of any substance not generally intended for human consumption;

(III) Prolonged deprivation of sleep, food, or drink. (3)It shall be unlawful for any person to engage in hazing.

(4)Any person who violates subsection (3) of this section commits a class 3 misdemeanor.
