Welcome to West Lancashire

West Lancashire District Council and Lancashire County Council welcome you to the district. This pack aims to give you all the information you need to know to access services in West Lancashire. It has been put together with a view to helping people who have come to work in the area from overseas, usually for short periods of time.

From how to contact the Council to using the sports centres and travel maps- the sheets in this pack are full of useful information.

West Lancashire is a beautiful area, made up of a mix of peaceful countryside, picturesque villages and busy towns.

If you are staying in the Northern parishes the nearest shopping centre is Tarleton Village. Mark Square is where you will be able to buy all the items you need for everyday use, from food and household goods to the

hairdressers and eating out places as well as bars.

West Lancashire’s two biggest towns are Ormskirk and Skelmersdale and are easy to get to via public transport.

Ormskirk has a traditional market every Thursday and Saturday, giving shoppers the chance to pick up a bargain. The town centre has many stores where you can buy clothes, food, books, electrical goods and much, much more. Ormskirk is also good for a night out and offers many pubs and

restaurants, serving a variety of food including traditional English, Indian and Chinese cooking.

The modern town of Skelmersdale is the home of the Concourse shopping centre. This busy centre, open every day of the week, sells everything from clothes and furniture to everyday essentials.

Across the District, there are many other attractive towns and villages, many with local shops and centres.

West Lancashire has good transport links, making it easy to enjoy a trip to the surrounding towns of Preston, Southport, Wigan and Liverpool. You can travel by bus and train from many locations around West Lancashire (see

information pack for details).

In person

West Lancashire District Council has offices in Ormskirk and Skelmersdale that you can visit between the opening times of 9am to 5pm, Monday to Friday.

Our Ormskirk offices are at 52 Derby Street. We also have a Customer Service Point at the Concourse, Skelmersdale.

The Council has recently opened a Customer Contact Point at 52 Derby Street for people to call in and speak to a Customer Service Advisor in

person. Customer Service Advisors can help members of the public who have enquiries about a wide range of Council services, including benefits, planning, fly tipping, domestic refuse, street lighting and bulky household collections.

By telephone

The Council has a dedicated Customer Contact Centre to answer telephone calls about Council services - the telephone number is 01695 577177. Trained Customer Service Advisors answer the telephone calls and can often help with your query straightaway. If not, they will transfer your call to someone in the relevant department who should be able to help you.

By email

If you have access to a computer you can also contact the Council by email. The best email address for any query is

Domestic Waste and Refuse Collections

If you have any domestic waste, the farm owner will have details about bin collection services. Please see your employer about where you should place your rubbish.

Don't put paper, glass bottles, jars, cans, shoes and textiles in your dustbin! They can all be recycled. You can help the Council and the environment by taking empty bottles, cans, old newspapers, clothes and shoes to the nearest recycling site.

The nearest site to you will be:

Are you eligible for a house?

If you are eligible to live in West Lancashire our Housing Division can offer advice on whether you can become a Council tenant, on buying a house or renting with a private landlord. Our staff will give you the advice you need on landlords, building societies and even mortgages if you want to buy a house.

We are also able to offer advice if you think that you may become homeless. If you think your landlord may evict you, our Housing Options team are available to offer assistance.

If you are already in accommodation and you are unhappy with the conditions you are living in, such as cramped facilities, again our staff will be able to help you or point you in the right direction for support.

If you like playing sports, swimming, walking in the countryside or the arts, why not try one of our leisure facilities?

Sports Centres

If you want to play badminton, volleyball, indoor bowling, weight training, use the fitness suite, outdoor courts for football, tennis, netball and basketball Why not try North Meols Community Leisure Centre? This is the nearest centre to you and is based at Greaves Hall Avenue, Banks. Telephone 01704 212970.

Swimming

Tarleton High School, Hesketh Lane, has a swimming pool, which is open to the public every weekend during school term-time and is open seven days a week during the school holidays. The school has a timetable available that lists opening times, the type of sessions and prices. For more information you can go along to the school in Hesketh Lane or contact the school on 01772 812644.

Countryside Ranger Service

If you like the great outdoors our Countryside Ranger Service offers a number of free activities, such as walking. Telephone 01695 577177 or 01695

Chapel Gallery

Fans of arts, crafts, exhibitions and culture will love our Chapel Gallery,

situated in St Helens Road, Ormskirk. For a programme of events pop into the Gallery, contact 01695 571306 or email [email protected].

Parks and playgrounds

There are plenty of parks and playgrounds where you can take your children for walks or simply to enjoy some of the fun facilities. For example, there are children’s play areas in Hesketh with Beaconsall, Banks and Tarleton. What to do if you are a victim of crime or racial harassment?

If you think you are a victim of crime please report it to the police immediately.

The police have a central number that all people must ring to report an incident and this will be logged onto police files. The number to call is 0845 125 3545 and the person taking the call will decide the best action to take. The police will also be able to offer a translation service if you think that you will need it.

The District Council is also here to help you if you think you are the victim of racial harassment.

We take a strong stance on anti-social behaviour and racially motivated incidents and will take action immediately – but we need you to help us.

We can only help you if you report the incident to us and then we can provide you with the support you need. We will work with partner agencies to ensure that action is taken to resolve the situation.

If you are a victim of racial harassment, you can either report the incident to our Human Resources Manager Clive Walsh on 01695 585019 or you can tell your employer to contact the Council on your behalf.

West Lancashire District Council Services for Young People

The District Council offers a range of leisure, educational and other activities for young people

There are sports facilities for youngsters, parks to play in, ball game areas, outdoor activities though our Countryside Ranger Service or even arts and cultural projects.

We also work with other partners to deliver services aimed at children and teenagers. We work with schools and libraries run by the County Council; we support the Youth Council that gives a voice to local youngster; and we also work with the County Council and the National Health Service on social care issues, healthy eating and living.

During the summertime we work with Lancashire County Council, Parish Councils and voluntary organisations to organise trips out, holiday schemes, youth clubs and art projects. For more information about activities, please contact 01695 585761.

Education and Cultural Services - Early Years

Do you have a child who is 3 or 4 years old?

What does the Nursery Education Scheme provide?

A free part time Pre School nursery education is now available to all 3 and 4 year old children in Lancashire. Your child may be entitled to a maximum of five 2 ½ hour sessions per week during school term time.

These sessions are available from any of Lancashire County Council’s eligible providers of pre-school education.

What do I need to do?

You can obtain a list of eligible providers of pre-school education and a Parents Guide by telephoning 01772 261821 or 01772 262190

Then contact the provider of your choice to check they are registered with Lancashire County Council to provide free part time early years education for your child and that they have a vacancy.

If you live in Tanhouse, Digmoor or Moorside and you have a child under 5 years old you can contact the Sure Start Programme on 01695 716819 for information about how they can support you in accessing childcare, early education, health, training and family support services in those wards. It is hoped that a similar range of co-coordinated services will soon be available in the areas of Birch Green, Skelmersdale North and Skelmersdale South.

Education and Cultural Services - Primary and Secondary Schools

Do you want to make arrangements for your child to go to school?

If you are moving into the area and know which school you prefer approach the Head Teacher directly and request a place. If a place is available in the correct age group then your child will normally be admitted. Each school produces a prospectus, which will give you more information about the school and its activities. You can obtain copies of this from the school. If you want to visit the school, contact the school concerned to make arrangements to visit.

If you do not know which school you would prefer or, you know which school you would like, and it is full, contact your Local Pupil Access Team at the Area Education Office (South) which is based on the Ground Floor of the Joint Divisional Office at East Cliff in Preston. For information about Primary Admissions ring 01772 532191 and for Secondary Admission ring is 01772 531819. Admissions Officers will be able to tell you about local schools and offer advice and assistance. The Education Welfare Service can also help if you require any assistance.

Children being admitted to school at the beginning of Year 7

There is a procedure for children transferring from primary school to secondary school at 11 years of age (Year 7). Application forms are completed by November of the year before the child transfers and parents are informed about where their child has been offered a place in the February. You will receive a booklet giving information about secondary schools from your child’s primary school; this booklet contains an application form and gives more information about the transfer process. You can also get a booklet from the Area Pupil Access Team by ringing any of the numbers given above.

What are the arrangements for free home to school transport?

Your child may be eligible for free Home-to-School transport if your home is 3 miles or more from the school and the school is the nearest school as determined by the County Council. A leaflet on Home-to –School transport is available from all the Area Education Offices and County Information Offices. If payment of transport expenses is an important factor you are advised to discuss with your local Area Education Office.There are circumstances when travel expenses will be paid. Lancashire County Council provides free information and advice on learning and work.

Feel you may need some extra help?

If you feel that a disability or other personal situation may hinder your

Lancashire County Council Library and Information Services

If you enjoy reading or using the computer then why not join your local library, which is free of charge.

Lancashire County Council has libraries all over Lancashire, which offer lots of services. In addition to loaning out books, you can use the computers; borrow CDs, cassettes, videos, DVDs and CD-Roms, and do photocopying and faxing.

You can join at any age and it’s free. To join you will need to bring proof of identification, which must show your signature. Under 16s will need to have a parent or guardian sign the joining forms.

Once you have joined it is free to borrow books and use the computers but the library will make a small charge for borrowing the other items mentioned. Always remember to bring your card with you if you want to borrow anything.

The computer service is very popular and it is advisable to telephone beforehand to make sure one is available to use.

Welfare Rights

Lancashire County Council's Welfare Rights Service exists to help you, your family and your friends, with claims for the whole range of social security and local authority benefits and tax credits.

Whether you are unemployed, sick or disabled, on low wages, or finding it difficult to manage, our aim is to ensure that you get your full entitlement to benefit.

Lancashire County Council Welfare Rights Service offers free, confidential advice and help to the residents of Lancashire. You may need help claiming benefit. You may also need help with a review or an appeal. You can either get advice over the telephone or arrange an appointment to come and see us, or visit a drop-in advice session. It's that easy. We also arrange home visits if you are elderly, sick or disabled, or care for children, or a person with

disabilities.

Welfare Rights have facilities to help you if you have special needs.

• You may want help if you have a form you want filling in.

• You may want help with an appeal.

• You can write to them for advice.

• Sometimes they can offer you a home visit.

• You may want information from other organisations, or other information and advice in Lancashire.

Lancashire County Council Trading Standards

Do you know your rights as a consumer?

The Trading Standards Service protects the interests of consumers and businesses in Lancashire. It enforces consumer protection legislation and provides free advice to consumers and businesses.

Trading Standards enforce legislation controlling the quantity, quality, price, description and safety of most goods and services. Other duties also include animal health, petroleum and explosives enforcement and licensing activities.

If you are experiencing difficulties with goods and services Trading Standards will provide free advice.

Public Transport

Travelling around the District couldn’t be easier

Whether you want to travel by bus or train, West Lancashire has transport links, which would enable you to travel locally or enjoy a trip to the

surrounding towns of Preston, Southport, Wigan and Liverpool.

To find out more information about local travelling times, whether by bus or rail, please contact the Ormskirk Infopoint, 45 Moor Street, Ormskirk. You can telephone them on 01695 579062 or email [email protected]. The offices are open from 9am to 5pm, Monday to Saturday.

For other travel information you can contact Traveline for public transport information on 0870 608 2 608. If you have a national rail enquiry, contact 08457 48 49 50. Both lines are open from 8am to 8pm 7 days a week. Alternatively, visit www.merseytravel.gov.uk.

Visiting Southport

Why not take a trip to nearby Southport

Not far from the Northern Parishes of West Lancashire is Southport town centre.

Southport is home to Pleasureland, the only amusement park in the area, where there are lots of different rides to try.

Ocean Plaza, which you will find along Southport’s seafront, is where the 7-screen cinema complex is to watch the latest movies, it also has a bowling alley, shops, restaurants and health and fitness centre.

Southport also offers golfing, beaches, countryside, great shopping, nightlife and dining out.
