The meeting was held in the County Board Room, Government Center, Little Falls MN, and was called to order at 9:00a.m. by Chairman Wilson.

Members present: Commissioners Randy Winscher, Greg Blaine, Mike LeMieur, Mike Wilson and Jeffrey Jelinski.

Staff present: Tabitha Maher, Brad Vold, Chelsey Robinson, Steve Backowski, Beth Hamlin and Steve Messerschmidt.

APPROVAL OF COUNTY BOARD MINUTES

A motion was made by Commissioner Winscher, seconded by Commissioner LeMieur and carried 4-0 with Commissioner Blaine absent, to approve the Morrison County Board Meeting Minutes from August 10th, 2021,

AGENDA CHANGES

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried 4-0 with Commissioner Blaine absent, to approve the agenda as presented.

GREAT RIVER REGIONAL LIBRARY

Karen Pundsack, Executive Director, and Amy Andersen, Accounting Coordinator, presented the upcoming budget for 2022 and the status of pilot programs within the library locations.

FAMILY HOMELESS PREVENTION AND ASSISTANCE PROGRAM

A motion was made by Commissioner Jelinski, seconded by Commissioner LeMieur and carried

unanimously to approve Resolution#2021-085 authorizing Lutheran Social Service to be the administrator of the Family Homeless Prevention and Assistance Program (FHPAP). This is a grant provided by

Minnesota Housing, and also authorizes Lutheran Social Service to provide services to Morrison County residents.

SOCIAL SERVICES

A motion was made by Commissioner LeMieur, seconded by Commissioner Blaine and carried unanimously to approve a contract with Nexus to provide training and support for work with Collaborative Intensive Bridging Services in Region V. Costs for this contract comes from our Sourcewell Community Impact Funds.

A motion was made by Commissioner Blaine, seconded by Commissioner Winscher to approve the Commissioners Expense Reports as presented. Motion carried on a roll call vote with all Commissioners voting ‘aye’.

PUBLIC WORKS

A motion was made by Commissioner LeMieur, seconded by Commissioner Blaine to close the Lincoln Crossing and revoke that portion of Morrison County Road 200 lying west of the BNSF railroad grade to Scandia Valley Township and make payment to Scandia Valley Township in the amount of $300,000.00.

Motion carried unanimously on a roll call vote with all Commissioners voting 'aye'.

A motion was made by Commissioner Winscher, seconded by Commissioner Blaine and carried unanimously to authorize Resolution#2021-086 prioritizing the replacement of deficient bridges.

ADMINISTRATION

A motion was made by Commissioner Jelinski, seconded by Commissioner Blaine and carried unanimously to approve publishing the Financial Statement Annually per Statute.

WHEREAS, 4-H is America’s largest youth development organization, having supported almost six million youth across the country thus far; and

WHEREAS, 4-H has helped over 201 youth in Morrison County to become confident, independent, resilient and compassionate leaders; and

WHEREAS, 4-H is delivered by Cooperative Extension – a community of more than 100 public universities across the nation that provides experiences where young people learn by doing in hands-on projects in areas including health, science, agriculture and citizenship; and

WHEREAS, National 4-H Week showcases the incredible experiences that 4-H offers young people, and highlights the remarkable 4-H youth in Morrison County who work each day to make a positive impact on those around them; and

WHEREAS, 4-H’s network of 600,000 volunteers and 3,500 professionals provides caring and supportive mentoring to all 4-H’ers, helping them to grow into true leaders, entrepreneurs and visionaries;

NOW, THEREFORE, I, Mike Wilson, do hereby proclaim October 3–9, 2021 as NATIONAL 4-H WEEK throughout Morrison County and encourage all of our citizens to recognize 4-H for the significant impact they have made and continue to make by empowering youth with the skills they need to lead for a lifetime.

EXTENSION EDUCATOR, 4-H YOUTH DEVELOPMENT – MORRISON COUNTY: BECKY MOE

County Dog Show-There were 6 youth that participated in the Morrison County 4-H Dog Show. They compete in Obedience, Showmanship and Agility. All youth qualified to attend the State Dog Show in at least 1 area. Youth have to meet certain points levels to earn a blue ribbon.

All blue ribbons can advance. The State 4-H Dog Show is in the end of September.

NE YD Connect- The NE Region staff continue to meet weekly for staff updates and to review opportunities being made available to members and families.

LEE Check-in- I check in monthly as a large group and individually with my direct supervisor. We go over current 4-H events and what is important to know.

Chaperone Orientation-All three State Fair chaperones met with me to go over policies and procedures they will encounter during the State Fair as chaperones.

State Fair final registration- All non-livestock projects are delivered to the State Fair the week before it starts, with the exception of perishable items, demonstration materials, live plants and Fashion Revue clothing which are brought down by the youth exhibiting them. All youth are registered in their classes for both livestock and non-livestock encampments. Also State Horse Show and State Dog Show registrations are taken care of.

Livestock weekend- State Fair Livestock encampment started this year on Wednesday, August 21 thru August 25. There were 27 youth that attended, 7 Dairy exhibitors, 8 Beef, 4 Swine, 1 Rabbit, 3 Dairy Goat, 3 Poultry and one Science of Agriculture. We also had one virtual livestock entry in dairy goat. Youth participated in livestock interviews,

showmanship, regular classes and herdsmanship. During all of these activities 4-H members are also taking care of their animals and having a little fun seeing the sites at the State Fair. Morrison County brought home several championships, many purple ribbons and had two exhibitors participate in the State Fair Auction, as well.

State Fair Virtual Judging Host-I was the virtual host for the virtual poultry judging session between the judge and youth to hear the reasons and placings.

State Fair General Encampment-State Fair General Encampment started on Tuesday, August 31 through Thursday, September 2.

Eleven youth from Morrison County participated in a variety of project areas and activities. There was one virtual entry. Two club banners were also sent to the State Fair for judging. There were two purple ribbons earned by our Morrison County delegation in Pets and with a club banner.

AUGUST DESK NOTES

The first part of the month was busy with Farm Fest, Benton County Fair and preparations for the Drought Stressed Forage Workshops. We knew that it would either be perfectly timed or just into the start of corn silage harvest and the morning of the 17th I received texts that growers were starting

throughout the region. With that being said, we did meet the goals for the two meetings despite all of the changes. We had around 20 at Melrose and over 40 at Oak Park. When looking through survey data we were effective with over 80% of respondents agreeing with improved understanding of the material. I was also attempting to reach a wider audience than previous. It appears that the postcard mailer was effective with the majority of responses outpacing email which was second. Combined these two account for over 60% of responses indicating that we are heading down the right path.

Questions this month centered around drought issues. There was a shift later in the month to cost of corn silage and hay. This is a trend that I expect will continue throughout most of the fall and winter months.

Silage and hay shortages in the region are seemingly being met. Most of the producers I have spoken with are already shifting diets to accommodate the changes in forage availability. Most are holding onto hope that they can make it to next May. Thankfully we have forage stored from past years to help with this year’s shortage. Calls with growers and extension educators indicate that the shortage in Northern Minnesota is much worse and will need as much forage as they can get. This year’s harvest although started early will most likely drag on into October. Field variability is the key driver and will mean that the better fields will sit in the field the usual time and the drought-stressed crops will be harvested early.

Some soybeans have already been harvested. Altogether, things are far better than anyone could have predicted.

HIGHLIGHTS

The Benton County Extension Master Gardeners kicked off August at the Benton County Fair. This year’s booth theme was “Nature Heals” with a focus on the benefits of nature to mind, body and soul. We had a lot of positive feedback from fair goers. The committee decided to reincorporatte childrens activities this year and they were a big hit. In addition to the theme and activities the BCEMG members also provided valuable education while answering gardening and horticulture questions. 5 of our members also served as project judges for 4-H.

As many of you know, Carl Hoffman, former Extension Educator and active Extension advocate passed away earlier this year. Both Stearns and Benton County Extension Master Gardener groups are honoring Carl in their own way. BCEMG members built and installed a memorial bench at the Benton County fairgrounds (picture below). SCEMG members donated funds to the state EMG program and are in the process of getting a bench installed at the Stearns County Fairgrounds.

We said ‘see you later’ to Stearns County AFNR summer intern, Emily Hansen in August. Emily worked incredibly hard this summer and completed a variety of projects that will benefit the enitre tri-county arrangement. THANK YOU for your continued support of the summer intern program. Having a summer intern allows us as local educators to bring more projects and events to the counties that could not happen without the interns. We are in the midst of recruitment for the Extension Master Gardener program. To date we have 2 applicants in Benton County, 1 applicant and 2 returning members in Stearns County. If you know of anyone who would be good for program please encourage them to apply at z.umn.edu/mg2022onlineapp.

SNAP-ED EDUCATOR: SAMANTHA BARRON

 In the month of August, I wrapped up my summer programming and focused on my statewide projects and preparing for the Fall.

 At the beginning of the summer, I became 1 of 4 statewide Lead Consultants for the University’s SuperShelf Project. I started my work with Supershelf in 2019 as a local consultant to help transform Morrison County Food Shelf into the phenomenal SuperShelf food shelf that it is today. The SuperShelf project has continued to grow, and I have transitioned to a Lead Consultant role earlier this summer.

As a Lead Consultant, my role will be to update the SuperShelf toolkit, train and assist local consultants with their food shelf transformations and take on a leadership role with this project. As part of the small Lead Consultant team we are currently updating documents used for SuperShelf and creating a website to house all of the SuperShelf document and resources.

 I continue to work with the Local Food Local Places committee in the Little Falls area. This group is focused on encouraging and improving the use and availability of local foods in the Morrison County area. The EBT machine and PoP program are some examples of the work that has come out of this group. We are working on bringing back/revising the One Vegetable One Community program among other programs.

 With things slowly opening back up I am working to set up more programming and meetings in person but will be working a hybrid model and still doing some things virtually. It was found during COVID that there were some advantages to virtual education. It eliminates some barriers people have to

participating in class such as child care or transportation which makes them more likely to be able to participate in our classes. Moving forward, I will continue to offer both in person and virtual options for meetings and classes to better extend my reach and adapt to the needs of my partners and participants.

 In August, I began working with schools in the Little Falls school district on programming ideas that we have for the upcoming school year. It was decided to extend our ideas for Every Kid Healthy Week that usually takes place during the last week of April and incorporate the ideas throughout the whole school year so we focus on health throughout the whole school year. In addition to this idea, I will also be helping with the following projects in the school:

• Farm2School in October

• Flyer Fitness Activity Calendars-to be shared monthly with students to encourage physical activity.

• Weekly Wellness Videos- Short videos on nutrition tips that will be shared as part of morning announcements. My videos will be shared the 3rd week of each month.

• Go Wild with Fruits and Vegetables with various 3rd grade classrooms

 I truly enjoy my work in Morrison County and could not be successful in my job without the great partnerships that I have formed and continue to make. During this stressful and uncertain time, it is these partnerships that I have formed that have truly helped me to continue our great work in Morrison County.

Many Minnesota households struggle to put food on the table. The most recent data show:

8.3% of households were “food insecure,” or struggled to afford a nutritionally

adequate diet.

Median income was 8.1% above the 2007 level, after adjusting for inflation.

9% of the population lived below the poverty line.

11.2% of children lived below the poverty line.

7.4% of elderly lived below the poverty line.

SNAP reaches needy populations: 81% of eligible individuals participated in SNAP

in Minnesota in 2017, and 78% of eligible workers participated.

SNAP kept 67,000 people out of poverty in Minnesota, including 34,000 children, per year between 2013 and 2017, on average. (These figures adjust for households’

underreporting of benefits.)

Every $1.00 spent on SNAP

generates $1.70 in economic activity.

Dollars spent on food assistance go directly and efficiently into the economy, spurring business, employment and economic growth.

Households CANNOT use SNAP benefits to buy:

• Beer, wine, liquor, cigarettes or tobacco

• Any nonfood items such as:

 pet foods

 soaps, paper products

 household supplies

 vitamins and medicines

 food that will be eaten in the store
