NATIONAL PERSPECTIVES | POWERING THE IDEA OF A VENTUROUS AUSTRALIA SOLUTIONS FOR SUCCESS | 17 Analysing the thematic content of Powering

Ideas and Venturous Australia shows that there has been a substantive shift in the terms of the innovation agenda since the previ-ous government’s major statement, Backing Australia’s Ability, in 2001. Analysis of the three documents undertaken by the inde-fatigable Mark Dodgson from the University of Queensland shows that in 2001 the focus was primarily on the role of government in supporting research and innovation. By 2009 the focus has shifted to connecting the dots within the innovation system. This indicates that the widespread discussion and inclusive-ness of the 2008 review process does appear to have changed the innovation agenda in Australia and there are substantive measures to implement these new directions in the recent Budget. In promoting innovation for success, we need to keep two things in mind. First, let us never forget or gloss over the reason why innovation must always remain top of mind. Innovation is not an end in itself; it is crucially important because it is the wellspring of national pro-ductivity, industry competitiveness, and of community wellbeing. Second, we must be focussed in our innova-tion effort and concentrate on what matters and has impact. There were four main thrusts behind the Venturous Australia report. The bottom line of the innovation agenda revolves around these four drivers of desirable out-comes:

1: the nurturing of entrepreneurial firms and innovative workplaces through a market-facing innovation policy framework; 2: investment in Australia’s talent pool through education and training, including life-long learning; 3: the promotion of open information flows and of freedoms to operate; and 4: the internationalisation of Australia’s innovation system. There are key roles for governments in promoting these objectives. These include: 1: investment in the infrastructure to support innovation; 2: intelligent market design and regulation that nurtures a climate of innovation; 3: institution building and the promotion of institutional resilience in the face of global changes; and 4: the promulgation of clear national priorities. A well-functioning innovation system is more than the sum of its parts. It is the interactions and collaborations within the system that create value. This highlights the point that we need clarity about the many and diverse roles of the different contributors to innova-tive outcomes. We also need to have regard to the interdependencies within the system. We need to move beyond mouthing the merits of collaboration to a greater emphasis on the practice of effective collaboration, especially when it comes to developing solutions for many of the major national and global chal-lenges confronting us. Reflecting on the past year, and then looking ahead, reminds us that there is unfinished business. In fact, the business of innovation is never finished. With hindsight, we can see gaps in our innovation agenda, and we should move to fill these. With strategic foresight we need to keep refreshing and deepening our understanding of the major challenges that do not go away, like global warming, energy futures, food security and population health. As our understanding of the challenges deep-ens, we need to keep refining our search for innovative and good solutions.

POWERING THE IDEA OF A VENTUROUS AUSTRALIA

We have certainly had a timely spotlight on our national innovation capabilities and performance over the past year. First we had a Green Paper on innovation. Venturous Australia was released in September 2008. The government’s White Paper, Powering Ideas: An innovation agenda for the 21st Century, was issued almost nine months later on 12 May 2009 in conjunction with the Federal Budget. That Budget included major measures to put substantive momentum behind the longer-term directions spelled out in Powering Ideas.

The big piece of unfinished business – or rather business we have scarcely started – is how we act as global innovators to address the large scale innovation needed to tackle transnational and societal challenges beyond the reach or remit of standalone national in-novation strategies or the “micro-inin-novation” at a firm or industry level. The global recession has been a wake up call. It has also reminded us that innovation is not morally neutral: it can lead to bad outcomes as well as good. Let us never forget that it was dazzlingly innovative financial instru-ments that eventually undermined the global financial system. This breakdown is now threatening to hollow out the crucial innova-tion pipeline of technology start-ups as these start-ups find it increasingly difficult to find cash for growth or survival. And let us remind ourselves that we would not be debating emis-sion trading schemes and global warming if it were not for 200 years of breakneck techno-logical change and innovation. Accelerating technological change has changed the way we live, and dramatically lengthened our life spans. But on the other side of the ledger has been the collateral damage to our planet and the prospects for sustainability. Innovation and technological change got us into many of the messes we are in today, but only innovation and technological break-throughs will get us out of trouble. As Hilary Clinton keeps remarking, let us not waste a good crisis. With unfinished business, and now pressing new business, we must keep the dialogue on innovation alive.
