Last year, Millburn-Short Hills celebrated the 150th anniversary of its establishment as a community. The township was created through an act of the New Jersey Legislature in 1857.
Long before the first Dutch immigrants arrived in the 1600s, the Lenape Indians lived and hunted here. By 1700 the English had arrived and contributed the names of Parkhurst, Parsil, Denman, Briant, Reeve, Wade, Baldwin, Ross, Meeker and Morehouse to the landscape. By 1764 the
community numbered more than 60 landowners.
Until 1857, the settlement had no individual identity, but was part of the City of Springfield. During the Revolutionary War, the British and Colonial forces marched back and forth across the local settlement, climaxing the confrontations with the famous Battle of Springfield, which halted the British armyís advance into northern New Jersey.
After the war ended, Samuel Campbell arrived here from Scotland and built the first paper mill. Millburn in Scottish means “mill on a stream.” Other industrialists followed and soon mills were manufacturing felt hats as well as paper.
By this time, the railroad was already a vital part of community life. The Morris and Essex, a predecessor of the Delaware, Lackawanna and Western lines and NJ Transit, came through in 1837. Not only did train service brighten the future of the community as a commercial center, but it also added to its desirability as a residential suburb for prosperous Newarkers and New Yorkers.
Shortly after 1870, Stewart Hartshorn, inventor of the roller window shade, decided to make his
home here and to enter the real estate business with the idea of establishing an ideal community. Native Americans and early settlers called the area surrounding the original settlement “the short hills.” Hartshorn purchased and developed much of this area and adopted the Indianís name for his community.
At about the same time, the Wyoming Land Development Co. purchased large tracts of land in north-eastern Millburn and laid out a grid of streets. However, the development company built only 25 houses before it went bankrupt.
By the time the town celebrated its semi-centennial in 1907, it boasted fire and police departments, running water, electricity, telephones and a sewer system. As the townshipís population grew, more large private land areas and farms were purchased by developers.
The Whittingham family estate was transformed into South Mountain Estates, and the Campbell acreage became Glenwood. After World War II, the township population experienced a second surge, not only in residents, but in businesses as well. Supermarkets, insurance companies, some small industries and The Mall at Short Hills became integral parts of the community.
Millburn Township residents can boast of exceptional shopping, such as in downtown Millburn and at The Mall at Short Hills, a school system that has been ranked as one of the top districts in the state, two historic districts with homes built by the finest architects of the time, acres of parks and beautiful gardens, such as
Greenwood Gardens, South Mountain Reservation and Taylor Park, and an unrivalled quality of life.

Since its incorporation as a munici-pality by the State of New Jersey in 1857, the Township of Millburn has operated under the Township Committee form of government.
The five members of the Township Committee are elected to staggered, three-year terms. At the Committee’s organizational meeting each January, one member is elected to serve as chairman for a 12-month term and another is chosen to serve as vice chairman. Under state statute, the chairman of a Township Committee also holds the title of mayor.
Each member of the Township Committee is expected to be knowledgeable about all municipal operations and thus prepared to make the policy decisions that shape the future of the community. Five “over-sight” committees, whose membership includes members of the Township Committee, the municipal business administrator, municipal department heads and representatives of appointed boards, provide the information upon which the governing body bases its policy decisions.
The day-to-day responsibility for the operation of the township’s government rests with the municipal business administrator, Timothy P. Gordon.
Mr. Gordon is responsible for super-vising the work of all other municipal department heads and serves as the liaison between the community’s elected
leadership, the Township Committee, and the professional staff.
With the exception of the police and fire departments, which are housed in their own buildings, the offices of all municipal departments are located in Town Hall.
Police and fire department headquar-ters are located in their own buildings on Essex Street, one block north of the Millburn Avenue site of Town Hall. For other than emergency calls, the police department can be reached by calling

Daniel Baer
Mr. Baer, a resident of 11 River Lane, is completing the first year of his second term on the Township Committee. He previously held the posi-tion of mayor/chairman for two years. Mr. Baer has focused on a number of important, quality of life issues, including advancing the downtown redevelopment project, addressing the traffic, parking and pedestrian issues through the ini-tiation of the downtown traffic study and assembling the Zoning Review Committee to address inconsistencies in the existing ordi-nance. He also was integrally involved in the process to save the Paper Mill Playhouse. He has served on the Planning Board for the past three years and presently is chairman of the Zoning Review Committee. He and his family have resided in the township for 19 years.
Sandra Haimoff
Mayor Haimoff is a resident of 393 White Oak Ridge Road. She is completing the second year of her second three-year term on the Township Committee. A member of the Planning Board and the Ordinance Review Committee, she is also a trustee of the Cora Hartshorn Arboretum and Bird Sanctuary and serves as the liaison to the Community Service Award Committee. In addition, she serves as liaison to the Environmental Commission and has served on the Deer Task Force. Ms. Haimoff
initiated the “50-Year Residents’ Celebration,” “Know Your Town” and the “Welcome Day for New Residents.”
Thomas C. McDermott
Mr. McDermott is completing the first year of his sixth term of office. A resident of 107 Parsonage Hill Road, Mr. McDermott is a senior member of the Township Committee and he served as mayor from 2001 to 2006. He serves as the township’s representative at the Joint Meeting of Morris and Essex counties. He also serves on the board of the Millburn Sports Activity Foundation and is an officer of TV-36. He is a member of the Republican organization and is chairman of the Republican County
Committee. Mr. McDermott and his wife, Ann, are lifelong residents of the township and have two daughters, Alyssa and Catherine.
Ellen Steinberg
Ms. Steinberg is completing the final year of her three-year term on the Township Committee. The township’s representative to the Southeast Morris League of Strategic Solutions, Ms. Steinberg also is a member of the municipali-ty’s finance subcommittee and its public safety committee. She is on the Senior Citizens Advisory Board and the Joint Fields Committee and serves as a trustee to the
Cora Hartshorn Arboretum. Ms. Steinberg is the Democratic Committeewoman in her dis-trict. She and her husband, Peter Humphreys, are residents of 41 Kenilworth Drive.
James F. Suell
A resident of 338 Wyoming Avenue, Mr. Suell is in his third year on the Township Committee and is serving as the Deputy Mayor. He is a trustee on the board of the Millburn Free Public Library, the township liaison to the Board of
Recreation and a member of the Public Safety Committee. Mr. Suell is a past president of the Wyoming Civic Association and former chair-man of the Parking and Traffic Committee. He has also served on various advisory commit-tees for the Board of Education. Mr. Suell and his wife, Mary Mooney, have resided in the community for 25 years and have two sons, Jeffrey and Brian.

Millburn Recreation Department
Opportunities for tennis, golf and swimming are also available to all township residents through the Millburn Recreation Department. Tennis courts are located in Gero and Taylor Parks and at Slayton Field and Millburn High School. The municipal Par 3 Golf Course and swimming pool are in Gero Park.

Town residents age 62 and older can make use of the senior bus,
which provides free service five days a week.
