POSITION DESCRIPTION: MANAGER – WARRA WARRA LEGAL SERVICE (‘WWLS’)

 Location: Broken Hill, Wilcannia and Menindee: Far West New South Wales

 Salary: $80,000 + Superannuation Package as of 4 December 2015

 This is a designated Aboriginal/Torres Strait Islander Position.

 Applications for this position must be:

o Of Aboriginal descent through parentage; o Identify as being Aboriginal; and

o Be accepted in the community as such. Exemption is claimed under Section 14 of the Anti-Discrimination Act.

o WWLS may deem it appropriate to seek confirmation of Aboriginality status from applicants applying for Aboriginal identified positions or targeted positions either during the interview process or after commencement of the position.

STATEMENT OF DUTIES

 Work with the FWCLC Inc. Board of Management and the FWCLC Inc. Chief Executive Officer (‘CEO’) and the WWLS Principal Solicitor to ensure a consistent approach in planning and delivery of services conducted by WWLS.

 Maintain supervision, oversight and co-ordination of the service in accordance with the requirements of the FWCLC Inc. Board of Management and the FWCLC CEO, the funding body and relevant legislation.

 Responsible for the oversight and management of all aspects of the service in accordance with the Funding Objectives, Operational Framework, Strategic Plan and Operational Plan.

 Efficient, effective and strategic management of WWLS, in consultation with the CEO and the WWLS Principal Solicitor.

 Promote sound governance processes within WWLS to maintain best practice in planning and delivery of services.

1. ADMINISTRATION

1.1. Manage the day to day administrative operation of the Service.

1.2. Provide regular progress reports to the CEO and the WWLS Principal Solicitor on service and program delivery.

1.3. Attend FWCLC Inc. Board meetings as required.

1.4. In consultation with the CEO and the WWLS Principal Solicitor undertake work in accordance with the Strategic Plan.

1.5. In consultation with the CEO and the WWLS Finance Officer, participate in all financial operations relating to WWLS including ensuring payments of accounts payable. 1.6. Supervise and administer the maintenance and security of statistics and client records. 1.7. Facilitate the development of the Advisory Committee in consultation with the CEO and the

WWLS Principal Solicitor.

1.8. Provide CLSIS reports to the CEO, FWCLC Inc. Board and funding bodies as required.

1.9. Co-ordinate WWLS administrative systems support, in consultation with the WWLS Principal Solicitor and Senior Admin worker.

1.10. Prepare funding submissions, strategies, plans and operational plans in consultation with CEO, WWLS Principal Solicitor and other relevant stakeholders.

1.11. Report to funding bodies as required in consultation with the CEO. 1.12. Maintain rosters for all administrative staff and volunteers.

1.13. Supervise administrative staff performance and implement a regular performance appraisal/evaluation process in consultation with the CEO.

1.14. Co-ordinate and participate in policy development on issues effecting WWLS in consultation with the CEO and the WWLS Principal Solicitor.

1.15. Ensure all FWCLC Inc. policies are implemented and complied with in accordance with legislation including WH&S, EEO etc.

1.16. Ensure all Insurance, Registration, Certification and Evaluation due dates are met and guidelines are complied with.

1.17. Explore and compete for new funding opportunities in consultation with the CEO and the WWLS Principal Solicitor.

1.18. Facilitate regular staff and team meetings.

2. COMMUNITY LEGAL EDUCATION

2.1. Development of an Outreach Strategy/Plan in consultation with the WWLS Principal Solicitor.

2.2. Co-ordinate, manage and conduct community awareness training sessions and outreach events, including venue and function organisation in consultation with the WWLS Principal Solicitor.

2.3. In consultation with the WWLS Principal Solicitor, monitor CLE publications and resources and events/activities to ensure that they mitigate against risk.

3. COMMUNITY LEGAL EDUCATION

3.1. Contribute to identifying policies and law reform issues in consultation with the WWLS Principal Solicitor.

3.2. Report gaps and unmet legal need to the CEO and to the FWCLC Inc. Board. 4. COMMUNITY DEVELOPMENT & COMMUNITY ENGAGEMENT

4.1. Liaise with government and non-government agencies and private practitioners to actively promote WWLS and to establish networks that support the Service.

4.2. Promote the Service in the community and motivate community support for the Service. 4.3. Represent WWLS on relevant external committees.

4.4. Develop and maintain links with the Community Working parties, Aboriginal Affairs, Murdi Paaki, Maari Ma and other Aboriginal organisations.

4.5. Develop and maintain links with relevant Broken Hill and Far West agencies, government departments and private legal profession and other community legal services.

4.6. Maintain network links with Legal Aid, other state bodies, Far West Legal Centre, other community legal centres, and Councils.

5. TRAINING & DEVELOPMENT

5.1. Initiate and deliver programs and activities on behalf of the Service to key stakeholders and to the general community.

5.2. Provide in-house training and orientation to staff and volunteers. 6. TEAMWORK

6.1. Undertake other duties as agreed upon consultation with the CEO and the WWLS Principal Solicitor.

6.2. Work co-operatively in a multi-disciplinary team. 6.3. Plan and participate in regular peer supervision. 6.4. Attend and participate in regular staff meetings.

The following knowledge, skills and experience will be required for the position of Manager: ESSENTIAL CRITERIA

1. Proven high level written and verbal communication skills and ability to produce written reports effectively and efficiently.

2. Demonstrated understanding and commitment to client confidentiality and legal and non-legal client conflict of interest.

3. Demonstrated experience working with Aboriginal groups/clients.

4. Understanding of and ability to apply Workplace Health & Safety principles to the workplace.

5. Capacity to represent the Service at all levels and in all forums . 6. Demonstrated financial management skills.

7. Demonstrated conflict resolution skills.

8. Demonstrated high level of administration/office skills including computer based technology.

9. Willingness to travel to outreach services.

10. Demonstrated understanding of the complexity of family violence within rural and remote regions.

11. Current Driver’s Licence.

DESIRABLE EXPERIENCE/SKILLS/KNOWLEDGE/ABILITIES

1. Qualifications in Organisational Management, Business or Management Studies, Education/Training, Legal Studies, Social Science or Human Resources.

2. Demonstrated capacity to provide advocacy to Aboriginal and Torres Strait Islander peoples.

3. Experience working in community legal sector.
