Welcome – 2014 Annual Conference

August 6, 2014

Dear Fellow Ambulance Service Professional,

On behalf of the Illinois State Ambulance Association (ISAA) Board of Directors, I invite you to attend the

2014 ISAA Annual Conference!

This year’s Annual Conference is scheduled to take place Thursday, October 16 and Friday, October 17 at the

Par-A-Dice Hotel and Casino on the riverfront in East Peoria, Illinois, and is set to bring you the best in

education, information, and fun. Included on our list of speakers are Brian Werfel, a nationally known

expert on Medicare issues; Corrinne Ball, NGS Medicare representative; and several well respected emergency

medical services (EMS) educators: Dr. Chris Nollette, Chris LeBaudour, Gary Wingrove, Dr. Matthew Jackson,

Dr. Richard Jorgensen, and Joe Degitz.

Conference sessions will be split into two tracks on Thursday; one for administrative/billing personnel and one

for operations personnel. The tracks will run simultaneously so it is important for not only owners, executives,

and managers to attend the administrative/billing track, but it is just as important to bring along your

operations staff to learn more about what’s going on in the field. To complement our operations track on

Friday, we will offer an optional educator’s track (seating is limited). This two-day conference will be packed

with information and even a little fun too!

As in the past, prizes will be given to individuals who visit each and every one of the vendors who have

exhibits set-up in the hall and outside the hotel. Thanks to the generosity of our sponsors, we will once again

be hosting the annual EMS party on Thursday night! Join us for free food and drinks, giveaways, and

karaoke.

Conference registration for ISAA members is just $150 for the administrative track and $100 for the

operations or operations/educator’s track.

The ISAA Annual Conference has become one of the largest EMS gatherings in the state. Whether this is your

first conference or you are a conference veteran, there is always something new to learn. You won’t be

disappointed!

Featured Speakers

Brian S. Werfel, Esq.

Brian Werfel is a partner in Werfel & Werfel, PLLC, a New York based law firm specializing in Medicare issues related to the ambulance industry. Brian is a Medicare Consultant to the American Ambulance Association (AAA), and has authored numerous articles on Medicare reimbursement, most recently on issues such as the effect of the Supreme Court’s ruling upholding the

Affordable Care Act, the lifetime signature requirement, repeat admissions, and interrupted stays. He is a frequent lecturer on issues of ambulance coverage and reimbursement. Brian is co-author of AAA’s Medicare Reference Manual for Ambulance, as well as the author of the AAA’s HIPAA Reference Manual. Brian is a graduate of the University of Pennsylvania and the Columbia School of Law. Prior to joining the firm in 2005, he specialized in mergers & acquisitions and commercial real estate at a

prominent New York law firm. Werfel & Werfel, PLLC was founded by David M. Werfel, who has been the Medicare Consultant to the AAA for over 20 years.

Christopher F. Nollette, Ed. D., NREMT-P, LP

Dr. Christopher Nollette is the director of the EMS program at Moreno Valley College in Riverside, California. He has over 30 years of involvement in EMS education, with concurrent professional experience in all public safety career fields, including: Air Medical, SWAT, and special technical rescue. He has a passionate teaching style that allows him the opportunity to deliver important points and objectives to a variety of learning styles while establishing and maintaining an open two-way teaching relationship with the students in his classes. Dr. Nollette has established an extensive history of leadership in the field of EMS. He has served as a

paramedic for over 28 years, an advanced life support paramedic, and a tactical and flight medic in both rural and urban settings. As a nationally recognized EMS educator and leader in the EMS profession, his credentials include establishing five degreed and accredited EMS college programs and serving as a Board Member for both NAEMSE and the nationally accreditation body CoAEMSP. He is also a founding member of the Education Scientific Sub-Committee on Education for the American Heart Association and a co-author of the NAEMSE Foundations of Education: an EMS Approach textbook. Currently, Dr. Nollette is one of the national coordinators and faculty for the NAEMSE Instructor Course.

Gary Wingrove

Gary Wingrove is Director of Strategic Affairs for Gold Cross/Mayo Clinic Medical Transport in Minnesota and Western Wisconsin. He was a paramedic for 25 years before retiring his license in 2005. He is a former state EMS director and is current President of the Center for Leadership, Innovation and Research in EMS and of The Paramedic Foundation. Gary chairs the International Roundtable on CommunityParamedicine.

Christopher J. LeBaudour MS. ED

Chris LeBaudour is well known in EMS education as a passionate and innovative speaker and instructor who specializes in experiential scenario-based education for all levels of EMS. Chris uses a “humanities” approach to EMS education and believes strongly in developing the whole person and not just the skills required to be a good field practitioner. Chris brings real life experience, together with an off the wall sense of humor, to create a fun and low stress learning experience. He is a prolific writer and has several major EMS publications on the market. Chris is a faculty member in the Department of Public Safety – EMS Division at Santa Rosa Junior College in California, where he has been teaching since 1984. Chris also serves as the Director of Communications for REACH Air Medical Services, a large helicopter and airplane air ambulance provider in the northwest. Chris believes strongly in the use of the internet as a tool for enhancing traditional EMS education and in 2002, received his Master’s degree in education with an emphasis on online teaching and learning. Prior to his teaching career, Chris worked as both an EMT and EMT-Intermediate for several private ambulance providers in California. Chris’ experience includes fieldwork in everything from dense urban to suburban and rural environments. Chris also has approximately 10 years of clinical emergency room experience in a mid size teaching hospital.

Matthew Jackson, MD, FACEP, FAAEM

Dr. Matthew Jackson is the EMS and Disaster Medical Director for Peoria Area EMS/OSF Saint Francis Medical Center in Peoria Illinois. He holds clinical faculty appointment with the University of Illinois College of Medicine at Peoria, and works closely with the Emergency Medicine Residency Program. Dr. Jackson has more than 18 years of EMS experience, starting as a pre-hospital provider at both the BLS and ALS levels. In addition, he has been a tactical medical provider, and has aeromedical experience with OSF Life Flight in Peoria as a flight physician. Dr. Jackson has held the position of EMS Medical Director for Peoria Area EMS twice, and has also served as EMS Medical Director for Memorial Healthcare EMS in Springfield, Illinois.

Richard A. Jorgensen, MD, FACS

Dr. Richard Jorgensen currently serves as the DuPage County Coroner. Dr. Jorgensen is a graduate of Loyola University and the Stritch School of Medicine. Prior to his election in 2012, Dr. Jorgensen practiced general/vascular and trauma surgery in the western suburbs of Chicago for 20+ years. He maintains his Board Certification and Illinois Medical License. Dr. Jorgensen is a Fellow of the American College of Surgery and International College of Surgeons. He is an active member of the Illinois Coroners and Medical Examiners Association, along with numerous surgical societies. Throughout his medical training, practice of medicine and

experience as Coroner, Dr. Jorgensen has witnessed the devastating societal effects of drugs and addiction. Dr. Jorgensen frequently speaks about the heroin epidemic at public meetings, legislative forums, and schools and has appeared on both TV and radio.

Joe Degitz, MSN, BSN, RN

Joe Degitz has been a registered professional nurse for more than 20 years. His experience in various clinical settings populates his unique perspective on healthcare and the education of clinicians. Joe is currently Assistant Professor of Nursing at Bradley University. He is responsible for teaching senior medical-surgical nursing theory, critical-care clinical, pharmacology courses, and safety & emergency care, a 300 level health elective that teaches life saving first aid skills to non-nursing majors. He has

developed a unique and effective teaching approach combining scenario based skills labs and simulation with lecture. Starting as a volunteer EMT-A with his local rescue squad while still in high school, he has worked in various staff and management positions in critical care, long-term care, EMS, and outpatient wound care.

Corrinne R. Ball, RN CPC CAC

Corrinne is a Registered Nurse and graduate of Southern State Community College with an Associate’s Degree. She has 27 years of experience in the nursing field with a variety of specialty areas. She has worked for National Government Services for ten years. Corrinne has two years experience as a Medical Review Analyst and eight year’ experience in Medicare education. She has seven years of experience in reviewing documentation for Medicare ambulance claims and providing education to ambulance providers on medical review findings, coverage, and documentation. Corrinne became a Certified Professional Coder in 2009 and became a Certified Ambulance Coder in 2010.

Join us Thursday evening, following the EMS Party, as we travel to the Peoria Asylum. Formerly known as the Illinois Asylum for the Incurable Insane, this massive structure is a “hot spot” for paranormal activity. Featured in the popular series, “Ghost Hunters”, join us as we hunt for the Lady in White. Round-trip transportation will be provided from the Par-A-Dice Hotel & Casino.

Shuttles will depart at 9:30 p.m. and those who endure will return at 12:30 a.m. Pre-registration for this event is required with payment accepted in

advance or on-site. Cost: $30/person
