This annual report is another chapter in the history of the Perinatal Foundation as it carries out its primary mission to assure the best possible health outcomes for women, babies, and families. Thanks to all of you for your trust in and engagement with our mission and for your financial support. Without your support, the Foundation could not realize its vision of healthy women, babies, and families.
This report highlights programs that were possible with your support. These include the Myrtle Bahm Leonard Memorial Scholarships; the Thomas A. Leonard, MD, Memorial Lecture; and funding for WAPC programs. The Board continued to manage its resources wisely by minimizing risk to the investment portfolio, controlling expenses, and maximizing vibrant giving options for donors like you.
The Resource Development Committee took the lead in fundraising activities. In December, the Committee hosted a Holiday Gathering at Summit Place in West Allis, the offices of Children’s Community Health Plan. The festive event featured healthy food, beverages donated by Jon Goldstein, and multiple door prizes donated by community businesses and Foundation directors. As Foundation President, I issued a “Past-President’s Challenge” to all WAPC past-presidents as part of the Holiday Gathering. The challenge brought in over $5,000! Thank you to the 19 past presidents who joined in the competition.
As we look to 2015 and beyond, we ask for your continued involvement in making a positive difference in the lives of women, babies, and families.

The VISION of the Perinatal Foundation is to be the leading philanthropic organization promoting excellence in perinatal health care of women, babies, and families.
MISSION:
• Secure new resources and provide stewardship of the endowment fund.
• Conduct needs assessments, evaluate opportunities to make contributions to better perinatal health outcomes, and fund selected needs.
• Partner with the Wisconsin Association for Perinatal Care and other organizations who share our goal of improving perinatal health.
• Support dissemination of successful programmatic and educational models to advance perinatal health in the global community.

Contributions enabled the Perinatal Foundation to support programs that lead to healthy outcomes for all mothers, babies, and families. In addition to the monetary contributions listed below, the Perinatal Foundation would like to thank the directors, staff, and others who generously contributed to the success of two fundraising events—the Foundation’s Silent Auction and raffle on April 28, 2014. The Silent Auction raised $10,356 and the raffle $2,525.

ENGAGING DONORS IN WAYS THAT MATTER
In 2014, the Perinatal Foundation Board engaged in a strategic planning process, facilitated by director Theresa Elliott. One of the results of the process was a commitment to understanding our donors and identifying vibrant giving options and communication methods that matter to them. The ultimate goal is to build strong and lasting relationships with Foundation supporters.
Because of this process, the Perinatal Foundation made some changes. The first change was to engage WAPC members at the annual conference in a “fun” fundraising activity. On April 27, 2014, Debra Selip, MD, infant brain specialist and the 2013 Thomas A. Leonard Memorial Lecturer, served as the celebrity “quiz master.” Dr. Selip is from Rush University Medical Center, Department of Pediatrics – Section of Neonatology in Chicago. She kicked off the Jeopardy-style Quiz Bowl with an engaging overview of infant brain development before launching into the quiz focusing on infant development. The event tapped into
healthy competition, a sense of fun, and building team spirit. The winners of the Quiz Bowl took home a basket full of brain games, brain teasers, brain food, and puzzles. Building on the success of the first Quiz Bowl, the Perinatal Foundation hosted a second Quiz Bowl at the 2015 WAPC annual conference.

ENGAGING DONORS IN WAYS THAT MATTER
The December 11, 2014, Holiday Gathering also focused on understanding donors and identifying fundraising models that matter to our donors. The venue was Summit Place in West Allis, and the program honored previous recipients of Perinatal Foundation grants. Grantees included Sally Lundeen, RN, PhD, FAAN; Marianne Weiss, DNSc,
RN; and Jeff Garland, MD, SM. Each grantee described the impact the Foundation’s
funding had on their projects and careers, and most importantly on the health and well-being of mothers and babies.
Hearing the stories about how a small grant led to national outcomes mattered to the holiday guests. After the program, guests engaged in animated conversation about that part of the Foundation’s history that was unknown to most people.
Building on the value of healthy competition, Chris Van Mullem, Perinatal Foundation President, issued a challenge to all past presidents of WAPC to meet her donation challenge. This challenge raised over $5,000 and brought together the donations of 19 past presidents.
To engage sports fans among our donors, the Foundation offered two challenges— Milwaukee Bucks tickets and UW Badger Homecoming festivities. Donors who contributed during designated times and who wished to participate, could be part of a raffle for the sports tickets. Given the response to these raffles, the Foundation will continue to offer sports tickets in the future.

Finally, the Foundation took the opportunity to engage donors by introducing the Board of Directors during its year-end annual video appeal. This new approach was a way to inform donors about the people that provide strategic direction to the Foundation’s programs and activities that support healthy mothers and babies.
In summary, 2014 was a year of greater engagement with donors through modest innovations and incremental changes. On behalf of the entire Board of Directors, we look forward to continuing that engagement and learning about what matters to you.

WAPC Annual Statewide Perinatal Conference—
WAPC welcomed two outstanding plenary session speakers to its 2014 Annual Conference April 27-29, at the Glacier Canyon Conference Center in Wisconsin Dells. The two plenary session speakers were Jarold T. Johnson, Jr., CNM, IBCLC, and Sabrina Craigo, MD.
Jarold T. Johnston, Jr., CNM, IBCLC, is both a nurse midwife and a lactation consultant and serves as the chief
of the largest midwifery department in the Department of Defense. Professionally, he has spent his career advocating for the rights of fathers in the health care arena. In 2011, he moderated a Perinatal Foundation panel of dads talking about challenges of dads in the military. Mr. Johnson opened the conference with “The Role of the Father in Breastfeeding.”
Sabrina Craigo, MD, presented the Thomas A. Leonard, MD, Memorial Lecture. Dr. Craigo is Professor and
Vice Chair of Obstetrics and Gynecology and Director of Maternal Fetal Medicine at Tufts University School of Medicine, Tufts Medical Center, Boston, MA. Dr. Craigo has over 20 years’ experience in academic medicine and is responsible for a Maternal-Fetal Medicine service that accepts over 50 maternal transports annually. (See related article on page 20.)

A multidisciplinary panel debuted the second edition of the WAPC Guidelines for the Responsible Utilization of Neonatal Intensive Care position statement for the final plenary session. Janice Ancona, MSN, RN; Stephen Ragatz, MD; Chris Van Mullem, MS, RNC; Sarah Walder, MSN, APNP, NNP-BC; Don Weber, MD; and Nancy Wojciehowski, MS, RN, described how they applied the newly revised position statement in their work environments. The panelists played significant roles in the statement’s revisions.

Improving Care for Women and Infants Affected by Opioids
On July 25, 2014, WAPC convened a group of nearly 200 stakeholders to begin a discussion on developing a comprehensive model of care for women affected by opioids and their infants. Attendees listened to and interacted with a series of expert panels and offered their own insights into the strengths, weaknesses, opportunities, and barriers in the current environment.
The input from the meeting on July 25 informed the curriculum for the 2014 Regional Forum Series. Overall, 391 participants attended the 2014 Regional Forum Series, Improving Care for Women and Infants Affected by Opioids. The curriculum responded to the needs of stakeholders and highlighted the value of coalitions, advocacy, resources, and education for improving care.
The Regional Forum Series featured the same curriculum repeated in each of the seven WAPC perinatal regions.

For the fourth year, WAPC offered this popular fetal monitoring distance education program. New in 2014, WAPC offered access to archived sessions of the “Lunch and Learn” Webinars. The recorded Webinars are part of WAPC’s new Online Classroom. Learners had a choice to attend the live Webinar sessions held over the noon hour, or to log into the online classroom and access the recordings at a time more convenient for them. The “Beyond the Basics…” Webinar series provides an opportunity for busy health care providers to learn advanced fetal monitoring interpretation 24/7. Each session features a new and unique case, chosen and presented by WAPC’s fetal monitoring experts.

2014 WAPC Fetal Monitoring “Lunch and Learn” Series
Beyond the Basics: The Art and Science of Strip Interpretation ABOUT THIS SERIES
Back by popular demand, this course is now in its fourth year and goes beyond the basics of who, how, and when to monitor. Instead, this course is for those who have demonstrated competency in basic fetal monitoring skills. This is not introductory content. Discussion focuses on case studies and strip review, using current ACOG/NICHD recommendations. Each session will have a new and unique curriculum. Participants experience the convenience of learning from work or home and interact with colleagues around the state. Learners are encouraged to register for all five sessions. The interactive sessions will be held via GoToWebinar®.
PURPOSE
To use case studies to build on knowledge of and skills about interpreting electronic fetal heart rate strips.
INTENDED AUDIENCE
Physicians, nurses, certified nurse midwives, and other perinatal providers who routinely do electronic fetal monitoring..

More than 80 Wisconsin birth hospitals that use PeriData.Net® participated in the process of selecting a new vendor for the Web-based application. The vetting process was on the fast track, with WAPC issuing an RFP on January 16, hosting a Webinar for potential vendors on January 21, and accepting proposals until February 20. A team from the WAPC Perinatal Data Committee interviewed and selected a new vendor, Ancilla Partners, LLC, of Milwaukee.
THANK YOU to the 66 hospitals that signed letters of intent and gave “earnest money” for the transition of PeriData.Net® to Ancilla Partners, Inc. and to the additional six hospitals that joined later. Hospitals met tight timelines, enabling Ancilla to begin work immediately to prepare for an orderly transition in September.
THANK YOU to the members of the Perinatal Data Committee, co-chaired by Lisa Lokken and Marianne Weiss. The Committee worked since October 2013 to recruit and select a new vendor. In addition, the Committee participated in two Webinars about the transition, recruiting the necessary number of hospitals to assure the viability and vitality of PeriData.Net®.
THANK YOU to the core group of people who met with the vendor to manage the transition process. The group included Lisa Lokken, Margaret Malnory, Lisa Robinson, Marianne Weiss, and Alan Williams. THANK YOU to Ancilla Partners, Inc., for working with WAPC to find a viable and affordable solution acceptable to birth hospitals. Laboratory Testing During Pregnancy, 5th Edition
This report offers evidence-based recommendations about laboratory tests that should be considered during the course of prenatal care. It was developed by the WAPC Prenatal Testing Committee, which began its work in 1995 and published the first edition of its recommendations in 1997. Subsequent revisions were published in 2000, 2006, and 2011.
For the fifth edition, published in January of 2015, the Committee was under the leadership of Deborah Larkey, MD, and Cresta Jones, MD, FACOG. Together with the Committee, they updated all of the 28 existing recommendations and added five new recommendations related to the care of pregnant women.
Revising this publication was an extensive project that took most of 2014. Myrtle Bahm Leonard Scholarship Program
In 1994, the Perinatal Foundation began the Myrtle Bahm Leonard (MBL) Scholarship Program as a way to honor the legacy of Mrs. Leonard, one of the major benefactors of the Foundation. Myrtle left her mark on this world in many positive ways, most notably through her generosity to young people. Myrtle’s generous legacy continues: The MBL Memorial Scholarship Fund has made a difference in the lives of 55 college students and their families over the past 20 years. The scholarships underwrite the cost of childcare expenses for students pursuing careers in the health care field.
The Perinatal Foundation makes awards to the University of Wisconsin-Eau Claire (UW-EC), University of Wisconsin-Milwaukee (UWM), and Madison College (MATC). The colleges then select students to receive the scholarships. All of the recipients have children in a college-run childcare program.
The 2014 recipients were Joharah Bayazid, Andrea Carroll, Renee Papesh, and Tiffany Sidell.
In Joharah’s words, “I want to thank the Perinatal Foundation for supporting parents like me for reaching our goals towards pursuing an education and making lives better for generations to come.”

The presentation was April 29 at the WAPC Annual Statewide Perinatal Conference in Wisconsin Dells, WI. In her presentation, “Perinatal Transport in 2014,” Dr. Craigo outlined the importance of regionalized systems of perinatal care. Dr. Craigo’s work captures the essence of the goals of Dr. Leonard and the Perinatal Foundation to improve the lives of mothers, infants, and families.

**The annual contribution to the Wisconsin Association for Perinatal Care (WAPC) is based on the terms of the Memorandum of Understanding signed December 30, 2002. In 2014, it included an unrestricted grant of $70,000 and support for staff salaries of $69,386, as well as $14,138 for program-related support
It is the long-standing policy of the Perinatal Foundation to grow assets through professionally managed investment practices. The Foundation Finance Committee oversees the investments and assures adherence to its policies. The Foundation Board is involved in all major financial decisions. The ratio of functional expenses for 2014 is --58% to program, --29% to general and administrative, and --13% to fundraising. An audited copy of the financial statement prepared by SVA Certified Public Accountants, S.C., is available from the Perinatal Foundation staff.
