The city of Kindred has received a $4.2 million grant from the United States Army Corps of Engineers and

$420,000 from the ND Department of Health in loan forgiveness toward improving the city’s wastewater system.

For the past several years, Kindred’s wastewater stabilization pond frequently has been operating at and beyond capacity, needing emergency manual discharges, and it has also been leaking – both of which are of high environmental concern that needs to be addressed.

The current lagoon that sits south of the city near the Sheyenne River was constructed around 1970 when Kindred’s population was

approximately 495. (Kindred’s current estimated population is 864.) There have been no improvements to the system to increase capacity. City Council President Adam

Spelhaug noted “this project needed to happen with or without the recent growth the city has experienced in the last 10 years. The current lagoon had issues beyond a diminished capacity, so building a new lagoon was needed, but now the new lagoon will be able to fit the growth of the city.”

In 2014, Moore Engineering completed a comprehensive wastewater collection and treatment study to understand what the actual wastewater treatment needs were, and to plan for future growth. It was determined the current lagoon’s capacity was not suitable at

that time. The new lagoon system will have adequate capacity to be operated without the need for emergency discharges. This will ensure that all wastewater will be properly treated before being discharged into natural waterways.

In the past, the City Council had discussed both expansion of the

current lagoon, as well as the potential to move the lagoon out of town. It was determined in 2020 that expansion at the current lagoon was not feasible. After securing substantial funding, the decision was made to relocate out of town. The city has already finalized the purchase of 40 acres of land two miles west of town on 53rd St SE. Brandon Oye, a Senior Project

Manager with Moore Engineering and Kindred’s City Engineer, says the project is currently nearing the

completion of the study phase and will next move into the design phase. As land has already been purchased, Moore Engineering is currently working with property owners to secure easements for installing the force main from the city to the new lagoon.

Construction will start in early summer with a planned completion date for the end of 2021. Some work will continue into 2022, such as decommissioning the old lagoon and making sure all disturbed areas are receiving adequate turf establishment.

Construction will be the final stage of the project. As with all major

construction projects, residents can expect a few road closures and large equipment present this summer. There will be a major rehabilitation of the main lift station on the east side of 3rd Avenue between Elm and Linden, including replacing the sewer main and street along that block. New force mains will be installed to and from this main lift on 3rd Avenue connecting other lift stations in town as well as going out to the new lagoon west of town.

“Projects like these are not very glamorous, but none-the-less are extremely important to complete. Kindred will not have to worry about their wastewater needs for many years to come after this project is done,” says Brandon Oye. “These major

infrastructure improvements are not just for you, but are an investment for your children and their children as they continue to be part of the community in the future and make it a great place to live.”

communities. Beginning over the last year, this effort has taken on a whole new meaning as sales tax revenue is now being charged to all online sales. The game changer here

is that online sales tax is sent to the city/town of the delivery address. This means our business district just got

a whole lot bigger. Now, Kindred virtually has a Walmart, Target, Lululemon, Amazon, eBay, and a Scheels. If it ships to your city of Kindred address, Kindred benefits by

receiving the sales tax. It’s that simple! So, as always, please

Shop Local in the physical sense and now Shop Local

virtually. Kindred’s growth and reinvestment into our community is greatly appreciated!

Adam Spelhaug was

born and raised in rural Kindred. He returned to Kindred after college and lives here with his wife, Nicole, and their four children, Ava, Grant, Izaak, and Sydney. Adam has been employed in the agricultural sector for decades, and is currently employed as a Regional Account Manager for GDM Seeds, a soybean genetics supplier. He also farms part-time southwest of Kindred. Locally, Adam is a member of the Advisory Committee for the Kindred High School Ag Department. He has also coached FM Athletics Football and taught Sunday School.

Adam joined the City Council in 2013 and currently serves as President. Adam’s current city responsibilities consists of managing the portfolio for water, sewer and garbage, public works, and safety. He coordinates with Public Works on water, sewer, storm sewers,

culverts, and lagoon related repairs, maintenance and issues.

He helps monitor repairs and maintenance needs for the reservoir, tower, lift stations, garbage, recycling, and public supply lines. He helps ensure the safety of all city employees is

maintained and works closely with Public Works on ensuring certifications, compliance, and regulations are followed and met. He also serves as liaison to the city engineer.

What do you most enjoy about serving the City of Kindred?

“I have been on council since 2013 and have been a part of some big changes in the city. As a 4th generation Kindred resident, this city and the surrounding area mean a lot to me and I want to see it prosper and be a community people are proud to call home.”

What are some current projects the City is working on that you are involved with?

“I have worked mostly with the infrastructure needs of Kindred. I was

part of updating the pool and water tower. The new lagoon has been my pet project that I've worked on to get federal money to lessen the tax burden for residents. Receiving the $4.2 million grant from the USACE was a big deal for Kindred.”

What are some of your goals for the City of Kindred?

“I like the growth we've had in the

community, but I want it to feel the same as it always has. I am pretty financially conservative (cheap Norwegian) so trying to reduce the burden to our taxpayers as best we can as we grow the city has been important to me.”

Any other comments to include?

“Please reach out to us as council members if you have any requests or questions about the city. Sometimes I think we don't hear enough.”

Building Permits and Fence Permits

As the weather starts to heat up and

home owners plan spring projects, here are some helpful reminders about the permitting process.

Why does the City of Kindred require permits?

The City of Kindred helps ensure construction of safe buildings and protects community character through building code regulations and zoning laws. The Building Inspection Division administers these laws through permits and inspections.

What type of projects do I need a permit for?

Building Permits are required for new construction or remodel of commercial or residential properties, room

additions, decks, porches, finished basements, masonry fireplaces, interior modifications, window replacement of different size, structural renovations or

repair, demolition work, chicken coops, or accessory structures over 120 sq. ft., such as sheds.

You DO NOT need a permit to paint a house (interior or exterior), replace shingles, re-siding, hang wallpaper, replace cabinets or similar finish work, install concrete sidewalks and patios on your property, or insulate an existing building where no structural changes are made.

*Please note—even though a building permit may not be required there may be zoning requirements that apply to your project.

Do I need a permit for a fence?

Yes. A Fence Permit is required for installing any fence on your property.

How do I apply for and obtain a permit?

What is the cost of the permit?

Building permit charges are based upon the value of the project.

At the November 2020 City Council meeting, council members reviewed and approved the final ordinance to regulate chickens within city limits—Chapter 11-01: Chickens, Domestic Fowl, Farm Animals, and Vicious Animals.

Some of the main points included in the ordinance for residents interested in maintaining their own brood are the following:

• Residents can have up to eight female

chickens/pheasants (roosters are not allowed). Breeding and slaughter of chickens is prohibited.

• Chickens/birds should be maintained to residents’ property and are not allowed to run at large.

• Chickens should be registered with the city of Kindred. • Chickens must be maintained in a coop in the backyard

and not in any attached structures.

• To register your birds and coop, a permit is required. For more information and to access the ordinance in its entirety, go to the city’s website. Residents can also obtain the building permit/chicken

registration form on the website.

The City has updated the Pet License form for 2021. The new form can be found on page five of this newsletter or on the City’s website, cityofkindrednd.com

Registering your pet with the City helps to identify lost pets or report an accurate description of a missing pet. Residents can submit the $5.00 fee, Pet License form, and proof of rabies vaccination by mail, drop off, or email.

Renaissance Development

Each spring the North Dakota League of Cities sponsors a statewide "If I Were Mayor" essay contest for third and seventh grade students. The “If I Were Mayor” contest encourages young people to think about public service and future community leadership.

The contest is open to any third and seventh grade student living in North Dakota. Students may submit essays on their own or through their classroom teacher. Submission

requirements can be found at www.ndlc.org/essay.

The essay winners are announced during City Government Week which is held in April each year. The essay winners receive a $150 prize from the League and the winning essays are published in the League’s magazine, CITYScan.

We want to help you! The Kindred Area Food Pantry is available for those who are in need of food or household supplies. The pantry is housed in Kindred Lutheran Church located at 391 Spruce Street. Recent Happenings

The Kindred Park Board hosted the community’s annual Santa Days this year. We had an overwhelming turnout! Santa and Mrs. Claus were excited to see all the families come out and gather at the Memorial Building. They are already planning their next year’s trip and shared they might have new ideas and activities for everyone if the boys and girls of Kindred remain so kind and caring.

If you haven’t gotten a chance to swing by Gilbertson Park to check out the new and improved ice rink, what are you waiting for? The surface is larger and our city crew, Rich Schock and Shelton Troness, along with Mark Kuznia have been working hard to keep it in tip-top shape for skaters this winter. With the warmer temperatures the rink has experienced a lot of thaw and freeze. The team is doing a great job of making sure the surface remains skatable and safe for all skaters.

Upcoming Projects

This fall we were graciously gifted a Kindred Area Community Foundation grant. Funds from the grant will go toward purchasing the necessary equipment for us to host Movie Nights this summer at different locations throughout our community.The free events are perfect for all ages, are sure to be a good time, and will provide our community members an opportunity to bond with family in beautiful natural settings of our outdoor areas. It is our hope that these events will create memorable experiences for everyone from grandparents to toddlers by providing them with a convenient, local, fun and safe night out. Be on the lookout on our Facebook page for dates and times and movie titles coming this summer!

The Park Board was also gifted monetary funds from America Crystal Sugar to purchase materials and supplies for a Little Free Garden. The goal of the Little Free Garden project is to foster communities committed to growing, sharing, and cultivating food in small gardens, placed in public spaces. The produce grown will feed anyone who wants or needs it in our community. It is our hope that our community members will come together to build and create the gardens, cultivate the produce, and share in the growth. We are excited for the opportunity to build community, get to know new neighbors, and reconnect with old ones. The shared experience of creating something within our community for all to enjoy excites us and supports the mission of the Kindred Parks and Recreation team. If you have a green thumb and would like to participate in the planning and planting of the garden boxes this summer, please reach out to Mike at kindredparkboard@gmail.com.

Employment Opportunities

We are looking for employees to support Parks and Recreation planning. We have openings for lifeguards, water safety instructors, and softball officials. Kindred Public Library

A huge thank you from the Kindred Public Library for your amazing community support during our “I’ll be Gnome for Christmas” virtual celebration. Your participation made this a fun and memorable 2020 event!

2021 winter events at the Library include the “Wonderful WINTER Stories” reading challenge through March 15. “Breakfast with a Book” discussion meets the second Saturday of each month. “Saturday Storytime” meets the third Sat-urday of the month.
