The Tampa Bay Partnership and its partners are

proud to work with the members of the Bay Area

Legislative Delegation. Together, these State

Senators and Representatives comprise 25

percent of the Florida Legislature.

The Tampa Bay Partnership is the sole convener of business and

community leaders on issues of regional significance. Founded

in 1994, the Partnership serves the eight counties of Citrus,

Hernando, Hillsborough, Manatee, Pasco, Pinellas, Polk and

Sarasota and unites an entire region that retains its diversity

while benefitting from the collective clout of a single unified

voice. Issues of economic development, transportation,

workforce, education and quality of life do not exist only within

county or legislative district boundaries. These issues can only

be tackled with a regional perspective. The Tampa Bay

Partnership’s advocacy arm promotes building consensus and

support around regional issues giving our region’s

stakeholders the ability to speak with one voice when

advocating for Tampa Bay’s needs.

USF Health in Downtown Tampa

The Tampa Bay Partnership supports allocation of the funding amount requested by the USF Board of Trustees and the Board of Governors necessary to begin construction on the USF Health in Downtown Tampa initiative in 2015. The proposed downtown location for the school would not only be a practical decision, putting students in close proximity with Tampa General Hospital, but it would make USF more competitive in attracting the best and brightest students to the region. The medical school would be a critical piece of a new wave of economic development in downtown Tampa and would be a step toward turning Tampa Bay into a major hub for medical education, research and treatment.

USF St. Petersburg College of Business

The Tampa Bay Partnership strongly supports the completion of funding for the USF St. Petersburg Kate Tiedeman College of Business building.

Reduction of the Sales Tax on Commercial Leases

Florida is the only state that collects sales tax on commercial leases. This leaves Florida at a clear competitive disadvantage in attracting businesses into the state and causes an undue financial burden on businesses that are creating jobs here in Florida. The Tampa Bay Partnership supports a gradual reduction and eventual elimination of the sales tax on commercial leases.

Film Incentives

The Tampa Bay Partnership supports the restoration of tax credits for the Entertainment Industry Financial Incentive Program. The incentive program has proven a successful avenue for both job creation and marketing our state via the film industry. Failing to provide these incentives puts Florida at a competitive disadvantage in attracting the entertainment industry and the jobs that come with it. Films that feature Florida also market the state to a wider audience, which in turn helps sustain our state’s critical tourism industry.

Statewide Investments in Economic Development: $20 Million for

Enterprise Florida to Proactively Market the State

Marketing Florida and our pro-enterprise climate to businesses interested in expanding or relocating is crucial to the economic vitality of our unique regions and Florida as a whole. As one of the core members of the Team Florida Partnership, the Tampa Bay Partnership invested heavily in marketing our region and the state as a business destination by helping secure $1.4 million to promote Florida as a business super-state.

While the Team Florida Partnership program will continue to raise private sector funding and support for statewide marketing and participate in this campaign, an additional $20 million in state funding would finally allow Enterprise Florida to engage with the Team Florida Marketing Partnership in a world-class marketing program that will set Florida apart.

Enterprise Zones

The Florida Enterprise Zone Program offers an assortment of tax incentives to businesses that choose to create employment within an enterprise zone, which is a specific geographic area targeted for economic revitalization. Without action by the legislature, these economic development incentives will sunset at the end of 2015. The Tampa Bay Partnership supports the extension of these incentives.

Medical Tourism

During the 2014 legislative session, an additional $5 million in funding was provided to Visit Florida to develop a marketing plan that will promote Florida as a medical tourism destination and provide matching medical tourism grants. Tampa Bay is home to countless unmatched healthcare facilities including Tampa General Hospital, Moffitt Cancer Center, USF Heart Institute, All Children’s Hospital, Laser Spine Institute and the Baycare Health System.
