Main scientific research projects and streams of research

2011- Policy Transfer in Healthcare. We have investigated whether and how foreign policies have influenced national and regional health policy making in Italy. A paper providing original evidence on policy transfer to Italy and theoretical arguments has been presented at the Health Policy Group Workshop in Rotterdam, on the 4th April 2011.

2010- Impact evaluation using administrative databases. I lead the Bocconi unit of a major EU funded research project (Eurohope) aimed at collecting and collating various national administrative databases for evaluation of healthcare costs and outcome.

2010- Impact and Costs of Primary Health Care in Europe. I lead the Bocconi unit of a EU funded research project (Euprimecare) which aims to compare systematically PHC models in Europe and to pilot the vignette method to assess costs and quality of primary care activities. 2010- Professionalism in healthcare. We investigate how professionalism is changing in health

care in the last 20 years with a special focus on the impact of Evidence-Based Medicine. A review paper summarising our findings has been accepted by Sociology of Health and Illness; a large survey of specialists has been designed.

2008- The Italian healthcare reform: 30 years later. In preparation of various events celebrating the 30th anniversary of the Italian NHS I have reviewed its developments with reference to the concept of “governmentality”. Main scientific output: one article in Politiche Sanitarie, one paper presented to the IRSPM Conference in Bern and one paper in Italian.

2007- Social network analysis in primary care. I am leading two research projects on the use of SNA to understand how knowledge is used and transferred among Italian GPs. We found little evidence that institutional networks have an impact on physician’s prescribing behaviour. In 2008 I have won a PRIN (Italian University Research Grant) on this topic. Two major papers published in Health Policy and BMS Health Service Research.

2007 Voluntary Health Insurance (VHI) in Serbia. I prepared a policy paper for the World Bank about the present situation and future developments of VHI in Serbia with a detailed review of VHI in 8 European countries.

2006-2007 Universalism and excellence in the Regional Health Care System of Friuli Venezia Giulia. I coordinated a project to review the institutional arrangements of the FVG regional healthcare system and to recommend changes to the Governor of the Region. All top managers of the regional health care system were interviewed and data of hospital activities analyzed.

2003-2008 Impact of economic evaluation on decision making processes in the Italian NHS. I and prof. Aleksandra Torbica investigated how economic evaluation principles and tools are used by decision makers at policy, management and professional levels. (Papers published in Value in Health and Social Science and Medicine).

2004-2007 Health Benefits and Service Costs in Europe – HealthBASKET. The project was funded by the European Commission within the Sixth Framework Research Programme (Grant: SP21-CT-2004-501588) and coordinated by Prof. Reinhard Busse, from the Dept. of Health Care Management at the Technische Universität Berlin. I act as coordinator of the Bocconi team. The study investigates basic healthcare packages in 8 EU member states through the collection of original data on costs from a sample of European healthcare institutions. It aims at defining and testing a new costing methodology to be used in Europe. Publications in The European Journal of Health Economic, Health Care Management Science, Health Economics.

1997- Pharmaceutical Observatory. The Observatory, established in 1997 as a unit of CERGAS-Bocconi, carries out regular studies on Italian pharmaceutical policy, focusing on its impact on the performance of healthcare organizations. It delivers two annual reports and occasional discussion papers. I was head of the Observatory from 1997 to 2000 and I now act as scientific supervisor. Main outputs: “The New Pharmaceutical Policy in Italy”, Health Policy 1998, “The last decade of Italian pharmaceutical policy: instability or consolidation”, Pharmacoeconomics 2008, several articles in Italian scientific journals and informative articles for Eurobserver, the Newsletter of the European Observatory on Health Care Systems.

1994 - Economic evaluation of health care programmes and technologies. Since 1994, I have been acting as scientific coordinator and senior researcher of the CERGAS unit on economic evaluations. The unit has carried out several multi-centre empirical studies in cooperation with clinicians and epidemiologists. Collection and analysis of primary data are performed to conduct cost-of-illness, cost-effectiveness, cost-utility and cost-benefit studies. The unit has investigated drugs, new technologies and other healthcare programmes in the field of psychiatry, cardiology, neurology, dermatology, assisted reproductive medicine and public health. See list of publications; new studies concern the determinants of informal care for

stroke survivors and the use of Discrete Choice Experiment to elicit preferences of psoriasis treatment.

1993- Comparative analysis of healthcare systems and policies. I have investigated health care systems of the United States, Canada, United Kingdom, Germany, and several developing countries. These research activities sustained my role as the Director and instructor of the Master of International Healthcare Management, Economics and Policy. Main outputs: "Assetti federali in Sanità: cosa possiamo imparare da Canada e Stati Uniti?", (in the 2003 Smith-Kline Foundation Report) and “Universalismo e sviluppo tecnologico: i sistemi sanitari della Germania, del Regno Unito e degli Stati Uniti”, published in Rivista delle Politiche Sociali 2004. In 2003, I co-authored the report: “Health Care Financing: Options for the Syrian Arab Republic”, sponsored by Italian Ministry of Foreign Affairs and presented to the SAR Ministry of Health.

2002- Managerialism in the Italian NHS. I am active in CERGAS Observatory on “Managerialism in the Italian NHS” (OASI) and I prepared reports on regional health planning, business consultants’ perception of managerialism, health technology assessment and equity. These reports were published in the annual reports of the Observatory (2002 -2008). See also the paper on Health Care Management Review on ambiguities of performance measures in the Italian NHS.

2001 Vocational training in health management and economics in the European Union. I was member of the international team coordinated by LSE-Health investigating vocational training in the area of health economics and management. The study was based on a national survey of health professionals’ needs for training in management and economics.

1998-1999 Priority setting in health care. The project, coordinated by Prof. Elias Mossialos of the London School of Economics, investigated rationing and priority setting of health services in 10 EU member states. I wrote the Italian case and analysed data resulting from/generated by the “Eurobarometer survey”. Main outputs: one paper presented at an international workshop held in Athens in 1998 and the article “Clarifying the scope of Italian NHS coverage: Is it feasible? Is it desirable?” in Health Policy 1999.

1995-1998 Health Care and Cost Containment in the European Union. The project, coordinated by Prof. Elias Mossialos Julian Le Grand (LSE), investigated healthcare cost containment policies in 12 UE member states. I was in charge of the Italian and the British study and, during my stay in London from January 1996 to June 1997, I acted as coordinator of the overall project. Main outputs: presentations in three workshops held in London and Brussels and two chapters of the book “Health Care and Cost Containment in the European Union” edited by Mossialos E and Le Grand J.

1997 Health in Transition Profile – United Kingdom -. I systematically reviewed the scientific literature on the British NHS and drafted the Health in Transition Profile, a detailed description of the British system, eventually published by the European Observatory on Health Care Systems.

1992-1994 Cost-effectiveness analysis of prevention programmes for HIV. While at the Harvard School of Public Health, I designed a simulation model to assess costs and outcomes of strategies to prevent HIV and AIDS. Methods and results of the project were presented at a seminar for the faculty and were published in the article "Economic Evaluation of HIV Testing Among Intravenous Drug Users: Analytic Framework and Application to Italy", International Journal of Technology Assessment in Health Care, 1996.
