The above referenced solicitation to provide Tableau Migration Services is hereby amended to reflect the following changes (Attachment A) and responses to inquiries received (Attachment B).

Attachment A

The following changes are hereby incorporated into the solicitation.

1. The following section are hereby revised to correct the deadline:

H.3.12(b)

Prior to submission of bids or proposals, the Beneficiary may request a waiver of the subcontracting requirements by timely filing a written request with the Contracting Officer detailing the reasons justifying a waiver, including the Beneficiary’s efforts to secure involvement by Certified Business Enterprises,

no later than April 20, 2018. The Contracting Officer will, in turn, use the

Beneficiary’s information to submit a waiver request to the Director of the Department of Small and Local Business Development.

2. Section L.2 hereby amended to extend the deadline for questions

to April 20, 2018 at 2:00 pm.

3. Section C.3.1.1 is revised to add the following sentence before the

current sentence:

The Contractor shall develop the approach and implement the steps to migrate the current OCFO IBM Cognos environment to the Tableau Business Intelligence platform.

4. Replace Section C.3.1.7 with the following:

Attachment B

The following are responses to inquiries received.

Question 1. Is the OCFO retiring COGNOS?

Response 1. Yes, eventually Cognos will be retired.

Question 2. How did the OCFO decide on Tableau? Is Tableau currently

being used? If so, what is Tableau being used for now?

Response 2. Tableau is currently being used at OCTO as well as a few

dashboards that were built for OBP/OCIO usage only. Tableau is an on-premise server environment.

Question 3. Is Tableau 10 certification the only required certification or are

there any others?

Response 3. Yes, that is the only certification required.

Question 4. Clarify if the contractor responsible for developing the

approach and implementation of the Tableau migration?

Response 4. Yes, the contractor will be responsible for the approach and

implementation of the migration to tableau. See Attachment A, Item 3.

Question 5. The RFP states a number of phases, but to delineate Tableau

administration vs Tableau development, is the contractor responsible for ongoing administration of the desktop?

Response 5. The OCIO will be responsible for the Tableau server

administration.

Question 6. What is the OCFO’s current staff level for Tableau support?

Question 7. Can you clarify the grand total number of expected reports to be migrated?

Response 7. Between 200-250 reports resulting in multiple dashboards and

reports. See Attachment A, Item 4.

Question 8. Can you clarify if the OCFO is looking to move the reports

from COGNOS to Tableau as is or explain if the OCFO is looking for a value add migration?

Response 8. During the discovery phase we will determine which reports

will go over ‘as-is’ and which reports can be merged with other reports.

Question 9. Will scripts, queries, and backend calculations be provided?

Response 9. Calculation requirements will be provided.

Question 10. Under Section C.3.1.8.d, is the Knowledge of Public Sector

Financial Systems for the business side?

Response 10. The team need an understanding knowledge of public sector

financial business data. See Attachment A, Item 5.

Question 11. How is the OCFO expecting the ETL data to flow?

Response 11. The data flow will remain the same, but we are open to changes

proposed.

Question 12. What are the expectations for the migration in terms of reports,

dashboard, and data optimization required in Section C.3.3?

Response 12. We will be looking for at least the same or better response

times that we currently maintain in Cognos.

Question 13. Will all the reports be identified and prioritized for the

contractor?

Response 13. As part of the discovery phase all reports will be identified for

Question 14. Is the expectation for the contractor to us Informatica only? If so, why and what version?

Response 14. The contractor will be expected to use Informatica 10 only.

This is the software and version currently used for all existing ETL. See Attachment A, Item 6.

Question 15. Is the OCFO looking for a tool to migrate to Tableau?

Response 15. No.

Question 16. How does the OCFO expect to accomplish all of the various

agencies getting trained when the contractor is responsible for only 4 training sessions? Is an extension of the training

requirement needed?

Response 16. We are expecting to be able to implement a train-the-trainer

solution. No extension of the training requirement is necessary.

Question 17. For Tableau server single sign on, what application does the

OCFO uses?

Response 17. We are currently using IBM Cognos Access Manager, which

will be retired as part of the Tableau migration and we will be using SAML authentication going forward. The contractor will provide a solution for single-sign-on for Tableau and OCFO .Net applications using SAML. See Attachment A, Item 7.

Question 18. What is the security around single sign on?

Response 18. SAML.

Question 19 Has the OCFO tried a migration to Tableau before?

Response 19. No.

Question 20. Does the OCFO have Oracle Rac? If so, what version?

Question 21. Is cataloging of existing reports part of the effort?

Response 21. As part of the discovery phase all reports will be identified for

migration.

Question 22. Is the budget book publication in scope?

Response 22. Yes, the contractor shall identify a proven solution to publish

the budget book according to Section C.3.2 of the RFP.

Question 23. Is space available for 3 to 4 contractor personnel?

Response 23. Yes.

Question 24. At what time will background checks of contractor personnel

take place?

Response 24. The OCIO will conduct background checks of the contractor’s

personnel as part of the onboarding process, after award.

Question 25. How should the contractor factor in delays, let’s say if the

OCFO’s systems are not working, since this is a fixed price contract and the contractor staff has to be onsite and cannot work remotely?

Response 25. It is a business decision of the vendor in terms of how the

vendor addresses in its proposal the risks in a fixed price contract. Proposers may propose approaches to address

concerns such as daily alerts with the OCIO to ensure systems are up and running before personnel report in.

Question 26. How does the District plan to make payments so that the

contract doesn’t expect to get just one lump sum at the end of the contract?

Response 26. Section B.3.2 of the RFP requires proposers to provide a price

Question 27. Does First Source apply to this RFP?

Response 27. Yes.

Question 28. Explain the certified business that are referenced to comply

with Section H.3.

Response 28. The business enterprises referenced in Section H.3 must be

certified by the DC Department of Small and Local Business Development.

Question 29. Will oral presentation be required?

Response 29. Oral presentations may be requested at the District’s discretion.

Question 30. When is the anticipated contract award?

Response 30 Approximately September 2018.

Question 30. Will the successful bidder have the opportunity to negotiate

terms and conditions?

Response 30 In accordance with Section M.1.5, the Contracting Officer may

elect to proceed with award. Therefore, each initial offer must contain the Contractor’s best terms from a standpoint of price, technical standards, and other factors.of the contract without negotiations.

Question 31 If a bidder wishes to negotiate specific terms upon award with

the District how should they communicate those terms?

Response 31 Any questions about the solicitation, including the terms, may

be presented to the District in accordance with Section L.2. Any proposed exceptions should be included in an Offeror’s

proposal submittal.

Question 32 The terms in the contract include terms that are specific to

terms for clarity of contract? Examples include Section E.1, I.14, I.20

Response 32 Although goods are not explicitly required, should an Offeror

submit in its proposal to provide the District goods, the

applicable provision will apply. Therefore, the sections remain unchanged. The District will consider removal of inapplicable provisions prior to an award.

Question 33 Would the District consider adding a reasonable limitation of

liability for the contractor to the terms and conditions?

Response 33 The District may consider limitation of liability provision on a

case by case basis.

Question 34 Would the District consider narrowing the Contractor’s

indemnification obligations to claims for bodily injury, damage to tangible property or infringement of 3rd party intellectual property rights.
