The Nordic insurance associations, SFF/Sveriges Försäkringsförbund (Sweden),
FC/Finansbranchens Centralförbund (Finland), FNH/Finansnæringens Hovedorganisasjon (Norway) and F&P/Forsikring & Pension (Denmark), have approved a joint system for registration of anti-intruder products applicable to burglary and theft insurance.
In Norway, FNH/Norwegian Insurance Association is represented by FG/Forsikrings-selskapenes Godkjennelsesnevnd.
The aim of the scheme is to promote the intentions of the European Common Market to enable products “approved” in one European country also to be used in another European country. The scheme described in this document applies, however, only to anti-intruder products registered by insurance associations in the Nordic countries. A secondary purpose of the registration scheme is to ensure that insurers and their customers can readily access a list of many suitable anti-intruder products. It should be noted that insurers can stipulate the use of specific anti-intruder devices, and it is only the particular insurance contract that can specify which anti-intruder products may be used for individual security purposes.
Anti-intruder products registered with the insurance association of one Nordic country can be registered with insurance associations in other Nordic countries if the individual association maintains a registration list or if the association lays down special quality requirements for products tested and certified in accordance with performance specifications approved by the insurance association concerned.
2. Registration
An anti-intruder product can be registered when the requester produces:
• A completed application form. (Appendix 2)
• A copy of a certificate issued by an accredited certification agency located in an EU/EEA member state *)
• User guide in the language of the country concerned.
• Installation instructions in the language of the country or in English – unless otherwise specified by the relevant insurance association.
• A declaration (Appendix 3) to the effect that the product must not be modified during the period for which registration applies.
• Where the applicant is a person other than the certificate holder, the certificate holder must provide a declaration in writing authorising the applicant to use the certificate in connection with registration of the product.
*) Requirements to accreditation and certification agencies:
• Certification agency conforming to quality standard EN 45011:1998 / ISO/TEC guide 65:1996. The actual accreditation must cover the involved standards.
• The certification agency must be accredited by an accreditation agency in an EU/EEA member state.
• The accreditation agency must b a member of European Accreditation (EA).
• The certificate must comply with the following:
• The certificate must be in English.
• Certification must be based on a test conducted in accordance with relevant performance specifications, valid at the time of application, and listed in Appendix 1.
• The certificate must include information showing which version of the performance specifications certification was issued under.

performance specifications.
• Documentation must be provided proving the attestation of the certification agency and its authority to issue product certification. Documentation must be in English.
In addition to anti-intruder products tested and certificated in accordance with the above, registration can be provided for mechanical products tested in accordance with performance specifications approved by the Nordic insurance associations (see “Sammenligningsnøgle”, Comparative List dated June 1, 2004, relating to mechanical anti-intruder products – compiled by the Nordic insurance associations), provided that such products are listed in accordance with pt. 1. Such anti-intruder products can be registered when the applicant provides a copy of a valid document of conformity issued by one of the Nordic insurance associations.
Any costs in connection with registration must be met by the applicant. Costs differ in the various national insurance associations.
3. Registration period
Registration is limited in time to the period of validity stated on the certificate or the document of conformity, subject to a maximum registration period of five years. Before expiry of the registration period the applicant can apply for a new registration period by submitting a valid certificate or document of conformity accompanied by a declaration by the applicant (Appendix 3) to the effect that the product is identical to that for which the
certificate or document of conformity was issued. Such an application must be made to each of the Nordic insurance associations with whom it is wished to maintain the registration. The registration of an anti-intruder product can be renewed repeatedly if the product has not changed or if the product continues to have a valid certificate or document of conformity.
4. Implementation
Anti-intruder products which appear on a registration list of products maintained by a Nordic insurance association (cf. pt. 1) can be registered on the registration lists of each of the Nordic countries with the expiry date which applies to registration of the product hitherto.
5. Discontinuation of performance specifications
In the event that performance specifications are no longer recognised in one of the individual national insurance associations, any registered products complying with these specifications can continue to be registered until expiry of the certificate/document of conformity, subject to a maximum period of five years.
In the event that a specific set of performance specifications ceases to be recognised or in the event of discontinuation of performance specifications, each Nordic insurance association can individually opt to continue to register the anti-intruder products concerned in accordance with pt. 3, Registration period.
Withdrawal of the insurance associations’ approval of performance specifications requires a period of at least 12 months’ notice.
Notice of withdrawal of approval of performance specifications will be published on the association’s website or in the form of a notice from the body that issued the specifications.
6. Application for registration
Application for registration must be submitted to each of the Nordic insurance associations; details of the required procedure are given on their websites.

Accreditation agency Accreditation agency based in an EU/EEA member state and a member of European Accreditation (EA).
Accredited certification agency A certification agency in an EU/EEA country which satisfies quality standard EN
45011:1998 / ISO/IEC Guide 65:1996 for product certification, and is accredited by an accreditation agency in an EU/EEA country under special legislation and is subject to the special control of the accreditation agency. (Certification agencies which are members of the European Fire and Safety Group – EFSG – have specialised in the certification of anti-intruder products.)

Approval document A type of document of conformity, verifying tests and classification of mechanical anti-intruder products tested in accordance with F&P Denmark’s Standard Theft Method. Performance specifications Technical specifications stipulated by a
requesting party – e.g. an insurance company – as a necessary condition of insurance. or
Specification of technical properties for a product, e.g. a standard or other technical specifications approved by one of the Nordic insurance associations, e.g. from CEA, SSF, SFF, FG, FC or F&P.

Document of conformity A document other than a certificate, which confirms conformity with performance specifications, e.g. “SSF-intyg”, “FG-godkjennelse” or “F&P Godkendelsesblad”.
Product certification Process under which an accredited
certification agency issues documentation to the effect that a product has been tested in accordance with and meets the requirements laid down in a defined product standard.
Registration A list of products which accompanies this
document.
Registration scheme The scheme described in this document. Period of registration The period during which a product can be
registered without requiring renewal of registration and which can be a maximum of five (5) years subject to a maximum of the period shown in the certificate or the document of conformity.
Requester Producer, importer or seller of an
anti-intruder product who wishes to have the product included on the insurance association’s registration list.
Certificate Document issued by an accredited
with an EN, ENV or Technical Specification from CEN or CENELEC.
Anti-intruder products In the context of this document: products providing mechanical resistance to intrusion, e.g. locks, gratings, etc., and products for electronic monitoring, e.g. sensors and central equipment for automatic intruder-alarm systems.
Standard Theft Method (STM) Forensic testing method to assess the intrusion resistance of mechanical anti-intruder products. The method was designed by F&P Denmark.
Sveriges Försäkringsförbund SSF is a joint organisation for insurers who conduct insurance activities in Sweden. The organisation safeguards the interests of members and their opportunities for carrying on business in Sweden and abroad.

Information for applicant concerning F&P registration:
The following information must be provided with/on the product: - type of product
- confirmation that the product is F&P registered - date of manufacture

- information on who provides service, repair and technical assistance. The product must be accompanied by:
- planning and installation instructions in Danish or English - maintenance, service and user’s instructions in Danish
F&P registration is valid for a period of five years not to exceed the date of expiry of the certificate/document of conformity.
If the product is to remain on F&P’s list after that date, a fresh application must be submitted to Forsikring & Pension, Denmark, not later than one month before expiry of the current registration period.

With regard to our application to Forsikring & Pension, Denmark, concerning registration of an anti-intruder product for

we hereby confirm that we are familiar with F&P’s conditions of registration, and that we accept them and confirm that we will:
• manufacture and/or sell products which are identical to the registered product.
• inform F&P without delay – and if possible in advance – of any modifications in the registered product if such modifications can affect the properties of the product.
• inform F&P without delay of any changes in the applicant company which can affect that company’s obligations in respect of the registered product.
This declaration shall remain in force as long as we manufacture and/or sell the aforesaid product registered with F&P.
