WASTE MANAGEMENT PRACTICES IN QUEZON CITY HIGH SCHOOL: PROPOSED IMPROVEMENT

A Research Proposal

Executive Summary

Education is an essential part of our existence which is why approximately 23 million of the Philippines’ population today is enrolled in elementary and secondary education. Of the 23 million, around 20 million are students of public schools while the rest, about 3 million, are enrolled in private schools. With the recent implementation last June 4, 2012 of the K-12 educational system, this number will increase exponentially in the years to come. A public school refers to all state-owned schools, colleges and universities (House Bill No. 1512 “Public School Security Act of 2012”).

Environmental health is one of the main concerns of schools and the government because it directly affects the students as well as the surroundi-ng communities. Almost a quarter of the population are elementary and secondary students and as a group, they have an enormous impact on the environment. This impact is geared towards a positive one. The capacity of these students to influence is used appropriately so as to raise awareness and to compel the rest of the population to do the responsible act of proper waste disposal.

The common types of wastes in schools are grass, leaves, paper and plastics and they arise from routine activities such as class work, sweeping, serving of food, and bush cutting. These wastes need efficient and effective management because they may result to foul odors, pest infestation, and spillages if handled otherwise.

The problems associated with the disposal of wastes are more numerous in public schools due to factors such as the lack of facilities and the absence of student trainings regarding proper waste management. Public schools in the Philippines face many crisis everyday ranging from the insufficiency of facilities to the lack of sanitation. Dirty surroundings in public

schools may not rank as high as the problem regarding the lack of teachers, but still it is way up there. It’s just that the other main problems are so pressing that the issue of sanitation is either ignored or set aside for the time being. The way the public school officials, teachers and students handle these matters are different from one public school to another. Because of that, this study is made.

Background

This proposal is about the waste management which will focus on the effectiveness of segregation in maintaining a clean and green school. The researchers have chosen waste management as the subject because waste management is a very important matter to be observed nowadays due to environmental problems.

With increasing population and industrialization, generating massive quantity of waste is almost unavoidable in today’s world. Therefore, waste management is becoming a severe problem around the globe. The problem is definitely going beyond the critical stage, so much so that very soon it may lead to a progressive collapse of the civic system in large areas and turn into a severe health and environmental hazard. It is imperative to have proper management system under way to avoid this fate (Saha, 2014).

Segregation was chosen as the main focus of this proposal because it is one of the effective ways of performing the waste management practices. The key to any effective waste management system, be it for households or industrial sites, lies in segregation of waste. Waste segregation involves separation of garbage into recyclable, biodegradable, and toxic groups. Recyclable materials like paper, plastic, glass and scrap metal can be

and other kitchen wastes can be decomposed easily by bacteria and soil micro-organisms. Toxic wastes need treatments in landfills and incinerators (Saha, 2014).

The researchers focus the segregation in a public school in order to maintain a clean and green environment. In the study by CEHN (2013), chemical toxicants and biological agents in the classroom, on the playground, in the science lab, or in other school facilities can lead to health risks and adverse learning conditions. They can affect many different body systems and impact health, learning, productivity, and self esteem.

Children spend hours every day in and around the school facilities. However, few steps have been taken to protect children from environmental toxicants in the school environment.

The aim of this proposal is to prove that segregation is an effective way of waste management system to maintain a clean and green school. The researchers have chosen this study because waste management and so as segregation has many environmental benefits.

According to Wikimedia Foundation, Inc. (2013), waste is not

something that should be discarded or disposed of with no regard for future use. Wastes can be a valuable resource if addressed correctly, through policy

and practice. With rational and consistent waste management practices there is an opportunity to reap a range of benefits. Those benefits include:

1. Economic - Improving economic efficiency through the means of resource use, treatment and disposal and creating markets for recycles can lead to efficient practices in the production and consumption of products and materials resulting in valuable materials being recovered for reuse and the potential for new jobs and new business opportunities.

2. Social - By reducing adverse impacts on health by proper waste management practices, the resulting consequences are more appealing settlements. Better social advantages can lead to new sources of employment and potentially lifting communities out of poverty especially in some of the developing poorer countries and cities.

3. Environmental - Reducing or eliminating adverse impacts on the environmental through reducing, reusing and recycling, and minimizing resource extraction can provide improved air and water quality and help in the reduction of greenhouse emissions. 4. Inter-generational Equity - Following effective waste

management practices can provide subsequent generations a more robust economy, a fairer and more inclusive society and a cleaner environment.

Vision

Waste management and minimisation practices provide for the school’s environmental, social, economic and cultural well-being now and into the future, and are efficient, effective, affordable and safe.

Mission

To create an enhanced environmental and sustainable quality community programs and policies through waste management practices and to ensure the delivery of an integrated, cost-effective, and environmentally sound solid waste management system throughout the school.

Objectives

 The primary objective of the plan is to secure the best environmental management of all waste including preventing and minimising the generation of waste wherever practicable.

 In order of priority, waste must be prevented, minimised, re-used, recycled, recovered and disposed of safely, having regard to public health and environmental protection, occupational hazards in waste handling as well as having regard to the best value solution. There were 3 criteria, each of which receives equal weighting, used in the devising of the specific policy of this plan. These criteria were

environmental and health Impacts, ability to meet the necessary targets and a financial assessment.

 Meeting strategic targets for reduction, recycling and recovery  The provision and maintenance of sufficient disposal and treatment

capacity to deal with the waste produced.

 To achieve waste reduction by planning fiscally to convert the trash into revenue.

 Identify key strengths, weaknesses, opportunities and threats existing in waste management.

 To examine the performance of the existing solid waste collection and disposal practices.

 To establish whether the community is willing to participate and contribute towards solid waste management.

 To use the research findings for designing an improved and sustaining solid waste management project proposal.

Statement of the Problem

 How does the community participate and contribute towards solid waste management?

- What are the problems related to the solid waste management system?

- How can the delivery of an appropriate solid waste management service should be improved and sustained?

Project Development PlanStrategies/Programs

 The awareness strategy will continue the “W.I.S.E.R WAYS” - Waste Initiative for the School Regulation

 Identification, development and servicing of strategically located disposal outlets for dry recyclables and residual waste.

 Source segregated by the implementation of a 2-bin system (pre 2006) (dry recyclables and residual waste) and collected by a permitted collector.

 Strategy and implementation – the broad messages,

communications routes and techniques to be used to meet these objectives

 Delivery – this will involve the development of the key

messages, raising awareness and educating key stakeholders  The public awareness/campaign will lay the communications

foundations for important events around which the plan will be delivered. These include:

 roll-out of new collection schemes and methods  increasing and maintaining public participation in

 establishment of the necessary waste management infrastructure

Activities

 Providing awareness training or workshops for all members of the community, (particularly, women, youth, farmers, students, disabled, amongst others).All level societies like WRDS, RDS, Fishermen cooperatives, sports clubs, Traders society, and Mannar UC health workers.

 Providing publicity by way of distributing the handouts, notices, display advertisement boards and local media advertisements. Project Beneficiaries

 Establishment of proper discharge and storage is vital. It will help reduce waste scattering and the need for street sweeping, reduce waste loading time and make the introduction of separate collection easier.

 Yolanda victims will be also the beneficiaries of this proposal as waste management is being implemented in Quezon City High School. The collected bottles would serve as the foundation to make such recycled materials.

Budget Plan

Allocating an initial P10,000 budget (detailed breakdown provided on page 19) to the P3 to undertake the most urgent activities, identified as: distribution of separated baskets to all UN compound staff; improvement of the waste stream; and, institution of an awareness raising campaign

targeting UN staff members, with a training component for the cleaning personal.

The best solution is to implement the solid waste management based on the waste management hierarchy that give priority to the waste reduction through 3R (reduce, reuse, recycle) program. To achieve waste reduction target, it should be encouraged the pursuit of zero waste as a long term goal in order to eliminate waste and pollution in the manufacture, use, storage and recycling of materials.

Sustainability/Impact

The funding agent will be provide the initial capital to purchase a Tractor with trailer and necessary equipment to be supplied to our organization in Mannar, for implement the Project sustainable ways. This SWM is a rolling program and will be transfer to the dispose or dumping or recycling

in monthly.
