As part of a steady programme to rationalise CAA technical publications, it is intended to have only one publication for all of CAA's advisory material and the CAAIP has been chosen as the vehicle for this as it is web based and easily amended. All others have now been withdrawn and are no longer available.

Foreword

1 Introduction

1.1 Civil Aircraft Airworthiness Information and Procedures (CAAIP), hereinafter referred to as the Leaflets are published by the Civil Aviation Authority (CAA). The Leaflets give information on a variety of matters concerned with civil aircraft during manufacture, overhaul, repair, maintenance, operation and procedures. Leaflets may assist and increase the knowledge of the reader on subjects for which there is a shortage of information from other sources.

1.2 The information is essentially of a general nature which does not include detail on specific types of aircraft and engines, specialised equipment and component parts fitted to civil aircraft. Manuals, published by the appropriate manufacturers, should be consulted for detailed information.

1.3 The interpretation of the Leaflets and the application of the information is greatly dependent on the background knowledge of the reader. In preparing the Leaflets it is assumed that the reader is familiar with the general engineering practices and working procedures of the civil aircraft industry. Nevertheless, a certain amount of background information is provided where this is considered necessary for the understanding of the text.

1.4 Words purporting the masculine gender include the feminine.

2 Editorial Presentation

2.1 The Leaflets are presented as numbered Leaflets contained in 15 separate Parts. 2.2 A list of all the Leaflets is given in the Contents.

2.3 A system of progressive paragraph numbering is used, the number of digits being kept to a maximum of three by associating the system with paragraph headings. A paragraph heading applies to all succeeding paragraphs until another titled paragraph with the same, or a smaller number of digits occurs.

3 Amendments

Leaflets are reviewed periodically to ensure that the information contained in them remains valid. Each page is identified by the date of issue or date at which it is amended. Material differences from the previous issue are marked with marginal lines. Where text has over-flowed, the affected pages are identified by the date of re-issue. The remaining pages of each leaflet retain their existing dates and are therefore not re-supplied. Information giving details of a particular amendment can be found in the Revision History.

This leaflet has been completely revised and should be read in its entirety.

1 Introduction

The purpose of this Leaflet is to provide guidance and advice on the legislation and requirements applying to the airworthiness of civil aircraft, particularly where these matters affect Licensed Aircraft Maintenance Engineers and Approved Maintenance Organisations. The current situation has changed with the establishment of the European Aviation Safety Agency (EASA) and the introduction of European Regulations. The following table summarizes the UK National System and the new European systems.

2 The International Civil Aviation Organisation

2.1 As a result of the International Civil Aviation Conference which took place in Chicago in 1944, the International Civil Aviation Organisation (ICAO) was set up in Montreal Canada, on 4 April 1947 by the international contracting states of which the United Kingdom was, and remains, a participating member.

2.2 One of the primary objectives of the Chicago Convention was to promote and develop the principles and techniques of international air navigation and air transport technical standards and recommended practices.

3 Civil Aviation Act 1982

3.1 The Civil Aviation Act 1982, which consolidated many earlier enactments, is now the principal Act of Parliament which regulates civil aviation activities in the United Kingdom.

3.2 Section 3 of the Act specifies the functions of the CAA, which include: a) those functions conferred on it (by the Civil Aviation Act) with respect to:

i) the licensing of air transport;

ii) the licensing of the provision of accommodation in aircraft; iii) the provision of air navigation services;

iv) the operation of aerodromes and the provision of assistance and information. b) those functions conferred on it by, or under, the Air Navigation Order with

respect to:

i) the registration of aircraft;

ii) the safety of air navigation and aircraft (including airworthiness); iii) the control of air traffic;

iv) the certification of operators of aircraft; v) the licensing of air crews and aerodromes.

3.3 To give effect to UK membership of ICAO, Section 60(2) of the Act states that: 'An Air Navigation Order may contain such provision as appears to Her Majesty in Council to be requisite or expedient:

a) for carrying out the Chicago Convention, any Annex thereto relating to international standards and recommended practices (being an Annex adopted in accordance with the Convention) and any amendment of the Convention or any such Annex made in accordance with the Convention; or

b) generally for regulating air navigation.'
