Question 1 : We have an enquiry concerning the Request for Proposal for Design, Integration, and

Prototyping Services for Armor Materials and Personal Protective Equipment, Solicitation No.: W7701-155980/A.

The Financial Bid Presentation Sheet required for the Financial Response does not currently correspond to the Firm Portion of the Work. Can we submit a form that is designed in a similar fashion but more accurately represents the work breakdown as detailed in the Statement of Work?

For example, we would like to replace the following line items:

“Lead resource in design and fabrication of fibre reinforced laminated armour systems”, “Lead resource in design and fabrication of ceramic based armour systems,” and “Lead resource in design and fabrication of transparent armour systems”

With the following line items: “Lead resource for market survey,”

“Lead resource for analysis and down selection including design and fabrication,” “Lead resource for testing,” and

“Additional technicians and draftsmen as required.” Thank you for letting us know if this would be acceptable.

Answer :

We cannot accept your base payment modification proposal for the firm portion of the work. Consequently, you must provide your financial proposal in accordance with the « Financial Bid Presentation Sheet ».

Please understand that all bidders’ financial proposals will be compared during the proposal evaluation process and that we can’t allow differences in the base payment structure.
