Occupation Description
This job family exists to develop and apply technical expertise in database management and administration. Jobs in this family are responsible for monitoring, designing/developing, security, testing, maintaining, installing, and/or optimizing database technologies. (The two levels indicated refer to simple databases [lowest levels] to moderately complex – many external interfaces, multiple applications, many users [middle levels], and mid-levels to enterprise databases [highest levels].
Nature of Work
Works with database management systems software and determine ways to organize and store data. Identifies user requirements, sets up computer databases, and tests and coordinates modifications to the system. Ensures the performance of the system, understands the platform on which the database runs, and adds new users to the system. Often may design and implement system security measures. Responsible for data integrity, backup systems, and database security.
Distinguishing Characteristics of Levels

Level I
This is the first line of support for end-user application, database connectivity issues. Responsible for primary support to application development personnel in data base utilization and design. Independence decision making authority limited to standard operating procedures. • Assist in the research of emerging database technologies that are scalable or for proposed
database solutions.
• Configure, install, and test and maintain databases and their associated software such as version upgrades, patches, and tools.
• Participate in the design of the application server infrastructure. • Monitor and manage database performance.
• Troubleshoot database errors, indexing, or other problems. • Performance tune databases and related servers.
• Perform database backup on a regularly scheduled basis, and database recovery when required.
• Define data elements for new or changed applications and map data elements across the enterprise to ensure consistency and integration.
• Implement change management/change control processes. • Manage user rights and levels of access to databases.
• Produce and maintain database documentation (e.g., data dictionary, Entity Relationship Diagrams).
• Monitor, track and report on unauthorized systems access.
• Research and assess emerging technologies for use within agency business.
• Provide daily support functions in the database administration and management environments and have responsibility for primary support to application development personnel in database utilization and design.
• The daily support functions include:
• Manage all files (physical and logical) related to database activity. • Schema management (work with App Developers).
• Administer database user accounts. • Administer security of the database.
• Install, upgrade, patch, configure, resource monitoring, and reporting. • Troubleshoot simple database problems.
• Install the associated database software, tools and programming languages. • Ensure all backups completed.

Recommended Education and Experience for Full Performance
Bachelor’s degree in Computer Science or MIS; or professional certification from current enterprise database and/or operating system technical courses and two (2) years of experience as an Application/Web GUI database developer including one (1) year systems administration (Windows, UNIX, Linux, etc.).
Minimum Qualifications
Associate’s degree in Computer Science and/or MIS; or professional certification from current enterprise database and/or operating system technical courses and two (2) years of experience as an Application/Web GUI database developer, including experience in systems administration (Windows, UNIX, Linux, etc.).Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Level II
This is the master level responsible for controlling, monitoring and maintaining a multi-user data base management system, including the resolution of problems occurring in the system, overseeing the management of the data dictionary, installation of the system software, coordination of data base management functions with other information system areas, and participation in planning for the data base environment. Decision making authority bound by industry standard best practices for database management.
