3 certification moments for new and rehabilitated roads Domains • Planning • Design • Construction • Operation • Maintenance • EOL Phases  Certification system Targets

Main concepts

Development of a sustainability certification system for roads: ECOLABEL will be pavements (including foundation/subgrade) focussed. Tunnels, bridges, slopes and embankments excluded.

QUESTIONS de l’Ifsttar aux ACTEURS Français sur la méthodologie de certification

•Faut-il une « référence » pour appliquer cette certification? •Comment on élabore cette « référence » au niveau du pays? •A quelles routes on l’applique (urbain, interurbain…) ?

•Prise en compte dans les appels d’offres?

•Comment on utilise nos outils d’évaluation actuels (écocomparateurs….)?

MOMENT 1: Before construction

(Planning and design of both new construction and rehabilitation projects) MOMENT 2: After construction

MOMENT 3: During the operation phase.

Certification scope

 Certification requirements (both qualitative and quantitative)

will be defined. A support software tool will be created.

 Regional peculiarities (energy mix, regulations, etc), will be

considered by the ECOLABEL methodology

 Made for TENt network and

similar roads

 Light certificate covering a minimum

range of requirements.

 Complete certificate covering the whole

range of requirements

(7)

The project will consider the criteria and indicators accepted at international level:  Green public procurement critera JRC (EC) and indicators

 ISO Standards for LCA (14040-44) & for LCC (15686) indicators

- LCA: GWP (kg eq. CO2); POCP (kg eq. C2H4); AP (kg eq. SO2); EI (kg eq.( PO43-); EP (kg eq. 1.4-eq DCB); TP (kg eq. 1.4-eq DCB)

- LCC: natural resources costs; road construction costs; user costs; small maintenance costs; winter

maintenance costs; deconstruction, landfilling, stock piling, etc. costs  Aligned with CEN/TC 350 Sustainability in construction works: - EN 15804 for construction products (EPD)

- CEN/TC 350/WG6 for civil engineering works  Others to be developed:

Qualitative indicators, i.e addition of innovative materials, processes or technologies, resilience to climate change, etc.

(8)

Indicators (réflexions actuelles du projet)

Economic

Life Cycle Costs (LCC): - natural resources - road construction - user

- small maintenance - winter maintenance

- deconstruction, landfilling, stock piling, etc.

- User cost due to fuel consumption excluded unless we find a good correlations with skid resistance and/or macrotexture or other.

Technical Environmental - Social

- Durability: structural index on a section assessing the state of the road at the time t (cracking, rut depth, etc.). - Skid/rolling resistance (friction, macrotexture, eveness) - Climate Resilience % of budget to consider this issue: o Extreme temperatures o Extreme floods o Sea level increase

(when relevant)

- LCA indicators EN 15804 - Mass of each component

(t) or % of natural resources (primary non-recycled materials) used in road construction

- % of recycled materials used in road construction - % of material that could

be recycled - PED (MJ) - GWP (kg eq. CO2) - POCP (kg eq. C2H4) - AP (kg eq. SO2) - EI (kg eq.( PO43-) - Eco-toxicity ? Toxicity ?

- Noise exposure and annoyance during works and use for habitants:

TP (Noise, den) TP (Noise, %HSD) TP (Noise, Night) TP (Noise, %HA)

- Noise disturbance for wild life (Ha)

- Comfort index (IRI, macrotexture)

- Safety

- Global crash risk (based on accidents rates) Global level of risk (including cross section, curves, slopes, heavy vehicles, etc.)

(9)

Scoring and weighting processes

 Scoring concept: points from 1-5 will be achieved for each indicator within each domain in accordance with standards (technical-social KPIs) and with literature or experiences (economic &environmental KPIs).  Weighting concept: final user can fix weight of each domain (from 0-100%) according to local priorities,

Final scores

and

levels of achievement

Final score per each domain:

Main outputs

 ECOLABEL certification system guide. The guide will include suggestions and recommendations oriented to the implementation of strategies for greener, safer and cost-effective road infrastructures.

 Development of an innovative and friendly software tool based on the ECOLABEL methodology

 Study on the implementation strategies and market analysis aiming to a wide deployment around EU and neighboring countries. Fostering Green Public

Procurement .

 Pre-normative research activities towards standardisation. Creating a CWA (CEN Workshop Agreement) which is an agreement elaborated and approved in a workshop.

 Exploitation plan for the project results. Certification system and authorized entities.

*Note that the motives of similar stakeholders might vary depending on the country.

 Benefits for public bodies such as national and regional road authorities: • To increase the sustainability of the future and existing road

infrastructures

• They will have a system to increase the protection of sensitive or

protected areas (National Parks, certain ecosystems, etc. where the environmental impact of road construction/rehabilitation must be reduced).

• If ECOLABEL is linked to GPP and/or PPI, it might support the

implementation of these type of procurement process. This might also provide alternative funding for the extension or preservation of their road network.

Benefits for the stakeholders

Each stakeholder have its own reason to support ECOLABEL. Some benefits might be for example:

*Note that the motives of similar stakeholders might vary depending on the country.

 Benefits for construction companies and operators: to showcase the sustainability performance of their road infrastructure products and projects. However, investing in a certification may be only interesting if major clients (e.g. road authorities) express their interest sustainable infrastructure and ask for proof in the form of (ECOLABEL) certification.

 Benefits for certification bodies: will only be beneficial if the revenues (payment for the assessment) outweigh the cost for being able to provide assessments (hiring assessors, education, etc.)

Benefits for the stakeholders

Each stakeholder have its own reason to support ECOLABEL. Some benefits might be for example:
