The President’s Message

D

ear Friends,

Season's greetings. India is growing and will continue to grow. Over last couple of decades, our growth story has made prominent mark globally. However as you know, our country is facing several difficulties today that include economic uncertainty, high inflation, increasing fiscal deficit and inconsistent policies on issues such as FDI. Recently passed food security bill and existing subsidies on various items including diesel may further stretch already overburdened Indian economy. India has largest group of scientists, engineers and other professionals only after US and Russia and with the good monsoon that we had, if intelligent strategic planning is performed and implemented at national and states' level to mop up the services of professionals, we as a nation can do wonders. Some of the areas that need urgent attention are good, long lasting and efficient transport system with emphasis on underground metro for high density traffic areas, environmental pollution control and natural hazards mitigation & control where in we Geotechnical Engineers can provide good input.

Let me now brief you with our IGS activities:

Since January this year, we had two Executive Committee(EC) meetings viz. 194th at IIT Madras and 195th at SVNIT-Surat on the sidelines of National Seminars which were well attended and addressed the current geotechnical problems. As your President, I like to inform you of the important decisions taken by your EC.

1. As all expenses are going up due to inflation and income is dwindling with

interest rates going down, there is a need to discipline our expenditure. (a) In view of free "Online Access" of Indian Geotechnical Journal(IGJ) to all members, the procurement of 100 nos. of hard copies of journal will be done away preferably from next year which will save over Rs.50,000/- per year. IGS will continue to receive a few free copies from the Publisher thru' the editor-in-chief for IGS HQ library. (b) Currently there is no limit on number of mementos to be given for a Best Paper Award. Depending upon no. of authors, it may be one or as many as 4 or more depending on no. of authors for a paper. It is decided that the memento will be given to First author while all co-authors, if any including the first author will receive Certificates as award. This will solve long faced difficulty by IGS HQ in terms of finance & budgeting and will bring in uniformity in awarding memento. For information, ISSMGE gives awards in the form of Certificates only.

2. Since long, a need was felt by many senior members including past Presidents to do away with traditional hard copies of proceedings of IGCs in this electronic age which would save good amount of money and also labour on the part of IGC organizers. EC has taken unanimous decision in this regard. Starting from IGC-2013 at IITRoorkee, only abstracts of the proceedings will be published in one hard volume while full length texts will be published in the form of soft copy(CD). The soft copy will be placed on IGS main website.

3. The existing "Rules and Selection Procedure" for various IGS Awards were reviewed and modified to bring in more clarity and transparency, to

remove ambiguity if any, to make them more practical, to have representation of elected EC members on selection committee and to compile & put together all related information for the Awards without touching the aims and objectives of the Awards. The same were passed unanimously by EC. Since last news letter, two new IGS Chapters, Vellore Chapter and Coimbatore Chapter were inaugurated on August 23 and 24, 2013 respectively with elaborate arrangements and National Seminars which were well attended and focussed highlighting regional GT problems. Other Chapters that have conducted activities are: Kochi, Guwahati and Kolkata while those that have scheduled their activities in Oct. and Nov. are Hyderabad, Kakinada, Bhubaneshwar and Mumbai while more Chapters may come up with their activities before December, 2013. Thus the current year will be full of activities covering major part of the nation.

The ISSMGE Council meeting at Paris was attended by the President-IGS and Dr. G.L.S. Babu as IGS representatives on Sept.01, 2013. Prof. Roger Frank is elected as next ISSMGE President while the venue for 19th ICSMGE-2017 has gone to South Korea. A large group of participants from India, perhaps the largest so far, totaling some 23 went overseas to attend the 18th ICSMGE (Sept.02-06) at Paris.

Our very own annual mega event IGC-2013 is coming up on 22-24 December, 2013 at IITRoorkee hosted by Roorkee Chapter. Roorkee Chapter has hosted IGCs very successfully in the past and 'am sure with your support and participation, the event will be a grand success.

Local Chapter News

IGS Baroda Chapter

Under the auspices of Indian Geotechnical Society, Baroda Chapter, two days national workshop on the above subject was organized on 29, 30 June 2013 at M.S. University of Baroda. Experts from various IITs, IISc, leading foundation firms and government organizations were invited & delivered lectures on "Geotechnical Failures & Remedial Actions" (Ge'FRA-13) which have highlighted the reasonings of failure of buildings, dams, roads, canals, tunnels, retaining structures alongwith remedial actions. We learn from failures hence it will lead to construction of sound structures for infrastructure developments of the country. Important feature of the seminar was interaction of delegates with experts to lay down the guidelines for safe construction of civil engineering structures.

In the inauguration function Shri R. Jeyaseelan, Chairman (Retd), Central Water Commission, New Delhi was the chief guest and Dr. G.N. Gandhi, President, Indian Geotechnical Society, New Delhi has presided over the function. Shri Sanjeev K. Agarwal, MD, Grim Tech Project (I) Pvt. Ltd., Surat was the special guest and Shree J.C. Chaudhary, Chief

Engineer and Director, GERI, Vadodara was the guest of honour. Dr. A.V. Shroff welcomed the guests & delegates. About 130 delegates from various government departments, leading foundation engineering firms, teaching faculties from various engineering colleges, officers from SSNNL and Kalpsar project, VMSS participated & attended the workshop.

Shri Manish Bhardwaj (IAS), Commissioner, Vadodara Municipal Corporation presided over the valedictory function and Shri S.R. Toley (Retd), Central Water Commission, New Delhi was the chief guest of the valedictory function, Shri P.M. Patel, Director (Civil) SSNNL, Gandhinagar was the guest of honour and Shri D.S. Dube, DGM, GERI, Vadodara was the special guest of valedictory function. At the end, Dr. N.H. Joshi extended vote of thanks.

Releasing Newspaper & Proceedings Volume of Workshop on Geotechnical Failures (Ge'FRA-13)

IGS Coimbatore Chapter

The IGS-Coimbatore Chapter was inaugurated on August 24, 2013 at the Government College of Technology (GCT) by Dr G.N.Gandhi, President IGS in the presence of Coimbatore District Collector, Dr. M. Karunakaran IAS. The Honorary Secretary of IGS Shri. Jai Bhagwan was present on the occasion. The Association of Consulting Civil Engineers, Coimbatore Civil Engineers Association and Builders Association of India were represented by

the respective office bearers. The Patron of IGS Coimbatore Chapter and Principal of GCT, Dr. V. Lakshmiprabha presided over the function.

About 200 professionals attended the inauguration, who represented membership of IGS Coimbatore Chapter, practising field engineers, engineers from government departments, faculty from various engineering colleges and engineers from Corporations of Coimbatore, Tirupur, Erode and Salem towns in this region.

In his address, the Collector Dr Karunakaran emphasized the importance of Geotechnical Engineering in today's scenario. High rise buildings,

IGS Kakinada Chapter

IGS Kakinada Chapter held a brief but elegant function at which the first bulletin

of IGC-2014 to be hosted jointly by the Chapter and the Jawaharlal Nehru Technological University Kakinada was released by the Vice-Chancellor of the

University Prof. G. Tulasi Ram Das. Speaking on the occasion, the Vice-Chancellor has congratulated the Kakinada Chapter on its successful bidding for the conference. He assured that the University extend all the help necessary for the successful conduct of the conference. He observed that the conference Organizing Committee comprises a band of dedicated volunteers and hoped that they would put in their best efforts to ensure the successful conduct of the conference. Former President of IGS Dr. Mahavir Bidasaria wished the conference a great success and promised his full co-heterogeneous nature of soil, and

challenges encountered by civil engineers need to be addressed by a suitable specialized body. The classification of Coimbatore region under seismic zone III has added to the importance of geotechnical engineering.

Patron, Dr Lakshmiprabha appreciated the efforts taken by the geotechnical fraternity to highlight the problems faced by the field engineers due to lack of exposure and understanding of geotechnical engineering.

While inaugurating the Coimbatore Chapter, Dr Gandhi, highlighted the importance of involvement of practising engineers, government departments and also students in this event. Shri. Jai Bhagwan narrated the activities of IGS. The representatives of other engineering associations expressed their solidarity and support to the activities of IGS. Chairman of Local Chapter Dr. P. D. Arumairaj welcomed the gathering. The inauguration ended with a vote of thanks by the Secretary of the Chapter Dr. S. P. Jayapriya.

The inauguration was followed by an interaction session in which practising engineers, government departments and engineering faculty from engineering institutions participated in the discussions on the future activities of the Chapter. It was agreed that the activities

of the Chapter will be held at different institutions; student chapters will be initiated after forming guidelines; and joint venture projects will be taken up along with other professional bodies. Specifically, it was decided to undertake microzonation for a few wards of

Coimbatore and Tirupur Corporations for which Association of Consulting Civil Engineers (I) has come forward to sponsor funds. The IGS Coimbatore Chapter will be the platform to invite experts, plan and carryout the work along with other organisations.

Prior to the inauguration, a technical seminar on "Geotechnical Issues in Coimbatore Region" was inaugurated by Dr. S. L. Narasimhan, Professor of Civil Engineering (Retd). The seminar was chaired by Dr. G. N. Gandhi and Shri. Jai Bhagwan. The technical lectures were delivered by Dr. K. Elangovan, Dr. P.D. Arumairaj, Dr. M. Palanikumar and Er. S. Pichaiya.

IGS Ludhiana Chapter

IGS Ludhiana Chapter in association with Department of Civil Engineering, Guru Nanak Dev Engineering College (GNDEC) Ludhiana organized one week Faculty Development Program (FDP) on 'Finite

element methods to solve engineering problems' from 22th to 26th July' 2013 at

GNDEC Ludhiana Campus. Dr. M. S.

Saini, Director GNDEC was the Chief

Guest and Dr. Indra Vir Singh, Associate Professor, IIT Roorkee, was the guest of

honour for the inaugural function. The FDP was sponsored under TEQIP-II scheme of Government of India.

The organizers got overwhelming response for the programme where-in more than 30 participants from different parts of the country including Punjab, Haryana, Himachal Pradesh, Maharashtra and Tamil Nadu attended it. Resource persons from outside (IIT's) as well as from within the institute (GNDEC) discussed in detail various advantages

that this method (FEM) offered in different fields of engineering, namely Civil, Mechanical, Electrical etc. They also emphasized its use in various disciplines of applied sciences. Various FEM based software's like Abacus, Adina, MATLAB etc. were introduced to the participants during the course. At the end of the course participants took an examination (MCQ), and the results were very encouraging where most of the participants answered 80% questions correctly.

This was the first Faculty Development Program organised by the Chapter after its inception on 6th July 2012. Dr. H. S.

IGS Vellore Chapter

Indian Geotechnical Society (IGS)-Vellore Chapter was inaugurated on 23-08-2013 at VIT University, Vellore. The School of Mechanical and Building Sciences (SMBS) of VIT University has taken initiative in starting IGS-Vellore Chapter and enrolled life members to the society among faculty of VIT, engineers from BHEL, TWAD, Highways Dept, DRDA, Southern Railway, CMC, builders and contractors of Vellore and faculty of

nearby engineering colleges. IGS-Vellore Chapter, the 37th local chapter, was formally inaugurated at VIT University on 23-08-2013. A one-day national seminar on "Challenges in Geotechnical Engineering" was organized on the occasion.

Dr. G. Viswanathan, Chancellor, VIT University has presided over the function. In his presidential address, the Chancellor has highlighted the importance of geotechnical engineering. He observed

that as Govt. of India proposes to invest Rs. 41 lakh crores in infrastructure projects during twelfth five year plan, the country needs competent civil engineers with strong fundamentals in geotechnical engineering. He has quoted the examples of devastation caused by recent floods and rainfall-induced landslides in Uttarakhand, the growth in size of Singapore Island by land reclamation to emphasise the importance of geotechnical engineering. The Chancellor called upon the government to plan for investigation operation. University Registrar Prof. E. V.

Prasad and Registrar Prof. G.V.R. Prasada Raju assured that all the infrastructure facilities available on the campus would be kept at the disposal of the Organizing Committee. Prof. A. Sreerama Rao, Conference Chair, thanked the IGS Executive Committee for awarding the conference to Kakinada and said that no effort would be spared to make the conference a memorable experience.

A sminar was conducted on the occasion in which Dr. Mahavir Bidasaria and Prof. I. Saibaba Reddy, Rector of JNTU Hyderabad delivered talks. In his talk, Dr. Bidasaria gave an account of the deficiencies in the design and construction of the Pagara dam, constructed in 1917 in M.P. He briefed the audience with details of the rehabilitation measures taken by him, which include grouting, pointing and

guniting the foundation and the body of the masonry dam, to remedy the defects. Prof. Saibaba Reddy explained how injudicious design of foundations could lead to foundation and structural failures. He cited a few case studies in support of his observations.

on causes of frequent landslides in hilly regions and adopt suitable remedial measures. He concluded that it is pertinent to start IGS-Vellore Chapter now as more infrastructure projects are coming up in Vellore and happy that VIT Univesity has taken this initiative. Prof. G. N. Gandhi, President, IGS formally inaugurated the chapter. In his inaugural address, Prof. Gandhi highlighted the scope of geotechnical engineering particularly in geoenvironmental engineering. He has highlighted the various initiatives undertaken by IGS to involve young engineers in geotechnical engineering activities. The president invited students to become members in IGS and elaborated on student membership scheme.

Shri. Jai Bhagwan, Hon. Secretary of IGS narrated the objectives and various activities of the IGS. Prof. Boominathan, Chairman, IGS-Chennai Chapter assured the support of IGS-Chennai Chapter to the newly formed Vellore Chapter. Prof. A. Senthil Kumar, Dean, SMBS, VIT University delivered the welcome address. Dr. S. S. Chandrasekaran, Associate Professor, VIT University and secretary of IGS-Vellore Chapter proposed vote of thanks. Executive committee members of IGS, Prof. H. N. Ramesh, Prof. S. K. Prasad and Dr. M. Muttharam, Secretary, IGS-Chennai Chapter expressed their appreciation and wishes to IGS-Vellore Chapter. Prof. B.R. Phanikumar, Chairman,

IGS-Vellore chapter chaired the valedictory function of the seminar. In the seminar on "Challenges in Geotechnical Engineering" the technical lectures were delivered by Prof. G.N. Gandhi, Shri Jai Bhagwan, Prof. A. Boominathan, Prof. H.N. Ramesh and

Prof. S.K. Prasad.

Over 100 participants from Tamil Nadu, Kerala and Karnataka consist of engineers from central, state government and private organizations, faculty and students of engineering colleges have participated in the seminar.

IGS Kakinada Chapter

Inaugurated in the year 1989, IGS Kakinada Chapter has been one of the most vibrant chapters of the national professional body. Two major conferences, Terzaghi-1996 and CONCEPTS-2006 are still green in the memory of the participants. Members of the chapter have contributed significantly to research in the areas of expansive soils and ground improvement.

About JNTU Kakinada

Jawaharlal Nehru Technological University, Kakinada has been started in 2008, by trifurcating JNTU Hyderabad. The University has been striving to grow into a world-class university. As I understand many of us and our other society members and colleagues are actively working on CPRF and Deep Foundations, and also will work in future, these two documents, mainly the 1st one on design guideline for CPRF as a codal document may be useful for all of our future works.

The publication on Earth Anchors (second edition) by B M Das and Sanjay Kumar Shukla by J Ross Publishing is an excellent contribution in the area of Geotechnical Engineering and addresses the design of different types of earth anchors in various ground conditions. The contribution compiles the existing as well as latest contributions in the area in a succinct manner.

Chapter one covers the general introduction, types of anchors and their applications. Chapter two covers the horizontal plate anchors in sand, various theories, load displacement relationship, uplift capacity etc. Chapter three addresses the horizontal anchors in clay on similar lines. Chapter four presents the contributions in the form of various theories, load displacement relationship, and design in sand followed by evaluation of loads in the case of clay. Chapter five covers work in the area of inclined anchors in sand and clay. Chapters six and seven presents the developments in helical anchors in sand and clay. Chapter eight covers design of anchor piles. Chapter nine covers suction caisson and drag anchors. Chapter ten covers a few topics on geoanchors.

The book is well written and is useful for students at senior level in Bachelor course Civil Engineering and in Masters Course in Geotechnical/infrastructural/structural engineering. It is also useful to professionals in the area of geotechnical engineering and ground improvement and covers theories, design principles and examples which can be used for design.
