SECTION 01 11 00 SUMMARY OF WORK

PART 1 GENERAL 1.1 GENERAL

The Contractor shall be responsible for all activities necessary to complete the necessary designs, engineering, and technical services in support of the upgrade of security systems at existing facilities in

Kuwait. (See Appendix A1). The facilities are located within the State of Kuwait at Jahra, and Al Jaliyah. The Contractor shall be responsible for all activities necessary to complete the necessary designs, engineering, and technical services in support of the installation of concrete launcher pads and other work at ADA sites at Jahra, Sulaibiya and Abdullah.

1.2 SCOPES OF WORK

The following Scopes of Work for each project include but are not limited to the listed items. The full set of requirements are included in the technical requirements for each project.

1.2.1 Scope of Work - ADA Sites at Jahra, Sulaibiya, and Mina Abdullah The Contractor shall provide all labor, materials, and equipment necessary to accomplish the following:

a. Road Extensions: (See Appendix B1). Design and construct new

asphalt roads at Jahra, Sulaibiya, and Mina Abdullah in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA,

JAHRA, ABDULLAH.

b. Concrete Launcher Pads: (See Appendix B1 and B2). Design and construct new concrete launcher pads at Jahra, Sulaibiya, and Mina Abdullah in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA, JAHRA, ABDULLAH.

c. Water Line: (See Appendix B3). Design and construct new water line at Sulaibiya from the local utility to the installation so as to

provide a water supply for the installation in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA, JAHRA,

ABDULLAH.

d. Sanitary Sewer Line: (See Appendix B3 and B4). Design and construct new sanitary sewer line at Sulaibiya to transport waste water from the installation to the local sanitary sewer system in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA, JAHRA, ABDULLAH.

e. Option 1: Pave existing gravel roads at Sulaibiya in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA,

JAHRA, ABDULLAH.

f. Option 2: Pave existing gravel roads at Jahra in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA, JAHRA, ABDULLAH.

g. Option 3: Pave existing gravel roads at Abdullah in accordance with Section 01 80 00.05 TECHNICAL REQUIREMENTS - ADA SITES SULAIBIYA, JAHRA, ABDULLAH.

1.2.2 Scope of Work - Jahra Artillery Base Camp

The Contractor shall provide all labor, materials, and equipment necessary to accomplish the following scope of work items (See Appendix C1, C2, and C3):

a. Guard Towers: (See Appendix C4 and C5). Renovate seven existing guard towers including but not limited to: new windows and doors, new interior partition wall, removal of drop ceiling and replacement with plaster ceiling, new bathroom fixtures and window fan, new kitchen cabinet, new carpeting, new interior and exterior paint, relocation of domestic water tanks and pumps as necessary to accommodate new vision blocking wall, building systems such as plumbing, electrical, lighting, and general cleaning in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

b. Design and construct Closed Circuit Television System (CCTV) in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

c. Design and construct Vision Blocking Perimeter Wall. In preparation for construction of new perimeter wall, demolish the existing fence including concrete poles. Perform necessary ground preparation,

including clearing and grubbing in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

d. Design and construct 8m heavy duty manually operated gates at three locations in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

e. Design and construct new pole mounted Perimeter Lighting System in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

f. Design and construct new security control building. The design shall include complete architectural, structural, mechanical, plumbing, HVAC, electrical, civil and geotechnical components, any required CCTV

servers and monitoring/camera control systems for control of the CCTV system and any required telecom and computer LAN to support the

security needs in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

g. Design and install new emergency generator including the concrete pad with ATS for all cameras, perimeter security lighting, and new security control building near security control building in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

h. Design and construct stormwater management system with a stormwater drainage channel system at the northeast and southwest corner and center of east alignment for stormwater to pass through the new wall into appropriate drainage features outside of the installation in accordance with Section 01 80 00.10 TECHNICAL REQUIREMENTS - JAHRA INSTALLATION BASE CAMP.

1.2.3 Scope of Work - Al Jaliyah Ammunition Storage Facility

The Contractor shall provide all labor, materials, and equipment necessary to accomplish the following (See Appendix D1, D2, D3, D4, D5, and D6):

a. Extend existing Closed Circuit Television System (CCTV). Match existing CCTV system as close as possible. Perform all necessary design and construction to accommodate this in accordance with Section 01 80 00.15 TECHNICAL REQUIREMENTS - AL JALIYAH AMMUNITION STORAGE FACILITY.

b. Extend existing Perimeter Lighting System. Match existing Perimeter Lighting System as close as possible. Perform all necessary design and construction necessary to accomplish this in accordance with Section 01 80 00.15 TECHNICAL REQUIREMENTS - AL JALIYAH AMMUNITION STORAGE FACILITY.

c. Extend existing Perimeter Fence and Road. Match existing Perimeter Fences, Road, and Stabilized Surface as close as possible. Perform all necessary design and construction necessary to accomplish this in

accordance with Section 01 80 00.15 TECHNICAL REQUIREMENTS - AL JALIYAH AMMUNITION STORAGE FACILITY.

d. Design and Construct Entry Control Points. Include gates as appropriate with card readers, sensors, lights and cameras as

necessary. Perform all necessary design and construction to accomplish this in accordance with Section 01 80 00.15 TECHNICAL REQUIREMENTS - AL JALIYAH AMMUNITION STORAGE FACILITY.

e. Move existing berm as required. Construct new berm to match

existing berm. Perform all necessary design and construction necessary to accomplish this in accordance with Section 01 80 00.15 TECHNICAL REQUIREMENTS - AL JALIYAH AMMUNITION STORAGE FACILITY.

1.3 PROJECT BOUNDARIES

All work under this contract is for the construction of facilities and features listed herein for the Kuwait Ministry of Defense installations.

All work will be performed within the installation boundaries.

1.4 COORDINATION WITH OTHERS

Obtain all necessary permissions, and coordinate with all entities

regarding site access, working hours, transportation of materials, badging requirements, applicable permits, etc. The contractor is also fully

responsible for coordination with any other contractors who may be working in adjacent work areas.

1.5 GENERAL WORK ITEMS

1.5.1 Mobilization and Demobilization

Mobilization and Demobilization shall consist of all labor, equipment, supplies and temporary facilities required to stage all equipment and facilities needed for construction of this project. Staging and laydown areas shall be within the installation boundaries. See Contract Clauses for further information.

1.5.2 Security and Site Access

a. The contractor shall be responsible for physical security of all

materials, supplies, and equipment of every description, including property which may be Government furnished or owned, for all areas occupied jointly by the Contractor and the Government, as well as for all work performed.

Fire-arms and/or armed security guards will not be permitted within the installation boundaries.

b. Getting site access shall be the responsibility of the Contractor. All access requirements shall be coordinated and approved by the KMOD.

1.5.3 Site Survey, Existing Conditions Map and Site Plan

a. The Site Survey and Existing Conditions Map shall consist of all labor, equipment and supplies necessary to produce topographical data in

accordance with the Technical Requirement Sections 01 80 00.05, 01 80 00.10, 01 80 00.15, and 01 33 00.12 10 SUBMITTAL PROCEDURES FOR DESIGN-BUILD

PROJECTS.

b. Prepare a final site plan that reflects all customer requirements for these projects based on information described in this Section. Use any conceptual drawings provided in the appendices only as the basis for the final site plan. These conceptual drawings are provided as a conceptual guide only to assist the Contractor with his development of the site plan.

The site plan shall show the inter-relationship of existing facilities and infrastructure and proof of concept that the components contained in this project can be integrated physically and functionally into the existing base. Include all information pertinent to achieve a complete design in accordance with the requirements of this contract into the site plan.

1.5.4 Geotechnical Investigations

All site specific geotechnical data required to develop foundations, materials, earthwork, and other geotechnical related design and construction activities for this project shall be the Contractor's responsibility.

1.5.5 Architectural and Engineering Design 1.5.5.1 Design Drawings

Design all features of the project. Design work shall include all

requirements as stated within this contract which shall include but not be limited to, the following:

a. Site layouts.

b. Site grading and drainage.

c. Roads, ditches and earthwork.

d. Water mains.

e. Sanitary sewer mains.

f. Electrical distribution systems.

g. Perimeter lighting.

h. CCTV systems.

i. Renovations of guard towers.

j. Complete building.

1.5.5.2 Specifications

a. Adhere to all DIVISION 01 Specifications for all work. DIVISION 01 Specifications shall not be altered or revised.

b. Contractor provided Technical Specifications Develop technical specifications for work designed by the Contractor.

1.5.5.3 Technical Requirements

The Contractor is to incorporate the criteria provided in the TECHNICAL REQUIREMENTS sections into the Contractor's designs. The Contractor is still responsible for providing a full and complete design and must take into account any criteria necessary for a full and complete design that has not been provided in the TECHNICAL REQUIREMENTS.

1.5.6 As-built drawings

Provide the Government with complete as-built drawings at the conclusion of the project. The Contractor shall provide all labor, equipment, and

supplies needed to produce design records, documents, and drawings in accordance with the requirements specified in Section 01 78 00 CLOSEOUT SUBMITTALS.

1.6 ATTACHMENTS

To discuss project requirements with end users and investigate the existing conditions of the Artillery Base Camp facilities at Jahra in order to develop project requirements for perimeter security upgrades

1. Overview:

This project consists work on five (5) sites.

1) Artillery Camp - Camp Jahra

2) Jaliyah Ammunition Storage Facility 3) Patriot Firing Unit Sites - Site #3 4) Patriot Firing Unit Sites - Site #4 5) Patriot Firing Unit Sites - Site #5

This report will focus on the Artillery Base Camp, Jahra.

Goals / Tasks:

-Develop project requirements for Base Camp perimeter security upgrades.

3. Project Scope Discussion/Site Investigation

The sole source contractor DWC will provide CAD drawings including details to

USACE. They will also field verify several existing manholes scattered along the

base perimeter close to the existing fencing and guard towers as well as verify

existing electrical service connection points in order to assess location and amount of available commercial power.

The original requirements did not include a dedicated CCTV control building however, during the site survey the Kuwait military requested to add new building since no existing spaces could satisfy this requirement.

Architectural:

A-001 Renovate 7 existing guard towers

- Construct interior wall with single door opening between sleeping area and entryway.

- Install 1 meter long lower built-in kitchen cabinet at entryway

- Remove existing carpet and clean existing terrazzo type flooring.

- Replace existing interior bathroom door and 2 exterior doors (1 at ground floor and 1 at first floor)

- Repaint all interior walls and ceilings

- Repaint exterior steel tube stair and balcony railing - Replace all windows

- Replace bathroom fixtures

o Toilet, sink, shower basin, mirror, shower faucet, sink faucet.

- Replace bathroom window fan.

- Clean existing tiles in bathroom

- Remove existing dropped ceiling at upper floor.

- Install plaster ceiling or equivalent at upper floor A-002 Construct new CCTV control building

- Construct approx. 8M x 8M CMU control room.

- Rooms will include server room for CCTV equipment and CCTV monitor room for security personnel

- Include Transom windows in monitor room

- Install secure exterior door with interior panic hardware at monitor room. Install door between server and monitor room.

- Location will be next to security building at front gate

- Include FF&E and server racks.

Civil:

C-004 Water tank and pump relocation for 3 of the guard towers to inner side of the new wall (photo-004, 013). Work include replace piping in kind to connect the water tank to the toilet inside the guard tower. Construct concrete pads for relocated tank and pump

C-005 Construct concrete pad for new emergency generator.

C-006 Construct new (non see through) vehicle gate in new perimeter wall same location as existing gate on West perimeter

- Replace all interior and exterior lighting - Replace all switches and plugs

- Install counter height outlet at new built-in cabinet.

USACE Philadelphia District will provide design and award schedule Project Execution:

USACE Philadelphia District will be responsible to completing design build RFP package, and soliciting and awarding a design build construction contract.

USACE Middle East District will be responsible for completing Independent Technical Reviews for design build technical package. TAM will also be responsible for construction QA oversite.

Budget:

USACE Philadelphia District will provide engineering / design estimate and construction estimate. USACE Middle East District will provide engineering ITR estimates.

This report will focus on the Al Jaliyah Ammunition Facility

Goals / Tasks:

-Develop project requirements to extend the existing perimeter double chain link fence, perimeter patrol road, perimeter lighting and CCTV cameras and earth berm.

3. Project Scope Discussion/Site Investigation

The sole source contractor DWC will provide design documents including drawings

and product cut sheets to USACE. Design will follow existing approved design using

the same material and equipment as the existing system. The double fence, patrol road, berm, lighting, and CCTV systems will connect / continue along the same lines as the existing perimeter. The Geo location of the double fence is shown on the existing design documents but must be field verified in order to ensure proper alignment / placement.

Architectural:

A-001 - No Architectural work was identified

Civil:

C-001 Move existing 2+ meter high earth berm approximately 100M out from its current location along the front fence-line. There are some

developed areas outside the fence-line that are closer than 100M so the berm location in those areas will have to be adjusted.

C-002 Construct new earth berm at location of new perimeter fence. Berm will continue from the end of the existing (relocated) berm.

C-003 Continue / construct double row chain link perimeter security fence per design developed by original construction contractor. Fence will be constructed of the same materials and specifications as the existing fence. Number and type of fence gates will be provided per design developed by the original construction contractor.

C-004 Continue / construct new gravel patrol road. Road is located between the double fence and will continue along the same route as the new fence.

Electrical

E-001 Install new perimeter pole lighting along new fence-line. Lighting will

connect to the existing lighting loop and will consist of the same poles /

lights as existing. The same spacing between existing light poles will be

used

Communications

COM-001 Construct / install new perimeter CCTV system along new perimeter fence. CCTV system will connect to existing system using the same cameras, poles, spacing, and electrical and fiber lines.

USACE Philadelphia District will provide design and award schedule Project Execution:

USACE Philadelphia District will be responsible to completing design build RFP package, and soliciting and awarding a design build construction contract.

USACE Middle East District will be responsible for completing Independent Technical Reviews for design build technical package. TAM will also be responsible for construction QA oversite.

Budget:

USACE Philadelphia District will provide engineering / design estimate and construction estimate. USACE Middle East District will provide engineering ITR estimates.
