NOTICE is hereby given of a Regular Meeting of the Planning and Zoning Commission

of the City of Dickinson, Texas to be held on Tuesday, April 21, 2015 at 6:30 p.m. in the Council Chambers at City Hall, 4403 Highway 3, for the purpose of considering the following numbered items. The Planning and Zoning Commission of the City of Dickinson, Texas, reserves the right to meet in a closed session on any of the below items should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas Government Code.

ITEM 1) CALL TO ORDER AND CERTIFICATION OF A QUORUM:

Invocation and Pledge of Allegiance

Chairman R.G Reeder called the meeting to order at 6:30 p.m. Permit Technician Charlotte Hughes called roll and certified a quorum. Planning and Zoning Commission Members present were as follows: Chairman R.G. Reeder, Vice-Chairman Bill Bonham, and Commission Members Leslie Boudwin, Deborah Fortner, and Ed Mikowski. Commissioners, Greg Smith, Bill Latimer and Paul Slater were absent. Also present were Director of Community Development, Zachary Meadows, and City Administrator, Julie Robinson.

ITEM 2) CONSIDERATION AND POSSIBLE ACTION REGARDING: Approval of

the Minutes of the March 17, 2015 Regular Meeting.

Commissioner Bonham made a motion to approve the Minutes of the March 17, 2015 Regular Meeting as presented and Commissioner Fortner seconded the motion.

5 AYES (Reeder, Bonham, Boudwin, Fortner, Mikowski) 0 NAYS

ITEM 3) CONSIDERATION AND POSSIBLE ACTION CONCERNING:

SDP-15-0564, Approval for the Site Development Plan of Noah’s Event Venue, A

Multi-Use Event Center, Located On Property Legally Described As Lot One (1), Minor Plat of DEDC Subdivision In Dickinson, Galveston County, Texas, According To The Map Or Plat Thereof Recorded At Document Number 2015022680, in The Official Public Records Of Real Property Of Galveston County, Texas, Generally Located South Of Water Street And East Of Interstate Highway 45 With The Address Being 3920 Gulf

Freeway In The City Of Dickinson, Galveston County, Texas. Noah’s provides a unique gathering space for the local community and is used for a variety of different events including weddings and corporate events. City Administrator Julie Robinson presented the request for the site development plan approval of Noah’s Event Venue to the Commission. There was discussion by the Commission on a number of issues related to the development including the use of the lot between Noah’s and the Bayou, the use of masonry materials, and the removal of certain significant trees on the property.

Following discussion, Vice Chairman Bonham made a motion to approve SDP-15-0564, the Site Development Plan of Noah’s Event Venue. Commissioner Fortner seconded the motion.

VOTE:

5 AYES (Reeder, Bonham, Boudwin, Fortner, Mikowski) 0 NAYS

ITEM 4) CONDUCT A PUBLIC HEARING CONCERNING: SUP-15-0668, A

Request For A Specific Use Permit On Approximately 0.94 Acres For “Appliance And Home Furnishing Store (Without Storage)” In The “NC” (Neighborhood Commercial) Zoning District Located On Property Legally Described As Abstract 60 E P Epperson Part Reserve B Plantation Estates Acres .940 Dimension Irregular W-167.6-Meadow Glen N-200-Hwy, Generally Located South Of FM 517 And East Meadow Glen Dr. With The Address Being 5206 E FM 517, Dickinson Texas 77539.

Chairman Reeder opened the Public Hearing at 6:50 p.m. A. Applicant’s Statement

Director of Community Development Zach Meadows provided the Commission with an explanation of the Specific Use Permit. Mr. Cable, applicant, made a brief presentation to the Commission concerning the Specific Use Permit.

No one spoke in favor of the proposed Specific Use Permit. C. Those Opposed

Chairman Reeder closed the Public Hearing at 6:53 p.m.

ITEM 5) CONSIDERATION AND POSSIBLE ACTION CONCERNING:

Commissioner Boudwin made a motion to adjourn, and Vice Chairman Bonham seconded the motion.

BACKGROUND: Jon Arledge, Applicant and Property Owner, has applied for Site

Development Plan Approval for the development of A Multi-Tenant Retail Strip Center that provides shopping opportunities and additional economic growth for the City of Dickinson.

Proposed Name for the Retail Strip Center is Bay Colony III (Dickinson Crossing-Phase III)

Current Property Owner – Jon Arledge Applicant – Jon Arledge

Zoning History – This property is zoned Neighborhood Commercial (“NC”) and has had such zoning designation since the adoption of zoning in the City of Dickinson.

Access – The site will be accessed via FM 517.

Site & Surrounding Area – The property is south of FM 517 and west of Evergreen Drive. An application for an address has been submitted; however no formal address has been assigned. Once construction documents are submitted, address will be issued to the property.

RECOMMENDATION: The Site Development Plan meets the requirements of Section

18-40 of the City’s Zoning Ordinance. Therefore, Staff recommends approval of the Site Development Plan.
