S4M-12679# John Scott: Hear to Help’s Community-based Support—That the Parliament recognises what it considers the life-changing work of Action on Hearing Loss Scotland’s Hear to Help volunteers in providing community-based support such as re-tubing, cleaning and maintaining NHS hearing aids and supply of hearing aid batteries to more than 1,200 people with hearing loss in the NHS Ayrshire and Arran area every year, including residents of 38 care homes, nursing homes and sheltered housing complexes who are housebound or have mobility difficulties; understands that the charity had a central role in the development, consultation and piloting of the Ayrshire and Arran Sensory Locality Plan to deliver the See Hear strategy in the region, and believes that this model of best practice of person-centred local partnership working between statutory and third sector agencies could enable vital charitable services to gain access to sustainable funding and be replicated across Scotland, including in the NHS Tayside, NHS Greater Glasgow and Clyde and NHS Borders areas, where Hear to Help supports an additional 4,000 people with hearing loss.
S4M-12708# Christine Grahame: The Value of Hay Lodge—That the Parliament commends Hay Lodge Community Hospital in Peebles, with its 23-bed ward supporting acute hospital services and providing services to meet local health needs such as acute medical care for older people and also terminal care, convalescent care, respite care and rehabilitation both to inpatients and on a day-care basis; notes that it also provides consultant-led clinics for medical, surgical, orthopaedic, ophthalmology, gynaecology and obstetric services; notes that, in a recent health services survey conducted across Tweeddale by Christine Grahame MSP, 86% rated it very highly; notes that NHS Borders has confirmed that there are no plans to close any of its community hospitals; thanks all the staff and volunteers for their good work there, and commends community hospitals throughout Scotland for their commitment to their communities in delivering health services that are local and accessible.
S4M-12759# David Torrance: Congratulations to Kinghorn Lifeboat Station on its 50th Anniversary—That the Parliament congratulates Kinghorn Lifeboat Station on its 50th anniversary; understands that the Kinghorn station covers an area from Elie to North Berwick and all the way to the Forth bridges; understands that, since its establishment in 1965, the station has provided crucial services and launched over 1,000 times to save lives at sea and along the coastline; recognises that, in order to raise money for the Royal National Lifeboat Institute (RNLI), Kinghorn Lifeboat Station regularly organises fundraisers, which include an annual Halloween-themed event with spooky walks and refreshments as well as the Kinghorn Loony Dook to welcome the New Year; further recognises that, in 2015, 80 people took part in the dook, raising a total of £620; welcomes the close links between the lifeboat station and the community, which it believes contributes to the great success of these events; understands that, because of this cooperation, a golden theme in celebration of the anniversary and the lifeboat station’s long-standing services on the Firth of Forth has been included in many events organised by community groups, such as the Children’s Gala Parade, Kinghorn in Bloom and the Kinghorn Historical Society, and wishes everyone involved the best of luck for these events as well as all future endeavours.
S4M-12837# Roderick Campbell: Scottish Oceans Institute's Work on Seal Deaths and Population Decline—That the Parliament notes what it considers to be the impressive work of the Scottish Oceans

together the people, interdisciplinary skills and supporting scientific services necessary to deliver world class research in marine sciences‖; praises what it believes to be the assiduous work into marine mammal research, particularly in relation to unexplained seal deaths and harbour seal decline; notes that recent publications have posited a new theory suggesting that grey seal predation is the cause of ―corkscrew deaths‖ but that no definitive answer has yet been found to explain why seal numbers on Scotland’s coasts are declining so rapidly; commends the efforts of the staff and students at the SOI for their ongoing work; notes proposals for a brand new building to accommodate the institute, and looks forward to further publications that may help to halt, and reverse, seal population decline.
S4M-12875# Siobhan McMahon: Deaf Awareness Week 2015—That the Parliament welcomes Deaf Awareness Week, which takes place between 4 and 10 May 2015; recognises what it considers the importance for everyone to receive deaf awareness training and learn about the communication needs of the 850,000 people across Scotland who are deaf or have hearing loss, including 13,000 British Sign Language users and people who rely on lipreading or electronic note-takers during conversations at meetings, social events, work or in public service, leisure, retail or business environments, and congratulates charities such as Action on Hearing Loss Scotland’s specialist On the Move service on what it sees as the effective work that they do in raising deaf awareness and achieving a 63% success rate in supporting 206 young people who are deaf or hard of hearing, including 48 in the Central Scotland region, into positive education, training or employment destinations.
S4M-12909# John Scott: Benefits for Survivors of Police Officers Killed on Duty—That the Parliament welcomes the announcement by the Chancellor of the Exchequer in the 2015 budget that the UK Government will ensure that all widows, widowers and civil partners of police officers and firefighters who are killed on duty will no longer lose their survivor benefits if they remarry, cohabit or form a civil partnership; understands that this practice ended for survivors under the post-2006 New Police Pension Scheme but created an inequality for those on previous schemes; notes the extension of survivor benefits and the reinstatement of lost benefits in these circumstances announced by the Northern Ireland Department of Justice in June 2014; commends the Police Federation, the Scottish Police Federation, Care of Police Survivors and other organisations for their campaigning on what it considers this important issue affecting people in Ayr and across the country, and notes calls for the Scottish Government to ensure that these changes are implemented in Scotland.
S4M-12916# Gil Paterson: 30th Anniversary of the Scottish Cot Death Trust—That the Parliament acknowledges that 2015 marks the 30th anniversary of the founding of the Scottish Cot Death Trust; understands that the aims of the trust have remained consistent during this time; notes that it is committed to funding medical research in the hope of finding an answer to why babies and young children die, reducing the number of deaths by promoting the "reduce the risk" message and supporting people who have experienced such a tragedy; believes that it carries out vitally important work, not only by raising public awareness and through the use of multiagency professionals, but also in its support for parents, sometimes for years, who have lost a healthy child without explanation; understands that the trust works in partnership with NHS boards to provide the Next Infant Support Programme for bereaved parents in Clydebank and Milngavie and across Scotland who go on to have further children; believes that the trust offers apnoea monitors as well as a bespoke support service throughout pregnancy and for the first year after birth; notes that it has worked with the Scottish Government in producing the leaflet, Reduce the Risk, which highlights safe sleeping positions and the associated factors that are considered to raise the risk of sudden unexpected infant death; further notes that the leaflet provides information such as the view that, in the first six months of life, the safest place for the babies to sleep is in their own cot in the parental bedroom; understands that ways to reduce risk include avoiding sleeping on a sofa or chair with a baby, not smoking during pregnancy or around a baby after birth, avoiding sharing a bed with a baby if either parent is excessively tired, is a smoker, has drunk alcohol or has taken any medication that might cause drowsiness and avoiding letting a baby sleep on a surface that is neither firm nor flat, including infant swings, beanbags, bouncer chairs and infant car seats; understands that, although such

seats can be fitted onto a pram chassis, they are not suitable places for infants to sleep; commends the trust on ensuring that these points are the main thrust of its 30th anniversary message to all parents, and wishes it every success in promoting this.
S4M-12955# John Mason: Reducing Low Pay, Not Benefits—That the Parliament notes the recent report by the Industrial Communities Alliance, Whose Recovery?, which investigated the effect of economic growth on industrial communities such as Shettleston in Glasgow; agrees with the report's assertion that reducing welfare benefits is detrimental to economic growth in post-industrial areas, and notes the views that reducing unemployment and low pay is the best way to reduce the claimant count and that more must be done to make sure that post-industrial communities benefit equally from any economic recovery.
S4M-12963# Christina McKelvie: Do the Human Right Thing: Keep the Human Rights Act—That the Parliament welcomes the launch of the Amnesty International campaign, Do the Human Right Thing: Keep the Human Rights Act; understands that this campaign aims to raise awareness of the importance of the Human Rights Act 1998 and the threats that it faces from some politicians, who would like to scrap it; considers that the Human Rights Act is a fundamental safeguard to the freedom of every citizen, including those resident in the Hamilton, Larkhall and Stonehouse parliamentary constituency, as well as any visitor to this country; believes that it has given people the power to challenge decisions made by public authorities and has also led to positive policy changes, and hopes that this campaign will help to raise awareness of what it considers this important issue.
S4M-12979# David Torrance: Fife Society for the Blind Celebrates 150th Anniversary—That that the Parliament congratulates Fife Society for the Blind on its 150th anniversary; recognises that the society was founded in 1865 and has supported generations of people in Fife who are blind or partially sighted in pursuing an independent life; notes that the society’s 5,000 registered clients now enjoy a wide range of services provided by a sight support team, an access technology team and an optician, who offers appointments in a friendly environment with state-of-the-art equipment; considers that an ageing population - 80% of eye conditions occur in people over 60 - a rise in medical conditions, most notably diabetes and stroke, as well as poor life choices highlight an increased need for the society’s work; welcomes that the society engages heavily in taking advantage of new technologies, including the use of tablets and smart phones, and introducing blind and partially sighted people to these gadgets, which allows everyone, despite age or eye condition, to access the internet, emails, newspapers, books and to communicate with friends and family; further understands that, to celebrate its anniversary, the society has organised, among other activities, two events in Kirkcaldy, one at the museum titled "From Braille to iPads" and the other "In Conversation with Barbara Dickson (with a little music)" to be held at the Old Kirk; considers that the Fife Society for the Blind has not only played a remarkable role in the cultural and social life of Fife over the past century and a half, but also made an incredible difference to the lives of many blind and partially sighted people, and wishes the society the best of luck in all its future endeavours.
S4M-13062# Jean Urquhart: Polish Language Learning—That the Parliament welcomes the 1+2 approach to language learning in primary schools; congratulates those local authorities, including Highland Council, that have already appointed 1+2 Development Officers to realise the ambition of having two languages besides English taught in all primary schools; welcomes the offer of assistance in developing Scotland’s Polish language teaching from the Consul General of the Republic of Poland in Edinburgh; understands that Polish is, after English, the language most commonly spoken at home by Scottish school pupils; believes that Polish language teaching in some schools would give pupils the opportunity to learn from each other and promote integration, and commends the efforts of campaigners and educators working to expand the availability of Polish language teaching and qualifications in Scotland.

Scotland; believes that, despite this, sex workers enjoy few of the protections offered to others and are subjected to deeply harmful social stigma and that. as a result, sex workers in the Highlands and Islands and elsewhere are exposed to unacceptable risks; notes the advice of the World Health Organization and the Joint United Nations Programme on HIV/AIDS in recommending that countries move toward full decriminalisation of sex work as part of their response to HIV/AIDS and other STIs; understands that this is supported by organisations that represent sex workers, including SCOT-PEP and Sex Worker Open University in Scotland; notes that a decriminalisation model, which is similar to that requested by these organisations, has been in place in New Zealand since 2003; considers that this policy has helped secure sex workers’ rights and reduced harm, and notes the view that decriminalisation warrants the most serious consideration in the ongoing public and political debate on Scotland’s approach to sex work. S4M-13123# Nanette Milne: New Campaign, Is it Coeliac Disease?—That the Parliament welcomes Coeliac UK's new campaign, Is it coeliac disease?, which focuses on finding the estimated 40,000 people in Scotland, and 500,000 across the UK, with undiagnosed coeliac disease; understands that around 5,000 people in the NHS Grampian area are living with the condition; is concerned that, of the estimated one in 100 people in Scotland with it, only around one quarter are believed to be diagnosed; understands that the time between the onset of symptoms and a clinical diagnosis can be a staggering 13 years; notes that the condition is treatable by switching to a lifelong gluten-free diet; acknowledges however that, if it is not treated, it can lead to serious health problems, with symptoms including stomach cramps, nausea, vomiting, regular bouts of diarrhoea, constipation, bloating, ongoing fatigue, anaemia, weight loss and constant mouth ulcers and can further lead to osteoporosis and small bowel cancer; believes that too many people have been living in the dark with the condition for too long a period, and notes the view that the Scottish Government and the NHS should help charities such as Coeliac UK in aiming to raise awareness among the public and the medical profession about the symptoms of coeliac disease so that as many as possible get the diagnosis that they need.
S4M-13193# Angus MacDonald: European Commission’s Review of the Directives that Protect Nature—That the Parliament notes with concern the European Commission’s review of both the birds and habitats directives; believes that these directives help protect nature and that weakening them in any way might pose a threat to Scotland’s wildlife; further believes that, for three decades, they have protected special places and their wildlife, including the eelgrass beds of the Firth of Forth, golden eagles in the Hebrides, Highland wildcats and freshwater pearl mussels in the River Spey; congratulates the over 100 NGOs from across the UK, including RSPB Scotland and the Scottish Wildlife Trust, on what it sees as their unity; notes what it understands are the expressions of widespread public concern, and further notes the view that the UK Government should send a clear message to the commission to state that these directives are essential for the preservation of wildlife in Scotland, are vital for tourism, protect the country's natural capital and have helped establish a level playing field across Europe by setting the important minimum environmental standards that it considers are the bedrock of the EU single market. S4M-13208# Murdo Fraser: Regulation of Charity Fundraisers—That the Parliament welcomes a review into the charity fundraising code of conduct by the Institute of Fundraising following the tragic death of Olive Cooke; considers that the majority of charity street workers and telephone fundraisers are a credit to their industry and conduct themselves in a courteous and highly professional manner; believes that their work is hugely beneficial to the good causes that they represent; believes that the British people are extremely generous, with more than 28.4 million people giving to charity in 2011-12, half of all UK adults; notes the view that charities must be careful not to employ methods that could deter people from donating; recognises concerns that a minority of street and telephone fundraisers, including in towns across Mid-Scotland and Fife, use overly persistent techniques, and notes the view expressed that the review needs to conclude with additional protections for older and more vulnerable members of society. S4M-13228# Clare Adamson: Child Safety Week 2015—That the Parliament recognises that 1 to 7 June has been designated Child Safety Week 2015 by the Child Accident Prevention Trust; notes that

this year’s theme of Teatime Terrors aims to highlight the risks of accidents at this time of day, including drowning and bath water scalds, road accidents caused by heavy traffic on the way home from school and nursery and burns and scalds caused by kitchen appliances, putting accident prevention into the context of busy family life, and recognises what it considers the high importance of safety at home during such busy times and the work of organisations such as the Royal Society for the Prevention of Accidents in promoting safety awareness for Scotland’s children.
S4M-13243# Patricia Ferguson: Congratulations to Joanne Martin of Possilpark—That the Parliament congratulates Joanne Martin of Possilpark in the parliamentary constituency of Maryhill and Springburn on securing a place to study medicine at the University of Aberdeen; notes that Joanne is a former pupil of Springburn Academy; understands that Joanne’s initial applications to medical schools at Glasgow, Edinburgh, Aberdeen and Dundee universities were all rejected although she had the qualifications required; further understands that Joanne then expanded her CV and experience by teaching health and hygiene in Ghana for three months and by taking an Open University course; believes that medicine and veterinary science have the lowest number of entrants from so-called deprived areas; considers that young people from such areas face more challenges in life and are unlikely to have the same extra-curricular activities and opportunities available to them and that they are also unlikely to have networks of professional contacts to provide mentoring and support; notes calls for the Scottish Government to do all that it can to ensure that universities take these factors into account when processing applications, and commends Joanne for her courage and determination, strengths that it believes will stand her in good stead as she pursues her chosen course of study.
S4M-13293# Claire Baker: Promoting Responsible Off-road Motorbike and Quad Bike Ownership— That the Parliament understands that there is increasing popularity and affordability of off-road motorbikes and quad bikes; is concerned at reports from communities across Scotland, including Mid-Scotland and Fife, of antisocial behaviour on off-road motorbikes and quad bikes, which causes noise pollution, can be threatening to pedestrians and too often causes distress in public parks and public footpaths; also notes reports of damage to farm land, leading to financial loss for farmers, as well as damage to coastal and woodland paths resulting in repair costs for local authorities and others; notes the local police initiative to tackle antisocial behaviour in Fife, Operation Ducati; notes the view that that consideration should be given to any additional tools for Police Scotland to address such antisocial behaviour; acknowledges that the responsible use of quad bikes and off-road motorcycles is a legitimate recreational activity that is enjoyed by many people both as individuals and through off-road motorcycle clubs; believes in the importance of education to encourage responsible off-road activity and raise awareness among owners; notes encouragement for owners to register bikes through the DVLA's voluntary registration scheme and, given the increasing popularity of off-road activity, notes the view that mandatory registration should be considered for introduction across the UK.
S4M-13309# Ruth Davidson: Remembering Srebrenica—That the Parliament remembers the massacre of more than 8,000 men and boys in Srebrenica in 1995; recognises that the International Court of Justice declared it to be an act of genocide, the last recorded on Europe’s shores; acknowledges the Scottish contribution to the aid effort in Bosnia, the identification of victims and the rebuilding of the country; welcomes the work of the Scottish board of Srebrenica UK to inform and educate people of the events of 20 years ago; thanks the First Minister for agreeing to participate in a special service of remembrance at St Giles’ Cathedral in Edinburgh on 10 July 2015, and offers the hand of friendship to the Bosnian diaspora in Glasgow and across Scotland.
S4M-13321# Iain Gray: 100th Anniversary of Britain’s Worst Railway Disaster at Quintinshill—That the Parliament notes the recent marking of the 100th anniversary of Britain’s worst rail disaster, at Quintinshill near Gretna Green on 22 May 1915, when a train from Larbert carrying 470 recruits from the 7th Battalion, Royal Scots Guards, bound for embarkation to Gallipoli, crashed into a local passenger train and was then hit by an express train heading for Glasgow, sparking a devastating blaze in which 226 people died and 246 more were injured, many from the communities of Leith, Portobello and

went on to fight in World War I; notes what it considers the highly successful commemorative events held in Gretna, and Rosebank Cemetery, attended by the First Minister, the Secretary of State for Scotland, the Princess Royal and descendants of the families affected by the disaster; congratulates and thanks all of those involved in organising the events, including John Edwards and Colonel Robert Watson (Royal Scots), and commits to continue the memory of those young soldiers’ sacrifice.
S4M-13323# Elaine Murray: Effect of Enforced Road Closures on Local Festivals—That the Parliament appreciates the contribution made by common ridings, ridings of the marches and galas to the economy and wellbeing of local communities across Dumfriesshire and the south of Scotland; notes that some have existed for several centuries whereas others were initiated in the early twentieth century; congratulates the organisers and participants whose dedication and hard work make what it considers these highly enjoyable events possible, but is concerned that Police Scotland’s policy of enforcing road closures and the attendant fees is threatening the continued existence of what it sees as these important local festivals.
S4M-13341# Sandra White: 20 Years of West End Festival—That the Parliament congratulates the internationally acclaimed West End Festival, which takes place from 5 to 28 June 2015 and is Glasgow's largest multicultural event, celebrating 20 years of dynamic local and international talent involving over 100 organisations, making this one of the largest community events in the city; understands that it includes the famous Carnival Parade, concerts in the newly refurbished Kelvingrove bandstand and the Glasgow Mela; thanks all who help to organise and take part in what it considers this fantastic event, and looks forward to many more years of the West End Festival.
S4M-13354# Lewis Macdonald: Stonehaven Dialysis Unit—That the Parliament commends the efforts of campaigners in Stonehaven and across the north east to raise funds to build a new renal dialysis unit at the Kincardine Community Hospital; understands that patients living south of Aberdeen often have to travel long distances as well as spending all day in the renal dialysis unit at Aberdeen Royal Infirmary and that a new facility in Stonehaven would make it easier for such patients to receive treatment; notes that the cost of starting up the Stonehaven Dialysis Unit, including equipment for a six-bed ward, is estimated at around £800,000; congratulates the efforts of all the local fundraisers, including the Stonehaven Rotary Club and Grampian Kidney Patient Association, and looks forward to the opening of the Stonehaven Dialysis Unit in the near future.
S4M-13372# Duncan McNeil: NHS Scotland: Time for a Public Debate—That the Parliament notes the joint call by the Royal College of Nursing and the Academy of Medical Royal Colleges and Faculties in Scotland for a public debate on what are considered to be the difficult decisions that need to be made about future investment in Scotland’s NHS; believes this to be a measured and considered approach that could kick start changes to the way the NHS provides services; considers that, while the NHS budget is protected and, in recent years, the number of staff employed by the NHS has increased, demand for care from Scotland's growing and older population has increased in places such as Greenock and Inverclyde, and notes the joint call for a mature debate involving the public, health and care professionals and MSPs from all political parties so that there is a consensual approach to future changes to Scotland's beloved NHS to ensure that it does not only survive but evolves to meet the future needs of the people of Scotland.
S4M-13385# John Mason: Foster Care in Scotland—That the Parliament notes recent research by The Fostering Network, which suggests that there are now over 5,500 children living in the around 4,400 foster homes in Scotland, compared with 4,000 children in 2006; understands that the network estimates that, in order to support this increased number in 2015 alone, the country will need to find 750 new foster carers; praises the people who have opened their hearts and their homes to these youngsters, who can be vulnerable and often come from deprived communities, such as Shettleston in Glasgow; believes that

becoming a foster carer can be a challenging prospect, and notes what it sees as the importance of being as supportive as possible of fostering and foster families.

APPROVAL OF SCOTTISH STATUTORY INSTRUMENTS
1. The Bureau is invited to agree the following motions—

agrees that the following instruments be approved—
Education (School Lunches) (Scotland) Regulations 2015 [draft];
Provision of Early Learning and Childcare (Specified Children) (Scotland)

Water Environment and Water Services (Scotland) Act 2003 (Modification
of Part 1) Regulations 2015 [draft]; and
Registers of Scotland (Voluntary Registration, Amendment of Fees, etc.)

Education (School Lunches) (Scotland) Regulations 2015 [draft]
Purpose
2. The instrument extends the entitlement to a free school lunch to certain groups of
pre-school children in the context of their early learning and childcare. The change is
intended to bring the entitlement criteria for free school lunches into line with the
entitlement criteria for early learning and childcare in terms of the Children and Young
People (Scotland) Act 2014 Act and associated subordinate legislation.

Provision of Early Learning and Childcare (Specified Children) (Scotland)
Amendment Order 2015 [draft]
Purpose
4. The purpose of the instrument is to amend the Provision of Early Learning and
Childcare (Specified Children) (Scotland) Order 2014 in order to extend the categories
of “eligible pre-school child” for the purposes of section 47 of the Children and Young
People (Scotland) Act 2014.
5. As a result of the amendments, certain additional two year olds will be eligible for the
mandatory amount of early learning and childcare where they have a parent who is in

receipt of one or more additional qualifying benefits listed in the instrument. Those
benefits are—
(a) child tax credit payable in certain circumstances under the Tax Credits Act
2002;
(b) support provided under Part VI of the Immigration and Asylum Act 1999; and
(c) universal credit payable under Part 1 of the Welfare Reform Act 2012.

Water Environment and Water Services (Scotland) Act 2003 (Modification of Part
1) Regulations 2015 [draft]
Purpose
7. These Regulations provide that the provisions of Part 1 of the Water Environment and
Water Services (Scotland) Act 2003 have effect with certain modifications. In particular,
regulation 2 modifies—
section 1 of the Act so that references to “the Directive” in Part 1 have effect as
references to Directive 2000/60/EC of the European Parliament and of the Council
establishing a framework for Community action in the field of water policy, as last
amended by Commission Directive 2014/101/EU; and
section 2(1) and (2) of the Act so that the Scottish Ministers, the Scottish
Environment Protection Agency and the responsible authorities must also exercise
various functions so as to secure compliance with the Groundwater Directive (as
amended by Commission Directive 2014/80/EU) and the Priority Substances
Directive (as amended by Directive 2013/39/EU).

Registers of Scotland (Voluntary Registration, Amendment of Fees, etc.) Order
2015 [draft]
Purpose
9. The main purpose of the Order is to make provision related to voluntary registration
under section 27 of the Land Registration etc. (Scotland) Act 2012, including changing
the fees charged for such registration. The Order also amends two other fees in relation
to the Land Register and introduces a small number of fees for copy documents from

other registers maintained by the Keeper of the Registers of Scotland.
