Glossary

A

Acting Head of Academic Cluster. Appointed by the President, the main role of the Acting Heads of Cluster is to establish the University’s four Clusters.

B

Board. As defined by article 11 of the University Statutes, the Board is composed of the University President, the University Secretary, and the eight heads of the member higher education institutions. The Board acts as the Excellence Initiative executive committee and following a decision taken by University Council on 10th December 2014 directly manages

the Excellence Initiative funds.

Academic Cluster. USPC’s academic structure is based on four central academic bodies: the Life Sciences & Medicine Cluster, the Exact Sciences & Engineering Cluster, the Social Sciences Cluster, and the Humanities, Arts, Literature & Languages Cluster. The Clusters are instrumental in implementing the Excellence Initiative Framework in matters regarding innovative, high-risk study and research programmes as well as guaranteeing teaching and research excellence.

Common publication and signature policy. USPC’s member HEIs have adopted the policy of a single line signature for research papers that includes “Sorbonne Paris Cité” along with the name of the academic’s home HEI.

Comprehensive unified university. An institutional community, the USPC management structure is organised around central bodies that are the University’s Clusters, Institutes and Shared Service centres.

ComUE (Communauté d’Universités et Établissements) In French law, the name given to a university system that belongs to the category of public higher education institutes in the fields of sciences, culture and professional education. Awarded university status on 30th

December 2014, the USPC institutional community offers our intercollegiate university its legal framework.

Council of members. Consultative governing body of the ComUE associated to the preparation of full decisions by the University council. Made up of representative of all 13 member institutions of the ComUE.

Cross-cultural Phds. Doctoral scholarships funded by the USPC Excellence Initiative to promote cross-disciplinary and intercollegiate research. The PhD candidate is required to work within two traditionally distinct academic disciplines.

Decentralised coordination. As defined in the 2013 Excellence Initiative Financial Agreement, the transfer of the management of funds for a joint venture to one of our HEIs in accordance with their particular fields of expertise.

Doctoral Cluster. Shared Services Centre that has the oversight of USPC’s doctoral policies and procedures. The decentralised coordination [of the UPSC Doctoral Cluster] has been awarded to Université Paris-Diderot.

E

European Research Network. Co-funded by the USPC Excellence Initiative and each of the member HEIs, the USPC ERN serves to further the position of our academics within the European research network by notably offering support for responses to Calls for Proposals.

Functional Director. Appointed by the President to oversee one of the specific aspects of the University’s leadership and management: research, teaching and learning, campus life and student experience, international, library facilities, or computing and information systems.

IDEX committee: Collegial and operational instance, headed by the Lead Director. It is tasked with preparing the decisions from the Board.

IDF Innov Tech Transfer Office. USPC is the lead manager and majority academic shareholder of the IDF Innov TTO, the knowledge exchange and technology transfer partner for each of our member HEIs.

iLumens. An Shared Services Centre dedicated to developing simulation-based medical teaching and learning. The decentralised coordination has been awarded to Université Paris-Descartes.

Institute. A permanent central academic body based on a primary interdisciplinary programme.

Lead Director: Appointed by the President of USPC, this person is in charge overseeing the implementation of the general framework of the Excellence Initiative and heads the IDEX Committee.

MIEM. Mobility grants for incoming international masters students. Launched in 2014 the programme initially awarded 100 scholarships with a further 200 awarded in 2015.

MIRES. Mobility grants for outgoing international masters students. Eighty-eight scholarships were awarded when the programme was launched in 2015.

N

National Technology Transfer Fund. Investments for the Future funding for the development of knowledge exchange and technology transfer. USPC was appointed lead manager by the SATT IDFInnov shareholders.

O

Overseas offices. Originally identified as ‘branches’ in the USPC Excellence Initiative Framework, our overseas offices represent USPC interests within our international partner institutions.

PEPITE Créaj-IDF: A specific centre within UiSPC for entrepreneurship and innovation, providing entrepreneurial help and support.

PERL. USPC’s shared services centre dedicated to the development of digital language resources for non-specialists and tailored to the student population of each member HEI. The decentralized coordination was awarded to Université Paris 13.

Powers. Current legislation (Loi n° 2013-660 du 22 juillet relative à l’enseignement supérieur et à la recherche) states that university systems “exercise the powers that have been transferred by their members” so as to “coordinate programmes of study as well as research and knowledge exchange.” N.B. The legislation makes no provision for general powers or for the principles of subsidiarity.

Powers (The exercise of). USPC has the general power to make any form of decision regarding its Excellence Initiative Framework which are then enacted by each of its HEI members. Powers are, therefore, both transferred and shared.

President of USPC: Elected by the University Council, he is the chief administrator of the University and responsible for the IDEX.

SAPIENS. The USPC centre for innovation in teaching and learning, SAPIENS provides our member HEIs with teacher training courses, as well as resources for the production and publication of teaching materials and the design of open and distance-learning programmes.

Senate. Also known as the Academic Council, this consultative governing body is elected by the academic community. It provides advice to the Council of Members on general policy in all academic matters.

Shared Services Centre. A central support services established by agreements between USPC and each of USPC’s member HEIs. Staff appointed by their home HEI to the shared service is placed under the authority of the head of the Centre in question.

Strategic Plan. The University’s Strategic Plan 2014-2018 was signed in July 2014 by both the University and the Department for Education. The Strategic Plan identifies how the USPC Excellence Initiative Framework benefits from its own dedicated governance.

Strategic plan staff positions. The 74 staff positions which have been allocated within the framework of the USPC Strategic Plan 2014-2018 by the Department of Education.

Student Experience. Policies that reach beyond the academic aspects of teaching, learning and curriculum and address issues concerned with student engagement, entrepreneurialism, co- and extra-curricular activities, the knowledge-skills link, work experiences, employability, academic advice, support and mentoring, student welfare and lifestyle.

U

UiSPC. The USPC university business incubator provides our students with a university environment for entrepreneurialism. With co-working campuses (winner of the City of Paris co-working call for interest 2015) across Paris and the Greater Paris area, UiSPC provides office space for students, and our partnerships with businesses provide professional guidance. UiSPC will be established as an intercollegiate service in 2016.

USPC Sports Association. Founded in January 2015, the USPC Sports Association is the biggest HEI sports association in France.

University Council. Supreme decision-making body of the USPC ComUE, headed by the USPC President.

4. Shared Services Centres

The shared services mechanism was inspired by the system of mixed service units existing in the world of research since the late 1960s. It provides a shared framework for members of staff of several legally independent institutions, whether schools, universities or research organisations.

In essence, a Shared Services Centre is a centre that:

 Assumes a collective mission as part of a shared policy implementing the IDEX on behalf of all member institutions;

 Operates as a network with a presence in each member institution. The Director has an organisational and coordination role and ensures the implementation of shared policy across the entire USPC scope.

 Incorporates the principles of operation of a joint research unit or centre, in particular the principle of assignment of personnel, who remain employed by their home institutions;

 Provides an organisational link between educational institutions and USPC level structures, with the personnel deployed in the centre being placed under the functional authority of the President of the ComUE and delegated to the Director of the centre.

A Shared Services Centre is created by agreement between USPC and the institutions wishing to engage in the implementation of a shared policy on the missions of the specific services centre.

The Shared Services Centre framework agreement was adopted by the USPC Board of 9 July, 2015.

Sports Association

USPC Sports Association, open to our 12O,000 student. 10,300 academics and 5,500 staff making it the biggest HEI sport Association in France. In 2013 and 2014, USPC team won the HEI championship in athletics (Challenge du Monde des Grandes Ecoles et Universités).
