Description: GeoLogicsprovides technical and administrative support services for command and control, communications, computers, intelligence, surveillance and

reconnaissance (C4ISR) programs for the Surveillance and Systems Engineering Department, Code 30, SPAWAR, Charleston, SC.

Code 30 provides mission-essential services from concept development to post-deployment support for RADAR, communications, data display systems,

navigation systems and C4ISR installation. GeoLogics personnel perform all functions required for effective program management in each of these areas including:

Client: COMSAT Systems Division

Description: GeoLogics first contract was an omnibus support purchase order covering program planning, budgeting, and schedule development for on-going COMSAT programs.

GeoLogics provided program management and C/SSR support for critical COMSAT programs. We analyzed budgets and forecasts for cost and

schedule impacts, developed cost and financial models, prepared monthly presentations of data, and reported on cost status, preparing critical path networked schedules, reporting on the critical path analysis, and developing work-around plans. Customer satisfaction was ensured: we received

numerous contract extensions, other programs requested our training and support, and COMSAT remains a loyal customer, having teamed with GeoLogics on two other initiatives for the U.S. Government.

GeoLogics has been supporting COMSAT's engineering and management staff since 1989.

TARGETS C/SCSC Certification Support

EER Systems Corporation

GeoLogicsperformed a comprehensive review of program management and operating procedures for EER Systems and provided a plan and recommendations to achieve compliance with DoD-I-5000.2 Cost/Schedule Control System Criteria (C/SCSC). C/SCSC is a comprehensive set of management and reporting procedures necessary to ensure the accurate and timely reporting of cost and schedule information. GeoLogics provided guidance and supported the preparation of proposal documentation in the areas of cost and schedule reporting, performance measurement, and management control systems. GeoLogics' revisions were incorporated into EER Systems procedures to permit EER to achieve DoD C/SCSC certification necessary for important U.S. Government programs.

Project Control Department Support

GeoLogicswas awarded a competitive contract to support the development of a project control department at EER. Specific responsibilities will be the development of comprehensive cost and schedule control procedures and the C/SSR support of several EER contracts.

The positive, responsive, experience EER has had with GeoLogicsresulted in the award of this contract and the selection of GeoLogics for a blanket purchase contract services agreement to provide EER with engineering and management support services.

This was a follow-on contract to develop comprehensive Cost/Schedule Status Reporting (C/SSR) processes; and to support several EER program offices and the Finance Department by developing economic and financial models, and performing risk analyses, break-even analyses, and cost/benefit analyses.

GeoLogicswas just awarded a second consulting services contract by GTE to audit and analyze project cost and schedule control records as part of an extensive Government contract change proposal preparation. GeoLogics was required to: maintain databases of tasks, statements of work, and costs; develop basis of estimates and cost estimates; evaluate finalized cost calculations; maintain schedules of activities and milestones; and prepare final CCP documentation.

GeoLogics' experience with Government contracts and project control records and procedures was critical to the award of this order.

CINCIBERLANT Command & Control Information System (CCIS)

GTE Government Systems, GSC Services, Chantilly, Virginia

GeoLogicsprovided consultant services auditing and analyzing project cost and schedule control records and documentation as part of an extensive Government contract claim preparation. GeoLogics audited cost labor and ODC costs against Work Breakdown Structure (WBS), and Contract Line Item Number (CLIN), proposal, and Invitation for Bid (IFB). GeoLogics' experience with Government and, especially, NATO contracts, was critical to the award of this order.

I/CSCS Beta Testing

GeoLogics was selected as a beta tester of Lucas Management System's Microsoft Windows version of I/CSCS Program Management System software product. This award was based on our experience with program

management systems such as Artemis, Primavera, and Micro-Frame and our expertise in Cost Schedule Status Reporting (C/SSR) procedures.

When customers' specialized reporting requirements exceeded the capabilities of I/CSCS, Lucas awarded GeoLogicsa number of support tasks to develop software and specialized reports for Lucas and for their

customers. GeoLogicsdeveloped external interfaces to data base management systems and report writers, data format translators, and report templates.

Client: US Agency for International Development, Washington, DC

Description: GeoLogicswas tasked to formalize and implement the recommendations of the National Performance Review as they apply to the operations of the Agency for International Development.

GeoLogicscollected and analyzed information, reviewed current AID operations, and compared them with those of successful commercial

organizations and the goals of the National Performance Review, producing an implementation plan and presentations for AID's management and

Congress. GeoLogics work influenced AID's policies, procedures, organization, and management information systems serving the headquarters and missions in 90 countries and supporting 11,000 employees.

Position Classification Determination & Standards

Client: Defense Intelligence Agency

Description: GeoLogicshas completed an independent study of position classification of Intelligence Processing Technicians within the Office of Dissemination Services. Using professional job analysis techniques and Federal and DIA position classification and evaluation standards, GeoLogicsdetermined the occupational series, position title, and pay grade alignments based on actual and current job accountabilities. GeoLogics observed, analyzed, and

reported on other aspects of human resource management within this Office, including the impact of digitization on job design, "on call" pay, and overall organizational structure and job design alignment.

GeoLogicsis developing position classification standards for over 700 Agency-wide support assistant positions in nine classification series.

Subject-matter-expert focus group meetings and management meetings will be used to establish current job content for multiple grade levels within each series. The resulting position classification standard will be tailored to

specific DIA classification needs and reflect OPM standards.

GeoLogicsconsultants are working closely with the Office of Human Resources and line management offices providing practical and cost-effective human resource management solutions.
