airport in the largest worldwide passen-ger survey for the second consecutive year. Incidentally, more than seven mil-lion people took part this time in the Skytrax survey. In the worldwide ran-kings Munich Airport even managed to move up one score, achieving an out-standing third place in last year’s results behind Singapore and Hong Kong. What is, the secret of our success? We think we have found the key for it. Munich Airport International is not limiting itself to simply manage an airport. We actually operate proactively our airport – and this we do with pride. We have the expertise of running nearly every single task you can find on an airport. New example: Munich Airport International handled the Airbus A380 with all necessary support. Since the start of operation of the new

Munich Airport International in 1992 the strong performance in respect to passen-ger growth as well as the recognized high quality of service secured Munich Airport International its place among Europe’s leading hubs.

In 2006 Passenger growth by 7.5%, to now 30,8 million passengers, moved Munich Airport up in the European ran-kings. Munich Airport now holds seventh place in terms of total passenger traffic in Europe. On the worldwide stage, Munich is expected to move up from 33rd to 30th place.

We are by far the biggest ground handling agent at Munich Airport, we are one of the few airports in the world operating our own ground movement control. We brought the management of airport and handling resources to a whole new level by creating the Munich Hub Control Cen-tre together with Lufthansa for our new terminal 2. We are highly innovative in developing and operating our own high-end IT systems. Through our affiliated companies we offer from passenger handling, cargo handling, and security service to medical care all varieties of airport services.

Through our subsidiaries we also opera-te the majority of our retail, food and beverage outlets at Munich

Airport International.

By being active in all this areas we follow on goal: To become even better – every single day.

Introduction

An airport is a complex structure involving numerous organizations, processes, facilities, systems and equipment. The successful mix of all these elements is necessary in order to provide a high level of safety, security and service to

airport users. The number of passengers and flights to be handled means that sophisticated technology, well-trained personnel and efficient procedures are essential. Also, an event driven and airport-wide communications

infrastruc-ture is indispensable both for personnel and automated systems, in order to ensure fast, smooth and efficient airport operations from the first day of opera-tions onwards.

How to start-up a new airport or a new terminal with all these elements? At the time when we asked ourselves this question in 1988 in preparation of the opening of the new Munich Airport International in 1992 the answer was the development of our operational readiness and airport transfer program - ORAT. Munich Airport´s success in opening our own new airport in 1992 without any major problems was due to the imple-mentation of all of the above mentioned elements together with the Munich Air-port team of ORAT experts.

Since the huge success of opening Munich Airport International our team of experts has successfully provided ORAT consultancy services to an increasing number of international airports world-wide confronted with the same task of opening a new airport or new terminal.

By now, Munich Airport International, with its track record of more than 10 ORAT projects in the last 15 years, is recognized as the worldwide leader on operational readiness and airport transfer (ORAT) for new airports and for extensions to existing airports. Over time we were able to support our clients also with additional services on top of the ORAT consultancy such as:

Airport operations training: Our aviation academy provides extensive classroom and on-the-job training for nearly all elements of airport operations. Choose between training at your home airport or at Munich Airport International. Discover also the possibilities of our 3D airport simulator for air traffic controller and apron controller.

Safety Management System (SMS) – Our consultants offer the development and implementation of your SMS accor-ding to ICAO annex 14.

Airport simulation (AS) – Our airport simulation experts offer individually tailored simulation solutions for planning and for the analysis of operations, facilities and systems.

IT system consultancy – Our experts design and implement all main IT systems to ensure smooth and efficient airport operations successfully. Munich Interna-tional Airport was awarded for the Ger-man Logistics Prize in 2000 for exceptio-nal Information Technology (IT) systems and made us benchmark for other air-ports.

The successful preparation for the opening of the new Munich International Airport back in 1992 and the overnight transfer from the old airport at Riem to the new airport at Erdinger Moos was the basis for our ORAT program. It was incumbent upon Munich International Airport to establish a program to do it right, on time, the first time.

Since then Munich Airport's expertise in the field of operational readiness and airport transfer is acknowledged world-wide and has been in demand by leading international airports. Consequently, as a result of Munich Airport's international experience advising and assisting other airports we have developed and impro-ved the ORAT service. We provide

tailor-made solutions to bridge the gap between planning, construction and achieving perfect operational readiness by the set opening date.

Based on our experience that all airport end-users have to be involved in the pre-paration exercise, the ORAT program integrates all important parties from the

start. Given this, the Operational Readi-ness Organization guided by Munich Airport experts provides the basis for every participant to establish and present the requirements of the organization he or she represents. It creates a platform for all airport end-users to communicate, exchange views and information, and ultimately develop and harmonize their organization and operating procedures according to the demands of a totally new environment.

The integration of different user organi-zations requires a common denominator, which we have found to be airport processes such as passenger handling and baggage handling. Therefore our focus is process oriented, and the integration of these processes is the objective around which our highly experienced team creates a framework for the entire project.

During the design and construction phases of new airports or airport facilities the main focus tends to be on the new facilities and systems themselves. However our ORAT program also places equal emphasis on the timely availability of two other elements which are crucial to airport operation:

• Information, in the form of new con-cepts and new procedures and • Human resources as reflected in

staf-fing requirements and training.

Trial operations are the logical conse-quence arising from the results and findings of the start-up phase. Seeing the start-up phase more as the theory part of the Operational Readiness Project, trial operations is the practical part. Trial operations simulate integrated airport processes with the participation of the airport operator and third parties. The emphasis is on the critical interfaces between these parties as identified in the

start-up integration phase with a focus on vital services for airport operations. Trials furthermore contribute to gain a more thorough knowledge of the facilities and systems available for all parties involved. At the same time facilities, systems and procedures will be proven during trial operations under operational conditions.

Munich Airport consultants are the leading experts in the planning and execution of trial operations with the experience from the invention of trials at Munich Airport to the most recent mega-project at Bangkok International Airport.

To guarantee the success of the final part of the whole transition process the physical move or airport transfer to new facilities early planning and the involvement of all the partners in the airport commu-nity is recommended.

Proven in airport capacity extension projects as well as in complete airport transfer programs, the approach of the Munich Airport experts copes with all aspects of relocation, including aircraft fleet relocation and ground service equipment (GSE) relocation sequencing and management.

Simulation

Munich Airport‘s experts offer individual tailored simulation for layout and opera-tional planning – created by professio-nals for professioprofessio-nals.

In 1999 the design process for Munich‘s Terminal 2 and its apron extensions crea-ted a huge demand for simulation stu-dies. The required capacities had to be determined and the planned functions had to be verified.

Because simulation gets more and more important not only during the planning

modelling with a comprehensive under-standing of the special issues involved in operating an international airport. The simulation models used are intensively tested in real-life scenarios. Within our consulting activities we offer simulation

studies covering the areas of • individual and public landside access, • passenger flow inside the terminal, • baggage flow,

• ground handling operations and • aircraft movements.

In the course of extending or changing airport infrastructure it is essential to analyse all concept alternatives in order to assess the costs and benefits. Additio-nally, not only the advantages but all side-effects should be known before introducing new operational procedures. Unlike static planning methods simula-tion considers the dynamic factors of complex processes. With the use of pro-bability distributions and the variation of model parameters, simulation allows the creation of realistic behaviour of e.g. passengers, baggage, apron vehicles and aircraft in their specific environments. By determinating detailed and compre-hensive capacity figures and optimising all processes involved simulation serves to protect all your long term investment.

Together we list the questions which have to be answered and define the sco-pe of the simulation study. Then we col-lect and process the input data, which often proves to be the difficult part. The next step is to model the system with the required level of detail and to pro-gram the simulation using an appropriate tool, e.g. ARENA, VISSIM or AUTOMOD.

The simulation results will be presented in self-explanatory tables and charts. Depending on the analysed system we provide capacity figures, service levels, the length of queues, waiting times and lots of custom tailored evaluations. Bottlenecks can be identified, and pro-cess animation helps to understand complex dependencies. Together with an extensive capacity analysis this leads to • improved management

decision support,

• savings on account of detailed and comprehensive capacity predictions for new investments,

• savings on account of an optimised use of existing infrastructure and • increased customer satisfaction on

account of shorter process times and higher process qualities.

The success of Munich Airport and the high quality of its processes can be attribu-ted to many underlying causes. Among the key aspects is the tight intermeshing of the airport's core processes with the supporting IT solutions.

To represent the requirements of a hub airport with the necessary performance in the handling processes, highly integrated IT systems are in use. For example, the efficient utilization of IT in our Terminal 2 enables the airport to guarantee a mini-mum connecting time of just 30 minutes. To achieve this standard, streams of passengers and baggage and the transfer

data of passengers and crews are continu-ally monitored and managed. For this purpose, the HCC (Hub Control Center) was set up. In this interdisciplinary cross-company control center, all information relevant to handling and clearance comes together and is displayed and handled through the individual systems designed to support the various processes. Only in this way is it possible to respond rapidly to any discrepancies in the hub processes. Delays in aircraft turnaround or hub coordination problems are reduced to a minimum.

As a result, the airport is not only a hub for air traffic, but also for all information needed for the management of the necessary processes. The airport information hub concept integrates all systems and applications involved in the handling processes so that having the right information at the right time and in the right place can be taken for granted.

The performance and quality of the pro-cesses at Munich Airport are continually improved through the use of new, innova-tive IT solutions. Examples of these suc-cessful solutions include:

• The information hub concept with cen-tral, highly redundant data storage, load balancing and fully automated failover in case of problems.

• Telematics and tracking of ground vehi-cles for intelligent and economically effi-cient dispatching and billing and for vehi-cle management purposes.

• Collaborative decision management / sequence planning for the optimization of runway capacity and for avoidance of pre-take-off queues.

• Universal display system – A uniform, integrated system for the display of flight information, advertising or any other con-tent in the form of text, graphics or video. • Visualisation of ground processes • Unified baggage management system

and baggage tracing

• Baggage reconciliation system with docu-mentation and display of the loading location in the aircraft, online offload messages, visualisation of the loading status at the gate.

Inevitably, a high level of IT integration creates strong reliance on the implemen-ted IT systems. To allow round-the-clock coordination of core airport processes, the IT Services division uti<lizes state-of-the-art technology. Redundant systems are in place wherever needed. Through intelli-gent switching processes, these systems can rapidly compensate for individual component failures, thus ensuring airport operations with zero downtime. Naturally Munich Airport does not rely only on technological processes. The majority of the implemented systems were designed and launched by employees of the IT Services division and are also operated by the division itself.

To be in a position to offer consistently high service levels at low cost, the IT Ser-vice Division has implemented numerous measures to optimize the IT service processes. Clear goals were set, namely improvements in efficiency in the service processes and the consolidation of systems on common technical platforms. In the past, functionalities such as FIDS, CCTV, telecommunications, data commu-nication were covered in separate system worlds. Today the technologies of these worlds are merging. In the future, commu-nication among systems will be handled via a uniform network infrastructure. The individuality of the systems will be seen only in the end devices that are implemented and the applications in use on the client and server systems. The utilized

components can be standardized to a very large extent. This yields significant cost savings, but requires considerable integration skills.

The convergence of systems and the concentration on standardized platforms permits substantial improvements in efficiency in the IT service processes. The range of skills required to operate the IT systems is greatly reduced and the operational organization can work much more cost-effectively. Munich Airport International has demonstrated the efficiency of its IT service process by achieving major cost reductions and through the ISO 20000 certification carried out in 2006, which made Munich the first airport in the world with this type of certification under the ITIL standard.

– Safety Management System

The professional know-how in airport operation was the basis for the develop-ment of the Safety Managedevelop-ment System at Munich Airport International. Together with Technical University of Berlin and

under the patronage of the German ministry for transport Munich Airport International developed a methodology to set-up and a Safety Management System.

Based on this methodology Munich Airport International offers its experience in the development and implementation of Safety Management Systems worldwide.
