Around the Definitions
• In USA and UK, to be enrolled in two degree programs simultaneously or consecutively for obtaining two
degrees is called ‘joint degree’ ,’dual degree’ ,’double degree’.
• In USA, dual degree program often means the program for two degrees in home country and abroad and Joint degree program means the program in two departments of the same school and/or in two schools of the same university.
• In UK, dual/joint degree program means that two
institutions grant two separate degrees, but dual degree program also means that more than two institutions grant one degree jointly. (Mikoko Nishimura, Kobe University)
Tentative definition
• Dual Degree: to be enrolled in two similar programs of two different universities and to obtain two separate degrees (Tokyo Tech-Tsinghua Joint Graduate Program)
• Double Degree: to be enrolled in two different programs of two different universities and to obtain two separate degrees
• Joint Degree: to be enrolled in two universities and to obtain one degree jointly granted by

Outline of the Program
• Tokyo Tech and Tsinghua university jointly educate students and provide them with both degrees
• The first dual degree program of graduate school in Japan
• Aiming at producing leading figures who speak
Japanese and Chinese and will work between two countries
• In Chinese, this program is called as
– 「双方学位」プログラム

• Started in 1911 as Preparatory school for studying in U.S. (米国留学予備校・清華学堂) and became Tshinghua
University in 1928
• 8,116 faculty members and administrative staff
• 12,000 undergraduate students and 6,200 students in M.A. and 2,800 students in Ph.D
• Departments of natural science, engineering, literature, law, economics, business management、art
• One of the leading universities in China, strong in natural science and engineering with due focus on liberal arts

2002 Autumn Project proposed when international office was established in Tokyo Tech
2004 Feb. Agreement signed
2004 Sept Master Course in nanotech and biotech started at Tsinghua
2005 April Master Course in nanotech and biotech started at Tokyo Tech
2005 Sept Social science and technology course started at Tsinghua
2006 April Social Science & Tech course started at Tokyo Tech
• Ph.D course started in Sept. 2007. (Ph.D to be provided by either Tokyo Tech or Tsinghua)
• 4 teachers are stationed in Beijing and the permanent program office is also opened in Tsinghua campus

• Ph.D courses are different from M.A. Students who wish to apply for the Ph.D course have to succeed in entrance exam of either Titech or Tsingua and will be enrolled in both Ph.D courses. They will conduct their research under supervision of professors of both universities. Then they will decide to which university they will submit their Ph.D dissertation upon consultation with their supervisors.
Schedule
• Tshinghua students are admitted in Sept. and study for 3 years
• Tokyo Tech students are admitted in April and
study for 2 years and a half
• They are to be conferred both degrees

Cost and scholarship
• It costs more than single regular M.A. course since students need to be enrolled in and
graduate from both universities
• Because financially, it is more burden for
Tshinghua students, Tokyo Tech provide them with scholarship, which covers tuition,
accomodation and daily subsistence for one year • The costs for Tokyo Tech students are 30000
yuan for tuition for M.A. and 40000 for Ph.D for
one year and 65 yuan/day for dormitory, which are partly covered by Tokyo Tech

Management
• Dual degree program (Ph.D in the other field and MA of management of technology) for the graduate students enrolled in the other schools of Tokyo Tech
• Requirement for MA of management of
technology: 40 credits including more than 22 credits in major courses and thesis
• Up to 15 credits in the other
departments/schools can be approved as a part of the above 40 credits
Issue 1:tuition
• In the Tokyo Tech-Tsinghua Joint
Graduate Program, students have to pay
tuitions to both universities
• Tuition should be waived or exempted
while the students do not stay and study at
respective university

Issue 2: Students from universities
abroad
• Foreign students under the Japanese
government (Monbukagakusho) scholarships cannot be waived from tuition of Tokyo Tech while they don’t stay and study at Tokyo Tech although they are enrolled in the dual degree program
• Foreign students under the formal academic exchange agreements cannot obtain a degree since they are not regular students.
