PURPOSE OF THE POSITION

To perform scheduled preventative maintenance testing and repair of Clinical equipment across Counties Manukau District Health Board sites.

NATURE AND SCOPE OF RESPONSIBILITIES

Key Accountability Standards / Achievements

To perform preventative maintenance testing of Medical equipment across the CMDHB sites.

Perform testing to a high standard being guided by industry standards and CMDHB policies and procedures

• Perform electrical safety testing of

equipment to AS/NZS standards in

conjunction with the current New Zealand electrical regulations

• Complete scheduled “Preventative

Maintenance” tasks as per the AIMS data base monthly printout.

• Perform testing of other clinical equipment to PM guidelines or as instructed.

To perform repairs on medical equipment across the CMDHB sites.

Perform repairs to a high standard as required and instructed.

• Initiate repairs to equipment as instructed or from the “Work Order List” in a timely manner.

• Ensure that repaired equipment has been tested to the PM guidelines above.

• Ensure all repaired equipment is returned to the end user in a timely manner.

To perform initial acceptance testing on new equipment coming onto the CMDHB sites.

Perform initial testing of equipment and asset register the equipment.

• Asset register the equipment and enter the relevant details into the AIMS data base.

• Ensure that a set of service and operators manuals are available for the manual library.

• Ensure that the equipment is delivered to the end user and that a signature is receipted.

To maintain a level of usable stock.

Take part in annual stock takes and issue purchase requisitions for new stock when necessary.

• Order and maintain stock held by the department

Key Accountability Standards / Achievements To maintain and support equipment for

critical care/high acuity areas, as allocated by Clinical Engineering Management.

• Ensure repairs to critical equipment are performed and equipment returned in a timely manner

• Assist in training sessions when required to promote a greater technical understanding

• Assist others in the Clinical Engineering Department with their understanding of servicing in the area of medical equipment

• Create and maintain a good working relationship with the allocated area/s.

• Provide the area with an effective, efficient and safe clinical engineering service.

• Assist the areas with their medical equipment management by providing accurate and time reports regarding the equipment function, condition and replacement cycle.

To maintain an accurate and up-to-date Maintenance Management System (MMS) and administration systems.

• Ensure accurate and up-to-date records are entered into the departments Maintenance Information System pertaining to medical equipment asset management, equipment life-cycle management, maintenance costs, inspection and/or preventative maintenance frequency, service history, etc.

• Ensure the data is captured in a timely manner (no later than the next business day).

• Produce various reports on request pertaining to the life cycle aspects of equipment by extracting data and

information from Maintenance Information System.

• Obtain and verify the cost effectiveness of quotations received for any maintenance or spare parts.

• Generate the appropriate requisitions for the maintenance of equipment or spare parts.

• Ensure that accurate records are kept with regards to repairs or spares purchase from suppliers, agents or service centres.

• Generate reports on evaluation of equipment on request.

Key Accountability Standards / Achievements To mentor junior staff with the goal to train

so to develop their skills levels.

• Develop a training program for junior staff allocated under the mentoring program ensuring the following are in place :

o Good clinical engineering practices, o Knowledge on test procedures and

usage of test equipment.

o Develop general and specific medical device maintenance skills.

• Review, assess and sign off junior staff when they have completed the training on a specific medical device and ensure their training record is updated.

• Ensure that all accidents/incidents in the workplace are investigated, and that hazards are recognised and adequate controls put in place

• Read and adopt CMDHB Health and Safety policies and apply relevant procedures to own work activities.

Utilise Information Technology • Demonstrate an ability to use the phone and paging systems.

• Be conversant with applications required for your specific discipline/role. For example, AIMS, Outlook, etc.

• Maintain own professional development by attending relevant IT educational

programmes.

• Managers, senior engineers, technologists, technicians, trades persons, Charge Nurses, Nursing staff, orderlies.

Externally there will be contact with:

Public, Suppliers, other clinical -engineers, -technologists and -technicians

Situations may often call for tact, diplomacy and will require information to be handled in a discreet and sensitive manner.

In conflict situations will be required to exercise sound judgement, negotiation and persuasiveness skills, toward facilitating a workable outcome.

PROBLEM COMPLEXITY

Will be regularly challenged by a wide range of medical equipment. There will be a requirement to be able to prioritise issues and negotiate time frames, while still providing a quality customer service.

The range of problems will be diverse and require solutions customised to meet the circumstances of the client. Therefore opportunities will arise to provide innovative options to the client based on proven outcomes.

There will be demands to meet deadlines, maintain accuracy and quality of information. Failure to do so could impact on the organisation in terms of fixed schedule outcomes.

Will refer to Team Leaders, Clinical Engineering Manager and/or peers for advice or second opinion.

SCOPE FOR ACTION

The incumbent is empowered to make decisions or recommendations relating to all aspects of the job description. Use of initiative and problem solving skills to develop innovative approaches to issues is encouraged

Discretion is required to be exercised in releasing confidential information to the appropriate parties.

DIMENSION OF THE POSITION

The incumbent will be responsible to the Team Leaders and Clinical Engineering Manager for the achievement of agreed objectives and operates within the confines of Counties Manukau District Health Board.

PERSON SPECIFICATIONS

Minimum Preferred

Qualification • Diploma in Electronics or Electrical Engineering and/or Clinical

Engineering (Level 4 or higher).

• EAS Registration

• Degree or post grad qualification in

electronics or clinical engineering

• Human Anatomy and

Physiology certificate. • EST Registration • Supplier approved training and qualifications to service medical equipment.

Experience • Min 5+ years clinical engineering experience of which

• At least 2 years experience in

maintaining critical and complex medical equipment.

• Min 7+ years clinical engineering experience of which 2+ years of critical clinical area servicing experience.

Skills/Knowledge/ Behaviour

• Electro-mechanical aptitude and fault finding ability

• Good understanding of medical devices and local standards

• Medical equipment repair and maintenance experience (such as critical care equipment)

• Drivers licence (Full motorcar licence)

• Customer service skills.

• Computer literacy

• Ability to train, develop

• Understanding of Human Anatomy and Physiology.
