A Message

the Dean ...

The nadir in law school enrollments since World War II came in the decade 1950-1960. During this period the em­ phasis was on engineering and science. This emphasis augmented by scholarships induced many students who would

have entered law to go into other fields. The Review of Legal Educa­ tion published by the American Bar Association Section of Legal Educa­ tion puts the total enrollment of American Bar Association approved law schools at 40,481 for the year 1960. This figure is slightly larger than the total for 1959 of 38,238. Enrollments in approved law schools have continued to increase as fol­ lows : 1961-41,499; 1962, 44,805; and in 1963, 49,553. The figures for 196lf have not been compiled but the upward trend is evident. In the period 1961-1963 the total first year nation-wide enrollment rose from 16,489 to 20,776.

This trend has been reflected in the enrollment in the College of Law. Since we have a class of beginning students entering in each of the four quarters the total number of b�ginners are those who entered during all quarters.

The only figures available for 1964-1965 are those for the Fall Quarter, wh�h number 113.

The total enrollment of students in the College of Law in the Fall Quarter during the past six years rose from 130 in the Fall of 1959 to 343 in the Fall of 1964. Of the 343 students, 59 or 17.02o/o are from states other than Tennessee. For a number of years we have had from 10o/o to 15o/o out­ of-state students.

The increases in enrollment have caused the faculty to consider the enrollment projections for the future. In the Fall of 1964 the Freshmen Class in the University was 3874 as compared with 2834 for the Fall of 1963. Indications are that the enrollments in the Colleges of the University will continue to rise at an accelerated rate. The impact of the increase in this year's freshmen class will reach the College

of Law in three years. We believe that law school enroll­ ments will continue the present trend with a large increase in applications beginning in 1967.

These prospects are creating problems of personnel and facilities, such as space and library, that are being studied by the faculty. The reallocation of available space has given us an additional class and seminar room and two additional interviewing offices in the legal clinic. For the convenience of the students, additional quiet study space has been provided in the library stacks and all class rooms are available for �:udy purposes when classes are not in session. We now have in excess of 65,000 volumes in the library, and within approximately four years all stack space, except for con­ tinuation of sets, will be exhausted.

In 1963-1964 the admission standards for this year were increased. The standards are still being studied and addi­ tional increases will be made from time to time so that we can continue to give our students the best possible legal education.

Some lawyers are expressing concern over the increase in the number of law graduates. They fear that the profes­ sion will become overcrowded. It does not appear that this is a matter for immediate concern because of the low enroll­ ments between 1950-1960 compared with the population growth and economic and government expansion during the same period. The ABA approved schools in 1961-1962 con­ ferred 8679 LL.B. degrees and in 1962-1963, 8882 LL.B. degrees were conferred. Frank K. Walmer, Admissions Officer at Columbia University Law School, has stated that "if the demand for lawyers is to be met the law schools must expect to turn out about 20,000 graduates a year by the end of this decade."

In the year 1963-1964 extensive curricula changes were initiated at the College of Law and most of these have been put into effect. It is too early to give a realistic evaluation of these changes, but a faculty committee is constantly studying and evaluating new trends and ideas in legal education.

The increase in the size of the senior class has made it necessary to make an extensive revision of our Moot Court Program. Heretofore three quarters of participation in the trial moot court was required of students, beginning with the sixth quarter. Court was held one evening a week in

Major Robert E. Hart, JAGC, '50, the ARMISH-MAAG Staff Judge Advocate has become a charter member and an officer of a newly organized Iran-American Bar Association For World Peace Through Law. Major Hart is first Vice­ President. The new bar association will be associated with the "World Peace Through Law Committee" of the American Bar Association.

Byron M. Eiseman, Jr., '60 is associated with the firm of

CHARLES ROBERT ABLES is from Richard City, Ten­

nessee and is 34. He is married to the former Rada Belle

Edmonds. By serving in the National Gllard, he is not subject to military service. Bob received a B.S. from the University of Chattanooga. He has served as Independent Repre­ sentative for the Student Bar Asso­ ciation. He has farmed, l,as been employed as a Post Master, and has been a collector for an agency. Bob will receive his LL.B. in June 1965.

JOHN LEE ALLEY is a native of Springfield, Tennessee. He is 28 years old and married. John received his B.S. degree from U-T with a major in Industrial

Management. John is a candidate for the Tennessee Law Review. He has served on the library staff and as a student advisor while remaining active in PDP legal fraternity. John's employment experience in­ cludes three years as an examiner in life insurance companies and as assistant to the University Counsel. John will receive his Bachelor of Laws degree in December, 1964.

Bob received the John R. Stivers Law Scholarship and has acted as election chairman and student advi­ sor. Bob his worked as Dorm Coun­ selor and has served as supervisor of the faculty Club. Bob will gradu­ ate in December, 1964.

JAMES E. ELKINS is a native of Clinton, Tennessee.

He is single and twenty-five years of age. He has not yet completed his military obligation.

Buzz attended the University of Tennessee and received his Bachelor of Science degree in Business Ad­ ministration from East Tennessee State University. He is a member of the library staff, Phi Delta Phi legal fraternity, and the Student Bar Association. Buzz will receive his Bachelor of laws degree with the class graduating in March 1965.

SHELBURNE FERGUSON, JR., is a native port, Tennessee. He is 23 years old and single. did undergraduate work at Stetson

and at Milligan College. He is presently working on a Masters degree from East Tennessee State University which he hopes to com­ plete by June, 1966. HUGH STANDEFER GUTHRIE is twenty-four. A native of Chattanooga, Tennessee, he is single and is exempt from military obligation. Stan received his

Bachelor of Science in Accounting from the University of Tennessee. He was Treasurer of the Student Bar Association and is a member of PDP. Stan has one and one-half years experience as a law clerk with a Knoxville law firm. Stan will receive his Bachelor of Laws degree with the class graduating in

THOMAS E. GUTHRIE, JR., is a native of Cross Plains,

Tennessee. He is 35 years old, married, and the father of

He was employed as a civil engineer for six years with T.V.A. and is a licensed professional engi­ neer in Tennessee. Tom is a mem­ ber of the Student Bar Association. KENNETH E. HALL is from Lebanon, Tennessee. He is 24 years old and married to the former Janie Lambert. Ken

did his undergraduate work at Texas Tech and the University of Tennes­ see. He has served as President of Phi Delta Phi legal fraternity and was selected in the top 10 per cent of moot court trial attorneys. Jones, PAD, of Greenville, S.C. Robert W. Knolton, PAD, of Jackson and Ben H. Cantrell, PDP, of Palmersville are seeking the office of Secretary while Jack H. McPherson, PAD of Knoxville and Wilson S. Ritchie, PDP, of Knoxville are running for the Treasurer's post. Fall Quarter elections are scheduled for late November.

Association Conducts Seminar

ATLA National President Bill Colson of Miami, Florida presided. Program chairman and local governor, J. D. Lee of Madisonville, Tennessee, presented Dean Harold C. Warner the ATLA Meritorious Achievement Award for his contributions to the legal profession.

Speakers from Iowa, Michigan, Florida, and New York discussed opening statements, jury selection, interview clos­ ing arguments and other interesting aspects of the trial. This seminar is one of over fifty that are being conducted throughout the United States by the Association to improve the quality of the profession.

are conducting the Moot Court program. There are two courts, one meeting on Tuesday evening and the other on Thursday evening. Each court will meet seven times a quarter and court will be held in all four quarters, Fall, Winter, Spring and Summer. Moot Court participation is still a requirement for grad­ uation, but the time is reduced from three to two quarters. The moot court bar for each quarter will be the students in their eighth and ninth quarters. It is estimated that in each quarter ending with the Summer Quarter there will be

student lawyers participating in each court. We are

convinced that each student will now receive more training in two quarters than was received in three under the old program.
