ABOUT THE INSTITUTE AND GENERAL SCOPE OF THE WORK

Central Institute of Fisheries Education (CIFE), Mumbai was established in the year 1961 under the Ministry of Agriculture, Govt. of India with the assistance of FAO/UNDP. It came under the Administrative control of Indian Council of Agricultural Research (ICAR), New Delhi in 1979. The Institute was conferred the status of Deemed University in March 1989. The Institute has a mandate to conduct post-graduate (M. F. Sc.) academic programmes and Doctoral courses (Ph.D.) in core and emerging disciplines of Fisheries Science in the country. CIFE is also mandated to undertake basic and strategic research in frontier areas of fisheries, conduct demand-driven training programmes to various stake-holders, and to provide inputs for policy development. In over 50 years of its existence, CIFE has emerged as a center of excellence for higher education in fisheries and allied disciplines and has nurtured many illustrious scholars and leaders. Today CIFE takes pride in its elegant and expansive campus comprising of state of art laboratories, library, hostels, guest house and sports facility.

Central Institute of Fisheries Education (CIFE) is located in Versova, Mumbai has two campuses. While the old Campus is located on Fisheries University Road, Seven Bungalows, Versova, Andheri (West), the New Campus is located on Panch Marg, Off Yari Road, Versova. The distance between these two campuses is about 1 kilometer. The present tender for the contract of “Repairing and Annual Maintenance Contract (AMC) of Duct type Air-conditioning System installed in the Library - Cum - Administrative Building” in the New campus of CIFE.

THE SCOPE OF WORK:

The scope of the work in the present tender includes the following 2 components:

(1) Annual Maintenance Contract of Duct Air-conditioning system (i.e. a system comprising of duct and split Air-conditioners) installed in the Library - cum – Administrative Building. This Duct Air-conditioning system was installed in 2008-09. The AMC shall be for a period of 2 years which shall be extended by 1 more year depending upon the merit of performance of the contractor.

NOTICE INVITING TENDER

The Director, Central Institute of Fisheries Education (CIFE), Mumbai-400 061 invites sealed Tenders from the eligible and registered Agencies/Contractors for “Repairing and Annual Maintenance Contract (AMC) of Duct type Air-conditioning System installed in the Library - Cum - Administrative Building” located in the New campus of CIFE. Non-transferable Tender document can be obtained from office of the undersigned on all working days on payment of Rs. 1000/- (Rupees One thousand only) in cash or by Demand Draft payable to “ICAR Unit - CIFE” at Mumbai (Non-refundable). Tenders will be issued from 18.03.2015 to 26.03.2015 on all working days between 11.00 AM and 4.00 PM. The Tender document shall not be issued by post. Tender form can also be downloaded from CIFE website

www.cife.edu.inand the cost of Tender document should be enclosed along with bid in the form of Demand Draft/Pay Order failing which the Tender will be rejected.

The prospective Agencies/Contractors may attend the Pre-bid meeting on 24 March 2015 at 1500 hrs. in the Committee Room of CIFE. Sealed tenders will be received up to 1500 hours (i.e. 3 pm) on 27 March 2015. The Technical Bids shall be opened on the same day at 1530 hours (i.e. 3.30 pm) in presence of the intended tenderers. An Earnest Money Deposit (EMD) amounting to Rs. 25,000/- (Rupees Twenty-five thousand only) should be deposited in the form of crossed Demand Draft payable to “ICAR Unit-CIFE” at Mumbai. The Tenders of the Agencies/Contractors who do not deposit EMD in the above said manner is liable to be rejected. Incomplete Tenders and the Tenders received after the due date and time will not be accepted.

The Director, CIFE, Mumbai reserves the right to accept or reject any or all tenders without assigning any reason thereof. No correspondence shall be entertained in this regard.

1. Sealed Tenders are hereby invited on behalf of the Director, Central Institute of Fisheries Education (CIFE), Mumbai for the contract of “Repairing and Annual Maintenance Contract (AMC) of Duct type Airconditioning System installed in the Library Cum -Administrative Building” located in the New campus of the Central Institute of Fisheries Education (Deemed University, Indian Council of Agricultural Research), Panch Marg, Off Yari Road, Versova, Andheri (West), Mumbai – 400 061. The terms and conditions of the contract which will govern any contract made are those contained in the General conditions of contract applicable to the contracts and the special terms and conditions a r e detailed in the Tender forms and its schedules. Please submit your rates in the tender form if you are in a position to furnish the requisite services in accordance with the requirements stated in the attached schedules.

2. An Earnest Money of Rs. 25,000/- (Rupees Twenty five thousand only) must be deposited in the form Demand Draft/Pay Order payable to “ICAR Unit-CIFE”, Mumbai. The particulars of the Earnest Money deposited must also be superscripted on the top of the envelope by indicating the draft/pay order number & date, failing which the tender will not be opened. The tender will not be considered if earnest money is not deposited with the tender.

3. The tenderer is being permitted to give tender in consideration of the stipulations on his part that after submitting his/her tender, he/she will not resile from his offer or modify the terms and conditions thereof. If the tenderer fails to observe and comply with the foregoing stipulation, the aforesaid amount of EMD will be forfeited by the CIFE. In the event of the offer made by the tenderer not being accepted by the institute, the amount of earnest money deposited by the tenderer will be refunded to him after he has applied for the same, in the manner prescribed by the CIFE.

4. The Schedules of the tender form should be returned intact and pages should not be detached. In the event of the space provided on the schedule form being insufficient for the required purpose, additional pages may be added. Each additional page must be numbered consecutively and be signed in full by the tenderer. In such cases reference to the additional pages must be made in the tender form. If any modification of the schedule is considered necessary, it should be communicated by means of a separate letter along with the tender. Overwriting/erasing in rates to be quoted by the tenderer will not be allowed otherwise the tender may be rejected.

5. The tender is liable to be ignored if complete information as required is not given therein or if the particulars asked for in the schedules to the tender are not fully filled in. The Person signing the tender or other documents connected with the contract may specify whether he signs it in the capacity of (i) a sole proprietor of the firm or constituted attorney of such sole proprietor, or (ii) a partner of the firm if it be partnership in which case he must have authority to refer to arbitration dispute concerning the business of the partnership whether by virtue of the partnership agreement or power of attorney or (iii) constituted attorney of the firm if it is a company.

6. If tenderer does not accept the offer after issue of letter of award by CIFE within 7 days, the offer made shall be deemed to be withdrawn without any notice & Earnest Money Deposit (EMD) forfeited.

7. In case of partnership firms, where no authority to refer disputes concerning the business of the partnership has been conferred on any partner, the tender and all other related documents must be signed by every partner of the firm. A person signing the tender form or any other documents forming part of the contract on behalf of another shall be deemed to warranty that he has authority to bind such other and if, on enquiry it appears that the persons so signing had no authority to do so, the CIFE shall without prejudice to other civil and criminal remedies cancel the contract and hold the signatory liable for all costs and damages. Each page of the tender and the schedules to the tender and annexure, if any, should be signed by the tenderer.

9. The rates quoted by each firm for the said contract in tenders should be given in both in words and figures, failing which the same is liable to be rejected. Tenderer is at liberty to be present or authorize a representative to be present at the time of opening of the tender. The name and address of the representative who would be attending the opening of the tender on your behalf should be indicated in your tender. The name and address of permanent representative of the Tenderer, if any, may also be indicated.

10. The Institute is not bound to accept the lowest or any other tender and also reserve to itself the right of accepting the tender in whole or in part of the tender. Other conditional tenders will not be accepted.

11. An amount equivalent to 10% of Annual Contract Value shall be deposited in the form of DD/BG/FDR towards performance guarantee/Security Deposit by the Successful Tenderer, only after receiving communication from CIFE. In the event of non-deposition of the same, the earnest money (EMD) will be forfeited.

12. No interest on performance/security deposit and earnest money deposit shall be paid by the CIFE to the tenderer.

Service Tax or any other tax applicable or made applicable after awarding the contract in respect of this contract shall be payable by contractor and CIFE will not entertain any claim whatsoever in this respect. However, the Service taxes (ST) or any other tax which is as per the rules of the Government shall be deducted at source from monthly bills of the successful tenderer, as per the rules/instructions made applicable from time to time by Government.

13. DIRECTOR, CIFE reserves the right to reduce or terminate the period of contract or to extend its duration in the interest of the CIFE, for any justifiable reasons, not mandatory to be communicated to the tenderer.

14. Decision of DIRECTOR, CIFE shall be final for any aspect of the contract and binding to all parties. Disputes arising, if any, on the contract will be settled at his/her level by mutual consultation and in case failure of the settlement, dispute shall be referred to the sole arbitrator to be appointed by the Director, CIFE, Mumbai. The decision of the sole arbitrator so appointed shall be final and binding on the parties. The arbitration proceedings shall be governed by the Arbitration & Constitution Act, 1996.

15. Acceptance of Tender by the CIFE will be communicated by e - m a i l / FAX/ Speed post or any other form of communication. Formal letter of acceptance and work order of the tender will be forwarded as soon as possible, but the earlier instructions in the e -m a i l / FAX/ Speed post etc., should be acted upon i-m-mediately.

17. The following documents/certificates are to be enclosed with the tender form which are the terms and Conditions of the Tender Document:

a) Registration certificate of the firm under BOMBAY SHOPS & ESTABLISHMENT ACT 1948 (FORM – D), Govt. of Maharashtra State or equivalent

b) Turnover Certificate: Minimum Annual Turnover of the Firm should be Rs. 25 lakh per year in the last 3 (three) financial years. A certificate by a registered Chartered Accountant showing Turnover of the Firm in the last 3 years (2011-12, 2012-13, 2013-14) should be enclosed.

c) Work Orders of AMC of Duct Type Air-conditioning System: Last 3 years’ continuous experience of the firm in the field of providing such services in Central Govt. establishments / Autonomous bodies of Govt. of India / Corporations of Govt. of India / reputed public or private organizations. Provide the details in enclosed Tabular form. d) Latest Income Tax Certificate: Certified Balance Sheet and Income Tax (IT) return of the

Firm for the last financial year (2013-14). This should be certified by a registered Chartered Accountant, failing which tender is liable to be rejected. A copy of the PAN Card may also be attached.

e) Experience Certificate: Duly certified copies of the satisfactory s e r v i c e s / performance where the tenderer has provided the services during the last three years.

f) Service Tax Certificate: Service Tax registration certificate issued by the local Govt. etc.

The successful Tenderer will have to enter into a detailed contract Agreement with CIFE on Non-judicial stamp paper of Rs. 100/-.

SCHEDULE-I

SCOPE OF WORKS, GENERAL INFORMATION AND

GENERAL TERMS & CONDITIONS OF THE CONTRACT

(1)

SCOPE OF THE WORK:

The scope of work comprises of the following 2 works:

(a) Annual Maintenance Contract of Duct Air-conditioning system (i.e. a system comprising of duct and split Air-conditioners) installed in the Library - cum – Administrative Building. This Duct Air-conditioning system was installed in 2008-09. The AMC shall be for a period of 2 years which shall be extended by 1 more year depending upon the merit of performance of the contractor.

(b) Complete repairing of the Duct conditioning system which includes repairing of all Air-conditioners as listed in the schedule – I and duct so that the entire Air-conditioning system is brought in perfect working condition before commencing the Annual Maintenance Contract.

(2) The bidders – in their own interest - are advised to visit the institute and check all Air-conditioners (as listed in Schedule-II) installed in the Library-cum-Administrative building which are part of the Duct type Air-conditioning System and also check critically the condition of the duct that supplies cool air in the said premises before quoting the rates.

(4) It is hereby informed that the evaluation of tender shall be done on overall lowest basis. The Contract will be awarded to the bidder who quotes the lowest amount including the repair works (i.e. to bring the ACs and duct in perfect working condition), and Annual Maintenance Contract charges. Hence, the bidders are instructed to inspect the ACs and the ducting system carefully both for taking up repairs and AMC for the said period.

(5) The scope of Annual Maintenance Contract (AMC) is comprehensive type. The AMC includes carrying out all types of repairs - both the major and minor repair works which includes repairing and replacement of coil set (condenser & cooling coil), repair/replacement of compressor, gas charging, leak testing, replacement of relays, preventable switches, repair of indoor and outdoor unit fan motors, blower motors, fan blades & blowers replacement, repairs of P.C.B. electronic circuits, Gas charging work include blazing work, replacement of all types of valve, copper pipe, capillary, Drier, Flair-nuts nitrogen gas leakage testing works, repair of electrical panel board, MCB, and all other essential works pertaining to repairing of Air-conditioners and the ducting system.

(6) The successful bidder is responsible for carrying out all types of repairs and maintenance Air-conditioners in good working condition in all respects during A.M.C. period. No extra charges whatsoever on repairing of ACs and ducting system will be paid under any circumstances.

(7) The Annual maintenance Contract (AMC) is initially for a period of 2 years and can be extended for 1 more year depending upon the merit of the performance (i.e. if the performance is satisfactory).

(8) Before the expiry of A.M.C. tenure, all machines must be handed over to the Institute in good and perfect working condition in all respects. The Security Deposit of the agency shall be released only after the handing over of the Air-conditioners and the system in good condition. In this regard, the decision of the Director, CIFE, Mumbai shall be final and binding on all concerned.

(9) Monthly Servicing: All Air-conditioners should be serviced and cleaned every month. All important components of the system (like condenser coils, etc.) shall be got painted with anticorrosion paints after every six months during the period of contract.

(11) Attending to Complaints: All complaints about non-functioning of ACs or related problems shall be brought to the notice of the Firm through Telephone/E-mail/Fax. The Firm should attend to the problem immediately: within 24 hours; and initiate necessary repairs to bring back the system in perfect working condition. All defects and problems are to be rectified at the earliest. No unwanted or fabricated delay shall be tolerated.

(12) Liquidity Damages: If written complaints are not attended within 24 hours, a penalty amounting up to Rs. 5,000/- (Rupees Five Thousand only) per day shall be charged and the Firm has to pay the same, failing which the same shall be deducted from the bill.

(13) Tools and Tackles: No tools and tackles shall be provided by the Institute. The Firm must make their own arrangement to keep all requisite tools and tackles in the premises for carrying out day-today repairs and maintenance works. Frequent bringing and taking out of tools and tackles should be avoided as it leads to wastage of time of the firm as well as the concerned Officers in issuing Gate Pass and fulfillment of other Security concerned formalities.

(14) Safety of the Technician and Labors: The selected Firm is responsible for taking all safety and welfare measures to their workmen during the period of AMC. Important measures like keeping the First Aid Box with lifesaving medicines should be kept in ready –to- use condition in the premises near the site. Contracting Agency must take care of all safety measures in the premises to prevent the Air-conditioning system from fire, theft, accidents and loss etc. while on job. The Firm should abide by all prevailing labour laws including providing medical facilities to their workers. CIFE shall not be responsible in such matters.

(15) Risk Clause: CIFE/ICAR reserves the right to discontinue the services at any time, if the services are found unsatisfactory by giving a show-cause to be replied within a week and also has the right to award the contract to any other Agency at the risk and cost of the current Agency, and excess expenditure incurred on account of this can recovered from S.D. or pending bills or by rising a separate claim.

(17) Mode of Payment:

(a) The payment of repairs (i.e. Part-I of the Financial Bid) of Air-conditioners shall be released immediately after the work is done. The Committee consisting of Competent Engineers/Officers of the Institute will verify and certify work.

(b) As far as AMC of Duct type Air-conditioning System is concerned, the payment shall be released on Quarterly basis (i.e. once in 3 months). The Agency/Firm, after providing satisfactory services shall submit the bill by the end of each Quarter. The Committee consisting of Competent Engineers/Officers and the end users will verify and certify work. The bill shall be passed and payment shall be released only after certification of the bill by the Committee and competent Officers.

(c) The payment shall be made by RTGS method. Therefore, all bidders must provide bank details for transfer of payment. For smooth transaction of payment, the bidders must attach a Xerox copy of blank cheque of their respective Firm.

(18) Every Endeavor has been made to make this document simpler and clear. Every information related to the AMC is mentioned. However, if any clarification is required, the bidders may ask the same in writing to the Senior Registrar/Sr. A. O. / OIC (Works) or the same may be got clarified in pre-bid conference.

The Director, Central Institute of Fisheries Education (CIFE), Mumbai reserves the right to reject any or all Tenders in whole or in part without assigning any reasons therefore. The decision of Director, CIFE, Mumbai shall be final and binding on the contractor/ agency in respect of any clause covered under the Contract.

LIST OF REPAIRING WORKS REQUIRED FOR AIR-CONDITIONERS

Note: The repairs indicated in the following table are as assessed by the Engineers of

the Institute. These are only indicative and approximate. All bidders are hereby

instructed to make thorough inspection of all Air-conditioners covered under AMC.

Any repairs which are unavoidable and essentially required for smooth conduct of

AMC must be incorporated in the list of repairs and cost of such repairs/replacement

of parts must be included in the financial bid. The details of all repairs, replacement of

machine parts or electrical /electronic items must be clearly mentioned against each

machine and cost of the same (i.e. repairs, replacement of machine parts or electrical

/electronic items, etc.) must be mentioned in appropriate column of the Part-I of the

Financial Bid. No extra claim for such repairs or replacement of machine

parts/electronic parts shall be entertained immediately after the commencement of

AMC. The decision of the Director, CIFE, Mumbai shall be final and binding on all

concerned in this regard.

Below listed Air-conditioners are to be repaired and brought in perfect working condition before commencing AMC. Repairs indicated below are proposed by the Institute. The Bidders are instructed to inspect the ACs and may include all other essential repairs. Note: Before quoting the amount, please read the details given in Schedule – II

1 Repairing / replacement of 1 PCB Circuit of indoor unit of Air-conditioners (this is common circuit to 2 ACs), change of defective preventable switch and Gas charging, etc.
