Rhonda Clegg and HUB representative Julian Fonta presented the Blue Cross, Blue Shield plan year information to date.

2. Presentation ~ DISCUSS, CONSIDER, APPROVE AND/OR REJECT THE REQUEST FOR PROPOSALS TO RENOVATE THE T-HANGER, ROW A AT THE BAY CITY REGIONAL AIRPORT AND DIRECT STAFF AS NECESSARY. -

James Mason, Airport Manager, discussed the bid specifications. He recommended the bid be rejected due to the cost. He suggested the engineering for the hanger be done by the City.

Council voted to reject the bid by motion. The motion was made by Councilman Jason Childers and seconded by Councilwoman Chrystal Folse.

Councilman Jason Childers stated that he, Finance Director Scotty Jones and Human Resource Director, Rhonda Clegg will be meeting next Wednesday, March 6, 2019 at 10AM to discuss this topic. No report.

PROPOSED ACTION STEPS IN PREPARATION FOR

THE MAY, 2019 CITY ELECTION

Task Group (TG), composed of the City Finance Director, the HR Director,

and a representative from the City Council, to be convened to tackle the

following issues using various means and methods of market research,

and to make recommendations to Council for approval.

1. Develop a job description for a City Manager

2. Develop a compensation package for a City Manager assuming the

hiring date is in 2019 or 2020.

3. Develop a compensation package for a newly elected Majors

position, with and without the City Managers position.

4. Design a process, detailing definable steps, for searching,

interviewing, and hiring a City Manager.

The TG should provide status relative to Problems, Progress, and Plans

during each subsequent Council meeting (a standing agenda item). Final

recommendation to Council for individual tasks may be made as they

come to conclusion, but all final recommendation are to be made by, or

any time prior to, the 1

st

Council meeting (or workshop) in April, 2019.

The TG is free to call special Council meetings as they so deem necessary

to accomplish their work. Further the TG is free to engage other staff

members, Council members, or outside resource people, again, as they

so deem appropriate and necessary.
