Traveling from INCONUS: No ROM no matter vaccinated status Traveling from OCONUS: Please follow CDC Guidelines

The following is for students traveling OCONUS who are required to ROM (per the CDC Guidelines):

Students do not need to complete multiple ROM periods if they are taking multiple/sequential JTS courses.

After arrival and check-in to your lodging, students will report arrival and beginning ROM by calling the JTS Yeoman on the next duty day. Weekend calls are not necessary. The number is (757) 492-0277. After the student has reported his/her ROM status to JTS staff, daily check-in calls are not necessary.

When in ROM, students shall avoid congregate settings, limit close contact with people and pets or other animals to the greatest extent possible, avoid traveling, self-monitor, and seek immediate medical care if symptoms (e.g., cough or shortness of breath) develop.

Students in ROM may exit quarters to access laundry facilities, outdoor exercise, designated smoking areas; and conduct other essential tasks not in a public setting provided they maintain social distancing greater than 6 feet (2 meters) from others. Access to messing facilities, stores, fitness centers and other widely used support services is prohibited.

For temporary military lodging such as the Navy Inn, normal room cleaning services will be suspended during the ROM period.

Should personnel in ROM test positive for COVID -19, the person is now considered in isolation and should further restrict movement, exiting quarters to execute only absolutely essential tasks. THOSE WHO ELECT TO WEAR FACEMASKS MUST BRING THEIR OWN

1. The Joint Targeting School is located within Bldg. 420, Layton Hall on Dam Neck Annex Oceana. It is accessible either from Norfolk international Airport, Norfolk, VA (nearest); or the Newport

News/Williamsburg International Airport, Newport News, VA. 2. Upon your arrival at the facility,

please check in at the quarterdeck with JTS Admin NLT 0745. Check in with the quarterdeck OOD/JOOD if JTS Admin are not present. 3. All visitors are required to sign in

and out at the security desk, and to display a visitor’s badge issued to them at sign-in. Students will be issued a student badge by JTS Admin. Visitors and foreign students must be escorted by a staff member (instructors and/or admin personnel) at all times.

4. The classification of our courses range from Unclassified to

SECRET//REL TO USA, FVEY.

SECRET clearances are required for all students for access into the

building.

5. Personal electronic devices (PEDs) (e.g., phones, laptops, smart watches, Fitbit, electronic cigarettes) are not permitted in the building. Please leave it in your vehicle, limited storage provided.

6. Building 420 is a non-smoking facility. Smoking is not permitted in front of the building. The designated smoking area is located at the back of the building under the gazebo facing the big parking lot.

7. Contractors: U.S. citizens planning to visit JTS who are contractors must have their security managers send their visit authorization requests via the Joint Personnel Adjudication System (JPAS) at least 5 business days prior to the visit. JPAS is the required DoD-wide security clearance certification system used for visit request transmission. The SMO Code for visit requests is 0387A5 (SECRET) or 0387A3 (SCI). Transmitting via JPAS will ensure timely and accurate

processing. If JPAS is not available and sending by mail is the only feasible method, send to: Commanding Officer

Checking-In

JTS Admin will greet you at the quarterdeck NLT 0745 on the first day for badge issuing and will escort you to the classroom. Please be patient as the quarterdeck tends to be overcrowded due to students arriving and checking-in. To get to the classroom, stay on the wooden floor. If you end up on the white tile, please find a wooden floor or simply follow a Marine. Our classrooms are located in the Marine Detachment area of the building.

Directions from the Main Gate

Route 1. Stay on the right lane on the roundabout and make the second exit right onto Vanguard Street. Turn right onto Regulus Avenue and drive 0.6 miles. Layton Hall (bldg. 420) will be on your left.

Route 2. Stay on the right lane on the roundabout and make the first exit onto Terrier Avenue. Make a left at the second stop sign onto Polaris St and then make a right at the stop sign onto Regulus Avenue and Layton Hall (bldg. 420) will be on your left.

Parking

You are not authorized to park in the “Staff Member Only” parking spaces. Towing is enforced. Additional parking is authorized across the road from the front of the building including the grass area. A detail map of the parking area is below:

Administrative

- Orders can be endorsed in the Staff office (C153) by JTS Admin. - Navy PCS or Reservists must check-in with JTS Admin with orders.

- Contractor students need to submit a JPAS visit request to SMO code 0387A5 for the days you will be at JTS. Please contact JTS Admin once complete.

Uniform

- Uniform of the day is the utility uniform, including flight suits. - Civilians should wear the appropriate equivalent.

- Marines at JTS follow the local MARDET uniform policy, which generally requires woodland utilities with sleeves up during summer and woodland utilities with sleeves down during winter.

Vehicle Pass

International students and non-DoD identification card holders must FIRST report to the Naval Air Station Oceana Vehicle Pass and Identification Card Office with a copy of your orders to obtain a vehicle pass and DOD ID. JTS has emailed a copy of your orders to Ross Canissario, Glenn Jones, and Crystal Forehand who will send a security list to Dam Neck Annex in order for you to get on the installation, if you have your pass. Privately owned vehicles (POV) are no longer required to have DoD decals to access the Dam Neck Annex installation. The only requirement to access the base is a DoD issued identification card and proof of state vehicle inspection, if your state requires it.

You are responsible for your own lodging arrangements. JTS does not arrange lodging. See page 11 for some lodging options.

NOTE: Students are responsible for making their own lodging/berthing arrangements.

We suggest reserving your lodging as far in advance as possible due to high volume of on-base students at Dam Neck Annex. Contact Dam Neck billeting and reservations at (757) 644-3362. If you cannot reach anyone from the billeting and reservations, contact 1-877-NAVY-BED. This is very important in the beginning of your school preparations, as it determines your per diem rate, location and planning decisions. Lodging on base can be anywhere from a mile to a mile and a half from the IWTC building, so plan accordingly when deciding on a rental car or POV.
