NASHUA REGIONAL COORDINATION COUNCIL FOR COMMUNITY TRANSPORTATION

The Nashua Regional Coordination Council for Community Transportation (NRCC) created this directory for use by users and providers of

human service transportation. The NRCC is composed of transportation providers, users, and purchasers from the Nashua Region.

Togeth-er, these stakeholders have been working to better understand and define the Region’s unique community transportation needs. The NRCC

views the coordination of community transportation services as an opportunity to improve and enhance the transportation network,

ser-vices, and resources available in the Region.

The mission of the Nashua Regional Coordination Council is to develop, implement, and provide guidance to the coordination of shared

ride transportation options within Region 7 so that as resources allow(1) seniors, persons with disabilities and human service agency

con-sumers can safely access local and regional transportation services to get to locations within the region and between regions; and (2)

mu-nicipalities, human service agencies and other organizations can purchase such shared ride coordinated transportation services for their

citizens, clients, and customers and (3) qualifying individuals, not working through an agency, would have the option to purchase/order

transportation services.

EFINITIONS

Within the Nashua Region there are a number of different types of transportation services and providers. Below you will find

defini-tions and descripdefini-tions of the types of transportation services that are cited in this directory.

Community Transportation is a term used to describe any public transportation service or human service agency transportation service

or program, whether it be provided by a public or private entity, that focuses on transportation for, but not limited to, seniors, persons

with disabilities and persons with low income.

Demand Response/Dial-a-Ride is a service where customers are picked up and dropped off at user-defined locations. Often,

volun-teers who have undergone a safety screening, provide rides. Users of this type of service must schedule rides in advance, typically 1-5

business days, and should expect to share a vehicle with other customers. Ride times and destinations ca be subject to volunteer

availa-bility. Some dial-a-ride services are limited to providing trips for medical appointments.

Human Service Agency Transportation Providers are organizations that provide specialized transportation services to a select group

of people based on criteria, usually elderly or disabled. Typically, transportation is only provided to individuals enrolled in an agency’s

program. These are demand response services, meaning they do not run a pre-defined schedule, but instead provide door-to-door

ser-vice using small vans or cars. Clients of human serser-vices transportation providers are typically required to request a ride 24 hours in

ad-vance. The services are often provided either free of charge or through reimbursements from federal and state programs.

Medical Transportation Providers are organizations and companies that provide non-emergency medical transportation and/or

emer-gency medical transportation services. The types of medical transportation providers can range from wheelchair transport services,

which have vehicles with specialized lifts to take patients to and form doctor’s appointments, treatment, and therapy appointments, to

ambulance transportation for emergency and nonemergency situations.

Para Transit Service, sometimes referred to as complimentary Para transit service, is mandated under the Americans with Disabilities Act

(ADA) for all public transportation systems. Para transit service must be provided within ¾ of a mile of existing public transit routes for

people with disabilities. Para transit is a door-to-bus stop of door-to-door service provided for a small fare or donation.

Private for Hire describes transportation companies that provide a range of transportation services and vehicles for hire with prior

book-ing for a set rate. These companies typically offer charter bus. Limousine, private sedan, and/or shuttle transportation for hire to special

events and airports.

Public Transit is a bus service provided on a fixed route with a fixed schedule. Anyone can ride public transit for a fee or donation,

in-cluding persons with disabilities or seniors. The Nashua Transit System (NTS) is the public transit system in the region.

Rideshare is service where an individual would either use a toll free number, web based ride board or social network to arrange a ride

with another individual or group of individuals interested in carpooling. Rideshare can be used for commuting to work, school, grocery

shopping, social events, etc.

Taxi is a vehicle for hire, which conveys passengers between locations of their choice, without prior booking. Types of vehicles and

meth-ods of regulation, hiring, dispatching, and negotiating payment can differ among providers.
