Florida Statute 1012.54

Purpose of instructional personnel certification

School personnel certified in this state must possess the

credentials, knowledge, and skills necessary to allow the

opportunity for a high-quality education in the schools

The purpose of school personnel certification is to protect the

educational interests of students, parents, and the public at

large by assuring that teachers in this state are professionally

qualified

Temporary Certificate

Valid for three (3) school years

Allows time to qualify for the Professional

Non-renewable

Professional Certificate

Valid for five (5) school years

May obtain by direct route using reciprocity (OSCERT)

May obtain with a valid standard certificate issued by NBPTS (National

Board for Professional Teaching Standards)

Graduates of Florida state-approved teacher preparation programs who

have passed all three portions of the Florida Teacher Certification Examination (FTCE), will qualify for a Professional Florida Educator's Certificate

“Full” certification subject

Can stand alone on the certificate

Subject Endorsement:

A “Rider”

Cannot stand alone on a certificate

Athletic Coaching, Reading and ESOL have both full

coverage and endorsement coverage

Temporary Certificate

Bachelor’s degree with a major in the subject content area

 Bachelor’s degree with required courses and 2.5 GPA in the content area

Bachelor’s degree with a passing score on the SAE exam

Bachelor’s degree with a valid certificate issued by ABCTE (American Board for

Certification of Teacher Excellence) http://www.abcte.org/

Professional Certificate

 Valid standard certificate issued by another state (all states recognized)  Valid certificate issued by NBPTS (National Board of Professional Teaching

Standards) http://www.nbpts.org/

Teacher education degree program and passing Florida Certification exams

Valid certificate issued by ABCTE and verification of successful demonstration

Official transcript showing conferral of at least a bachelor’s degree and course

work from an accredited or approved institution

Photocopies and grade reports are NOT official

Transcripts will be evaluated by FDOE and will be classified as isolated credit

when there is no conferral of degree shown on document

Degrees awarded by Institutions Outside the U.S.

 Notarized true copy of original diploma

Credential Evaluation by a professional agency approved by FDOE

For isolated credits (not within a degree) need transcripts and credential evaluation

SSN or name/DOB on each document

Translation of ALL documents not in English

Documents should be submitted in sequence to avoid delays in

Teachers may contact schools office directly or use their

assigned school certification coordinator

School certification coordinator should contact schools office to

check on a teacher’s status with FDOE by email

All certification related material received at Office of Catholic

Schools is logged

When contacting schools offcie by phone, fax, or email, always

identify your name, the school name, name and last 4 of the

Step 1 – Submit Application online to FDOE at www.fldoe.org/edcert/apply.asp

 Optional to send CG-10 application for Temporary or Professional Certificate to Office of Catholic Schools

 Include $75.00 fee per subject area desired on the certificate payable to Florida Department of Education

 Provide Office of Catholic Schools with official transcripts from an accredited institution

 If applicable, provide front and back copy of out-of-state certificate Step 2 – Receive SOE (Statement of Status of Eligibility)

This document is issued by the Florida Department of Education after application has

been received and evaluation of course work and degree major has been completed

 One (1) SOE is issued for each subject applied for certification

 SOE states the requirements which must be completed by the applicant in order to attain Temporary and/or Professional certification including whether applicant is eligible or

ineligible for certification in the subject area applied and whether the PECD (Professional Education Competence Demonstration) is required

Step 3 – Submit to Office of Catholic Schools

 Copy of most current valid SOE or revised SOE for each subject applied for certification

 Provide date of hire

 Provide copy of immigration I-9 form if not US Citizen

 Schedule an appointment with Fieldprint Certification Screening at

www.fieldprintflorida.com and use code FPAOMCertification

 Fieldprint provides a list of appointments to the Office of Catholic Schools Step 4 – Office of Catholic Schools

 Submits the CT-111 issue request form using the information from Step 3

 Verifies school district, employing school, date of hire, and mailing address contact information

 Requests issuance of the Temporary or Professional certificate from the Florida Department of Education

Includes certificates from D.C., U.S. territories (Puerto Rico,

Guam, US Virgin Islands, American Samoa, North Marianas) and

(DODDEA) Department of Defense Education Activity &

Must be valid and equivalent to Florida’s Professional

certification subject area

Florida has two reciprocity routes for certified teachers and administrators

to qualify for the Professional Certificate.

Route 1: Valid Standard Certificate Issued by a State Other than Florida The certificate must be a standard or Level II certificate issued by the other

state or US territory, and

The certificate must be currently valid (not expired or revoked).

The subject/s shown on the certificate must be considered comparable to a

subject/s issued in Florida.

Route 2: Certificate Issued by the National Board for Professional

Teaching Standards (NBPTS)

The NBPTS certificate must be currently valid.

The Florida certificate will reflect the Florida subject considered comparable

to the NBPTS subject.

Should apply for a Florida Professional Certificate in the same subject/s

$75.00 fee per subject area desired on the certificate payable by credit card Email or Fax final confirmation page of online application to Office of

Provide Office of Catholic Schools with any required documentation for

evaluation by FDOE: e.g. official transcripts, out of state certificate (OSCERT)

The SOE is the KEY to the certificate

An SOE is the result of FDOE’s evaluation of application and

documents submitted by applicant

The SOE outlines the path to eligibility for the subject area

specialty requested on the certificate

The SOE is the official notification of eligibility or ineligibility for a

subject area

Applicant will receive a separate SOE for each subject requested on

the certificate

The SOE states requirements to the Temporary and to the

Professional Certificate

Degree major will be used to match subject area applied for and

FDOE will use that when deciding eligibility

When degree major does not match subject area, FDOE will use

grade point average (GPA) to determine eligibility

SOE is valid for three (3) years from date issued (not the same

date as application)

Whenever additional documentation and information is received

by FDOE, a “Revised”, “Updated” SOE or LETO (letter to

applicant) is issued which lists any remaining requirements (E.g.:

score report, isolated credit from official transcript, results of

background screening, fee payment, etc.)

SOE is mailed to the applicant at the address listed on the

application: applicant must notify FDOE of address change within

30 days of any change

The SOE requests fingerprint processing, verification of employment and/or I-9 immigration form if applicant is a non-US citizen

Office of Catholic Schools requires the following items to request a certificate

Provide copy of eligible SOE and date of hire via email or fax

Schedule Certification screening appointment through Fieldprint at

www.fieldprintflorida.com Click “Schedule An Appointment”.

In the Reason why you need to be fingerprinted screen; select the web link:

I know my Fieldprint Code.

Enter the following access code: FPAOMCertification

Create a secure username/password and complete your registration

Provide a legible copy of I-9 if not US citizen

Office of Catholic Schools requests the certificate starting with the current

Required separate background screening NOT related to FDOE

teacher certification

Digital live scan screening of employees, staff, volunteers,

and/or contractors

To add a subject coverage to a valid Florida Certificate, you must:

Submit a completed application CG-10 form online at

www.fldoe.org/edcert/apply.asp with $75.00 fee per subject requested

Demonstrate mastery of subject knowledge in the subject you wish to add

Note: Certification requirements are subject to change! It is essential that you apply for the additional subject before you begin

completing requirements. To ensure that you are completing the required steps to add the subject to your certificate, the Bureau of Educator

Certification will provide you with a Statement of Status of Eligibility that officially outlines the requirements you need to complete for that subject. The Bureau cannot guarantee your path to eligibility for the subject until your application has been received and completed.

 Notify the Office of Catholic Schools to request verification of

inservice to FDOE (note that the required inservice credit must be on file to qualify for renewal)

After 6-30-expiration year, there is a $30.00 late fee

After one (1) year expiration must reinstate with CG-10R form

Can include name change free at renewal on CG-10R or submit CG-10

with $20.00 fee

Documentation of Renewal Credit

Must have a total of 120 in-service points total to qualify for renewal

Effective with renewal applications filed on or after July 1, 2014; (1) semester

hour or 20 inservice points in teaching students with disabilities regardless of the subject area on the certificate.

All renewal credit must be within the validity period of the certificate Provide Office of Catholic Schools with Official Transcripts (if applicable) Request inservice transfer from another school district (if applicable) *

*Inservice Transfer:

Teachers relying on inservice credit from other private or public school district

sources may request their inservice credit transferred to ADOM to achieve the required inservice credit necessary to renew their professional certificates. This

Teachers must provide a copy of the inservice record to OCS with any outside

school district for an evaluation of their renewal credit. OCS will then make the recommendation of the best possible method of obtaining, transferring or verifying the inservice credit to FDOE to qualify for the renewal

Reinstatement requires six (6) semester hours of college credit or

120 inservice points total within the previous 5 years from the

date of application

(Caution: New renewal requirement applies after July 1, 2014; 20 hours inservice or (1) semester hour credit in ESE)

AND

Passing score on the subject area exam (SAE) in all areas the

applicant is seeking to reinstate

Subject areas previously on the certificate that have been

changed or discontinued will be lost and cannot be reinstated

Applicant must meet any new requirements for subjects that
