EXPRESSION OF INTEREST

The Government of Andhra Pradesh intends to impart job oriented training required for emerging IT & ITeS sectors for the rural and under privileged students of AP aspiring for rewarding careers.

With a view to fulfill this objective, the IT&C Department, Govt. of Andhra Pradesh invites Expression of Interest (EoI) from the reputed training firms/institutes / agencies, meeting the minimum qualification criteria for implementation of employment generation training programmes for IT & ITeS sectors for educated unemployed students of AP State, under Public-Private Partnership model.

Inviting Expression of Interest (EoI) for Empanelment of Institutes/ Organizations/Agencies for JOB oriented training programmes

for Unemployed Youth of the Andhra Pradesh State

The Government of Andhra Pradesh intends to prepare the youth of the State for knowledge economy so as to stimulate creation of world class knowledge resources by developing enough competencies and skills in IT & ITeS sectors.

With a view to fulfill this objective, the IT&C Department, Govt. of Andhra Pradesh invites Expression of Interest (EoI) from the reputed firms/institutes / agencies meeting the minimum qualification criteria for implementation of a viable and sustainable action plan for employment generation through capacity building for educated unemployed youth of AP State.

Interested Training Institutes should submit their responses to EoI in accordance to the objectives indicated in the relevant paras of EoI documents in two parts. Envelope A, marked as such, must include all documents that are necessary to satisfy Government Partnership about the bidder meeting the qualification conditions as outlined in relevant para of EoI documents. Envelope B must contain the detailed proposal in the format specified and include the training curriculum, duration, training cost etc., inclusive of all costs for undertaking the work as indicated in relevant para of EoI documents. One Institute can give proposal for more than one Course /Location subject to fulfillment of other conditions.

Each institute shall submit the EoI along with a non-refundable amount of Rs.10,000/- ( Rupees Ten Thousand only) in the form of Demand Draft from any Scheduled Bank drawn in favour of the Joint Director & DDO, IT&C Department payable at Hyderabad.

Completed EoI should reach the Secretary, IT&C department, III floor ‘D’ Block, Room No. 431(A), A.P. Secretariat, Hyderabad, AP – 500 022 by 3:00 PM on or before 29–02-2008.

Objectives

The objectives of the Scheme are multifold and can be enumerated as under:-

1. To create a sustainable action plan for mapping competencies of unemployed youth of the state and to create modules for capability building, acceptable to industry, providing post-training campus interviews, finally to provide jobs thereby tackling the problem of unemployment.

2. To bridge the gaps in society by supporting the socially and economically backward sections such as SC/ST/BC through imparting necessary industry grade skills

On the responses received, organizations / institutions / agencies would be short-listed on the basis of qualifying criterion and the final selection would be done on the basis of the proposal submitted and the presentation. The method of selection will be based on the CQcCBS (Combined Quality-cum-Cost Based System).

The department reserves the right to accept or reject any or all application without assigning any reason thereof.

Scope of Work (SoW)

The Scope of work for the EoI involves the following:-

• Conduct of placement support training programs across the State.

• The training program catering to students from MBA/MCA/M.Tech, BE/B.Tech, Any degree, Polytechnic, Diploma, 10+2 and SSC.

• Mapping competencies for human resource development of the Andhra Pradesh Region through database creation

• Creating feasible and employment guaranteed programmes • Counseling for self help and career plan

• Skills up-gradation or new skills to improve one’s chances of employment in present context

• Orientation and guidance for self-employment ventures wherever applicable.

Qualifying Criteria

Organizations / institutions / agencies interested in the EoI should meet the following qualification criteria :-( all supported by documentary evidence)

1) Only Organizations / institutions / agencies who have partnership in the form of MoU with Industry for placements are eligible to be considered under this scheme

2) Organizations / Institutions / Agencies having a minimum of 3 (three) years of experience / track record in employment oriented training programmes /capacity building programmes with in India.

3) Should have qualified faculty members in relevant fields on its rolls with a minimum of two years of teaching experience.

4) Should have company-based training set up in the Andhra Pradesh with state of art infrastructure facilities including licensed software/hardware etc.

5) Turn over in India for training only should be indicated in terms of rupees for past two years along with balance sheets attached for last two years.

Weight age shall be given to the agencies having:

(i) More number of Industry tie-ups for placements (ii) Practice labs of International standards

(iii) Ready to use Infrastructure facility (iv) Well qualified and experienced faculty

(v) International standards certification such as ISO etc.

The areas that have been identified for Training/Capacity building include the following (not in exhaustive manner) :-

All software/hardware engineering courses including different certified courses, IT infrastructure management courses including testing and security solutions, Storage and Networking technology Courses, Multi media, Animation & Gaming technologies, CAD/CAM,GIS, AI & Robotics, Radio & Tele-Communication Technology, Enterprise Management software’s- ERP/CRM/SCM/e-Commerce etc., IT Project Management, Embedded Software, VLSI/Digital Signal processing,Nano-Informatics/Nano-Computing,Bio-Informatics,Biotechnology,Web designing and

content management, IT enabled services sectors (ITeS) such as- Banking, Finance, Insurance, Retail, Aviation, Agriculture, e-Governance, Fashion designing, Disaster Management etc., BPO/Call centre/ ICT activities, Computerized Accountancy, Any other employment generating sunrise sectors of skill sets in IT, ITES & Service Sectors.

Partnership Model:

(i) The scheme envisages to train in batches of 20-30 members per batch in different streams/modules of employment oriented courses as stated above.

(ii) The training course may be of 3-6 months duration which will, however, be decided on the basis of find job/course requirements.

(iii) The Training Co-ordination Committee (TCC) shall finalise the course curriculum and the Course fee.

(iv) It would be a pre-requisite on the part of the firms/institutes to find out suitable placement opportunities for the successful candidates. Percentage of placement needs to be indicated in the profile.

(v) After proper placement the Institute shall be eligible for Employment Incentive as applicable and agreed as per the terms and conditions with the department.

(vi) The department may suggest setting up of similar facilities in unrepresented locations.

(vii) Penalty will be attracted for non-achievement of high percentage of placements.

EoI of training agencies should include:

a) Status of Training agency (legal status, registration particulars etc.,) and any accreditation and affiliation to any Industry that is of importance for the training and placement

b) Year of establishment

c) Statutory details of financial matters (License Number/ sales Tax Registration

No./ PAN etc.), bank account for making payments

d) IT Equipment/Infrastructure and

e) Faculty details along with their emoluments

f) Solid Action Plan for catering to the above SoW including details of course

g) Training fee per candidate/ batch as the case may be and break up of fee towards raw materials, toolkits, course material, examination fee and tuition fee, etc.

h) Certification details – is the course recognized by any professional body or

authority,

i) Duration of the course (hours and in weeks)

j) Examination and tests proposed to ascertain the progress of learning

k) Toolkits/ field exposure/ any other component that is necessary for successful

conduct of the course

l) Terms of payment: tie up for educational loans, EMI payment options after

placement and any other convenient modes.

m) Flexibility to redesign courses to meet individual needs to the target segment

n) Details / proofs of placement facility available and the chances of placement

o) Any eligibility criteria for candidates seeking the proposed training

p) International standards certification like ISO etc.

q) Track record

r) Other conditions, if any, as applicable
