1. CONTEXT

The Northern Trust has been going through a period of transformation over the last year. Since May 2013 a Turnaround Team has been supporting the Trust’s Senior Management Team in a number of areas; focusing on the Acute to Community interface, the need to provide quality Emergency Medicine services while ensuring the Community services are efficient and effective; and within the financial constraints that exist throughout the Trust. The Turnaround Team completed their role in May 2014 and this placed the newly appointed Chief Executive in a unique position to lead this Trust into the organisation he/she envisages it can be.

This is a highly challenging post which requires exceptional strategic vision and outstanding leadership abilities. The post holder will support the Director of Nursing and User Experience in the delivery of high quality care to ourpatients/clients.

The successful applicant will have a proven track record of success and must demonstrate that he/she has delivered significant performance management programmes, achieved major organisational change, and has successfully led innovation, motivation and service improvement initiatives within a highly complex organisation.

2. JOB SUMMARY

The post holder will be responsible through the Executive Director of Nursing for the development and delivery of a range of high quality, safe and effective governance processes.

He/she will provide clear leadership and oversee the management of all staff involved in Patient Pathways, Infection Prevention and Control, Tissue Viability and Falls Prevention Nursing services in a way that supports the service modernisation and improves the patient/client experience.

As a member of the Trust’s Nursing and Midwifery Executive Team, the post holder will provide expert advice and leadership on initiatives to further develop a culture of accountability, safety and performance management within the organisation.

The post holder will deputise for the Director of Nursing and User Experience. He/she will provide strong professional leadership and ensure high standards of patient / client experience in all health and social care services. Specifically, the post holder will lead strategic development of nursing and midwifery standards and performance management systems, including clinical governance, policies and procedures, standards and guidelines, management of the corporate nursing and midwifery risk register and development and monitoring of Key Performance Indicators. He/she will provide expert advice and leadership in relation to nursing and midwifery governance, patient safety and user experience, development and monitoring of Key Performance Indicators.

Ensure the development of a strategic plan for professional nursing and midwifery standards and performance management systems, including clinical governance, policies and procedures, standards and guidelines in line with regional strategies, Departmental and Public Health Agency (PHA) priorities.

Work closely with commissioners and relevant stakeholders to secure their commitment and involvement in the implementation of strategic planning initiatives and targets.

Analyse and interpret Nursing and Midwifery Key Performance Indicator data and ensure appropriate improvements are implemented to enhance the service, ensuring informed decision making.

In collaboration with the Governance Department ensure the development of effective information systems to support the development and implementation of Key Performance Indicators across nursing.

Contribute to the development of risk management strategies across the Trust and ensure that they are effectively monitored.

Lead the harmonisation of nursing and midwifery policies and procedures across the Trust.

Lead on the development and implementation of evidence based, best practice across the Trust.

Lead on the identification, development and implementation of an appropriate quality system for the Corporate Nursing Department.

Ensure the needs of patients, clients are their carers are at the core of the way the Trust delivers its primary and secondary care services.

Ensure high standards of governance including assessment and management of risk.

Ensure the Trust’s services comply with all professional regulatory and requisite standards.

Lead on development and implementation of best practice in relation to medicines governance including nurse prescribing.

Lead on information governance on behalf of nursing.

Lead on measurement of patient and client experience and represent the Trust at local and Regional level where required.

Contribute to the Trust’s overall corporate governance processes to ensure its compliance with public sector values and codes of conduct, operations and accountability.

Liaise with the Chief Nursing Officer (DHSSPS) and the Director of Nursing (PHA).

Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure the Trust effectively discharges it functions.

Provide professional support to the designated nurse lead for child protection and lead of adult protection issues in the Trust ensuring that national and local recommendations have been fully implemented. Ensure there is a process for continuous improvement through the auditing and monitoring of existing practice.

Provide strong professional leadership and ensure high standards of patient / client experience in the health and social care services.

Ensure that management structures and practices within nursing and midwifery support a culture of effective team working, continuous improvement and innovation.

Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for HPSS Managers.

Participate in the Trust’s Staff Development and Performance Review Scheme. Review individually on a regular basis the performance of immediately subordinate staff. Provide guidance on personal development requirements and advise on and initiate, where appropriate, further training. Ensure that the review of performance identified above is performed for all levels of staff within the Trust in accordance with Trust Board policies.

Maintain good working relationships and morale amongst staff reporting to him/her.

Delegate appropriate responsibility and authority to the level of staff within his/her control consistent with effective decision making, whilst retaining responsibility and accountability for results.

FINANCIAL AND RESOURCE MANAGEMENT

Implement arrangements to ensure the strong financial management of the directorate plan and where required other directorate’s plans, leading the development of service plans within the area of responsibility and ensuring all staff within the department agree personal objectives.

Attend meetings of the Trust Board, its committees or Executive Management Team as required to provide appropriate, high quality information to the Director, Chief Executive and Trust Board concerning those areas for which he/she is responsible.

Contribute to the corporate decision making of the directorate and other directorates in relation to nursing and midwifery issues.

Advise the Director of Nursing and other Directors on all issues relating to nursing policy, statutory requirements, professional practice and workforce issues.

Ensure the maintenance of professional standards and statutory requirements as laid down in the current roles of nurses, midwives and health visitors and the NMC Code.

GENERAL MANAGEMENT RESPONSIBILITIES

• Adhere to the Code of Conduct for HPSS managers which states that managers will be expected to work with integrity, honesty and openness, probity, accountability and respect, available on www.dhsspsni.gov.uk.

• Ensure the appropriate governance and risk management arrangements are in place for the services you are responsible for and take appropriate action to identify and manage risk and to maintain safety of users, staff and others in accordance with relevant regulations, policies and procedures.

• It is essential to ensure that the highest standards of infection prevention and control are maintained to ensure patient and client safety and maintain confidence in the Trust. As a Manager, you must ensure that you implement all instructions/ policy in this area and that all staff are made aware of and fully comply with these.

• Where the post holder has responsibility for managing a budget, ensure that services are managed and developed both in accordance with agreed and funded priorities as set out on a yearly basis and in accordance with Standing Financial Instructions, particularly ensuring your compliance with payroll documentation procedures and timescales.

• Ensure the necessary arrangements are in place in regard to the ‘Knowledge and Skills Framework’ outlines, where this applies, for the posts for which you have management responsibility and ensure that each member of staff has an annual development and performance review, a personal development plan and that arrangements are in place to ensure that staff have maximum opportunity to progress through gateways in their pay bands and to contribute effectively towards our objectives.

• Promote a culture of continuous service improvement amongst your staff, encouraging their participation and that of service users in reviewing and modernising current services and in service development.

• Make sure you are trained and competent in the relevant policies and procedures which apply to the management of staff and other resources and abide by these policies; seeking advice as necessary from senior management or specialist staff as necessary.

• Communicate effectively with staff and maintain productive working relationships amongst your staff and with others.

• Delegate appropriate responsibility and authority to staff in order to ensure optimum and effective service delivery and decision-making, whilst retaining overall accountability and responsibility for outcomes.

• Promote a culture of learning and development and facilitate arrangements for and participate in training and development of staff as agreed for the performance of their duties. Where training is in accordance with relevant standards make sure you have the relevant competences in order to carry out this responsibility.

• Promote equality of opportunity for all by personal action, both in the management of your staff and in the provision of care to service users in accordance with the Trust’s Equality of Opportunity Policy and Equality Scheme.

• Take responsibility for ensuring appropriate standards of environmental cleanliness and for encouraging staff to maintain standards in their work area. Have an awareness of environmental issues and take appropriate action, for example to ensure the efficient use of energy and other resources, recycling etc.

• Make sure that staff are aware of trust policies regarding the Data Protection Act 1998, the Freedom of Information Act 2000, the

Environmental Information Regulations 2004 and Records Management and that they must not disclose, withhold, retain or dispose of any information unless legally authorised.

RECORDS MANAGEMENT

All employees of the Trust are legally responsible for all records held, created or used as part of their business within the Trust including patient/client, corporate and administrative records whether paper-based or electronic and also including emails. All such records are public records and are accessible to the general public, with limited exceptions, under the Freedom of Information Act 2000, the Environmental Information Regulations 2004 and the Data Protection Act 1998. Employees are required to be conversant with the Trust’s) policy and procedures on records management and to seek advice if in doubt.

INFECTION CONTROL

All staff will act as role models and champions for the highest standard of all aspects of infection prevention and control. Therefore it is a responsibility of the post holder to ensure implementation / compliance of all Infection Prevention and Control Trust policies and guidelines across operational services. In addition, demonstrate respect for the roles and endeavours of others, in implementing good standards of hand hygiene whilst valuing and recognising the ideas and contributions of colleagues in their endeavours to reduce the incidence of healthcare associated

Salary

£54,998 - £67,805 per annum Hours

Normal full-time hours of duty are 37½ hours per week, exclusive of meal times. Flexibility in relation to out-of-hours working may be required. Medical

Appointment will be subject to a successful pre-employment health assessment.

Holidays

27 days each year; 29 days after 5 years’ service; 33 days after 10 years’ service and 10 statutory and public holidays.

Pension

The postholder can participate in the Health and Personal Social Services Superannuation Scheme.

Probationary Period

You will serve a probationary period of normally six months. Closing Date

Essential Criteria for this post

Applicants must provide evidence by the closing date for application that they are employed within the Northern Health and Social Care Trust or an agency worker engaged by the Northern Health and Social Care Trust

Qualifications and Experience (Application form)

Live NMC Registration. AND

University degree, or relevant professional qualification, and worked for at least 3 years in a senior management role* in a major complex organisation**.

AND

Have experience in the following areas for a minimum of 3 years:

• Personal responsibility for achieving measurable safety, quality and patient experience improvements in outcomes for Health and Social Care Services.

• Have worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes.

• Have experience of managing people and evidence of successfully leading on organisational change or a successful change programme.

• Have proven in-depth experience of senior nursing professionalmanagement role, leading professional agenda and Trust-wide/cross boundary projects.

• Have proven experience of budgetary/financial management and managing complex HR issues.

• Have proven track record in improving patient experience and gaining patient/public views. • Ensuring professional governance arrangements are in place and delivering clinical

governance, risks and safety management and leading investigations into complex complaints and clinical incidents.

AND

• A current full driving licence valid for use in the UK and access to a car on appointment. This criterion will be waived in the case of applicants whose disability prohibits driving, but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of this post.

SHORTLISTING

A shortlist of candidates for interview will be prepared on the basis of the information contained in the application form.
