INVITATION TO RFP

Sealed RFPs, subject to the conditions contained herein, will be received by the Oneida County Department of Water Quality & Water Pollution Control until 1:00 P.M., local time on Thursday, October 21, 2010 and then publicly opened and read for:

Specifications MUST be RECEIVED at the Oneida County Department of Water Quality & Water Pollution Control , Technical Assistant to the Commissioner, PO Box 442, 51 Leland Ave, Utica, NY 13501.

Copies of the described RFP may be examined at no expense at the Oneida County Department of Water Quality & Water Pollution Control To request a mailed copy of the RFP, contact Technical Assistant to the Commissioner as above or located on the Oneida County website at hhtp://www.ocgov.net (public notice section.)

The return envelope must be clearly marked with the RFP # and addressed to the Oneida County Department of Water Quality & Water Pollution Control.

The owner reserves the right to reject any or all proposals received.

1.0 Introduction

The Oneida County Water Pollution Control Plant (WPCP) serves the Oneida County Sewer District and is administered by the Oneida County Department of Water Quality and Water Pollution Control. The facility is located on a 24-acre site on Albert E. Schuler Memorial Highway, Leland Avenue extension, in the City of Utica, NY.

The WPCP seeks proposals to replace an air conditioning unit servicing its Administration Building. The existing system consists of a split 20 ton Trane brand condenser and air handler.

2.0 Scope of Work

Oneida County requests proposals from qualified firms for supplying all parts and labor needed to replace the existing 20 ton air-cooled condensing unit with a new unit of the same performance specifications. This involves:

Removal of existing condenser, support structure and associated piping located on top of the Administration Building which is approximately 40 feet in height.

Evacuate the refrigerant per latest governmental regulations and thoroughly purge system of any contamination.

Disconnect existing unit – electrically & mechanically.

Removal and disposal of existing unit and support structure along with corresponding pipe, fittings and refrigerant.

Supply a new 20 ton Trane brand or equivalent air-cooled condensing unit designed for outdoor mounting with the following features on a custom base:

* A fully accessible industrial type compressors, condenser coil, condenser fan and motor, refrigerant receiver, sight glass, charging valve, unit controls and an operating charge of 410A Refrigerant.

* A heavy duty design with ring plate valves, spring loaded cylinder heads, multiple step unloading and replaceable cylinder liners.

* The unit shall have a vertical air discharge and operate on 480 volts, 3 phase, 60 hertz. * The system be thoroughly flushed and have any and all expansion valves replaced. * The new condenser shall be compatible with and coupled to the existing Trane brand air handling unit.

* The unit shall have all proper protection control features.

The proposal shall include fabricating a custom frame/support structure for the condensing unit. This support structure will be located on Administration Building roof which is elevated approximately 40 feet from the ground. This will require a crane, operator and riggers, all supplied by the successful contractor.

The proposal shall include making all electrical and mechanical connections, demonstrate the unit operation and controls to owner and return after two (2) weeks of usage to verify proper operation.

3.0 Terms and Conditions

Oneida County, Department of Water Quality & Water Pollution Control will award the contract resulting from this RFP.

The county is not liable for costs incurred by the selected firm prior to the issuance of an executed contract and a notice to proceed.

The contents of the selected firm’s proposal may become part of the contractual agreement, if deemed appropriate by the County.

The selected firm shall not discriminate against any individual in accordance with applicable federal, state or local laws.

All records complied by the selected firm, together with information and material gathered in pursuing the objects of this project, shall become and remain the property of the County.

4.0 Payment for Services

A schedule of payments shall be included in the proposal. However, final payment schedule for services rendered will be negotiated between the selected firm and the County and incorporated into the contract between the two parties.

5.0 Liability

A statement of insurance coverage including Liability Insurance must be included with the proposal. This statement must include Liability Insurance of no less than one million dollars ($1,000,000), listing the certificate holder as: Oneida County Department of Finance 800 Park Avenue Utica, NY 13501.

6.0 Reimbursable Expenses

There shall be no reimbursable expenses except those listed in Section 2.0, Scope of Work.

7.0 Principal Place of Business

The principal place of business for determining applicable laws is County of Oneida, State of New York, USA.

8.0 Selection Process

The following factors will be considered when evaluating proposals:

• Experience gained by completing projects of similar scope and magnitude

• Reasonableness of the proposed approach to the project

• Capacity and capability of the firm to perform the proposed work

• Experience and qualifications of project personnel

• Price

The County shall prepare a contract with the selected firm. Any modifications or addendum to that contract shall be negotiated with the County.

In the event the County’s proposed contract is unacceptable to the firm selected, the County reserves the right to select another firm.

The County reserves the right to reject any and all proposals when the County believes it is its best interest to do so.
