ARTICLE ONE- - - OF TRUSTEES*

1. — Th« Trustees shall meet lor organisation annually on or before January l$th.

2. — Hie Officers shall be t-resident, Vice Fresident and Secretary, elected by ballot at the annual meeting, to serve for one year.

3. — The President shall preside at meetings.

u.— In the absence of the ’Resident, the Vice President shall exercise the President’s functions.

ARTICLE TWO--- OF MEETINGSI

1, — Meetings of the Board shall be hell semi-annually. Special meetings mey be called by the Secretary at the direction of the ^resident, or at the request, of three Trustees. The notices of such special meetings shall state the objects for which they are called.

BY-LAWS FOR THE FREE PUBLIC LIBRARY OF tf00D BRIDGE Meetings: The regular monthly meeting of the Library ioard shall be held on the 3 r d Thursday of each month} at

P.M.

The annual meeting shall be held at the time of the regular monthly meeting for the month of January at the usual place.

Special meetings may be called by the President, or

upon the written request of three members for the transaction of business stated in the call for meeting.

Notices of all meetings shall be mailed by the Secretary to all members at least five days before the meeting.

Officers: Officers of the board shall be chosen at the regular annual meeting of the board, and shall be as follows: President, Secretary, Treasurer.

The President of the board shall preside at all meetings, appoint all committees, authorize calls for any special meetings, and generally perform the duties of a presiding officer^ In the absence of the President from a board meeting, the members present shall select a temporary chairman for the meeting.

The Secretary of the board shall keep a true and accurate account of all proceedings of the board meetings;

shall issue notices of all regular meetings^ and on the authorization of the President, of all special meetings;

shall have custody of the minutes and other records of the board; shall notify the appointing body of any vacancies on the board.

Committees: Special committees for the study and investigation of special problems may be appointed by

the President, such committees to serve until the completion of the work for which they were appointed.

Quorum: A quorum for the transaction of business shall consist of U members of the board.

Librarian: The librarian shall be considered the executive officer of the board and shall have sole charge of the administration of the library under the direction and review of the board. The librarian shall be held responsible for the care of the buildings and equipment, for.the employment and direction of the staff, for the efficiency 0f the libraries service to the public, and for the operation of the library under the financial

conditions set forth in the annual budget. The librarian shall attend all board meetings except those at which his appointment or salary is to be discussed or decided.

Order of business: The order of business at the regular meetings shall be as follov/s:

or in the event tnat there be no such official, the principal w i t h power pf s u p e r v i s i o n over the local school system, or in case such m u n i c i p a l i t y shall have none of the school officials h e r e i n b e f o r e m e n tioned, t h e n the president of the board of

education, and five citizens to be a p p o i n t e d by the m a y o r or c^ief executive, at least four of whom shall be residents of the

m u n i c i pality. The appointments shill be terms of one, two, three,

“ Have you noticed that m assive structure under construction in front of the Woodbridge High and the Township Health Center?

When completed next year, the residents of Woodbridge Township will have the finest municipal library system in the State of New Jersey.”

This main library will re­

place the present structure on Rahway Avenue and will be the final consolidating link in the vast system which encompasses nine other branches conveniently lo­

cated throughout the town­

ship.

The opening of this 50.000 uare foot structure has jen set for October of 1973.

Although construction time was lost this past spring because of the heavy rains, construction will continue so the building may be enclosed before the severe winter months set in. The schedule calls for enclosure by the end of this month.

When completed the twoand a half floor structure will of­

fer the following services on the main floor; Children’s services, meeting room, tech­

nical processing, book exam ­ ination center, graphics de­

partment, staff lounge, gar­

age and storage. j

In discussing the facilities of the new edifice, Edwin Heckerman, library director, has advised me that an eleva­

tor will lift the citizens to the first floor. Separate en­

try is available via outdoor ramps leading to the first floor. The ramps will provide immediate and easy access to the building for handi­

capped persons. Adult and young adult services will be located on this floor.

The administrative offices 'ill be found on the mezza- ine level. On the opposite end of the mezzanine, iso­

lated in a separate wing of

celluloid and converter lenses, will be the library’s film department. All film reservations, film pickup and return, and film advisory services, will be handled at this separate location. This department will only W re­

sponsible for 16mm films.

All other A-V materials will be found on the ground and first floors.

The success of a library building is certainly not the building itself, but what li­

brary services the new struc­

ture will offer to the com­

munity. Starting w i t h ex­

panded children’s services, the children’s library will have a capacity book collec­

tion of 25,000 volumes. Rec­

ords, filmstrips, loops, cas­

settes, framed art prints, and other media, complete with listening facilities, will be available in the children’s department. The multipur­

pose room and the picture book alcove will mean a va­

riety of programs and activi­

ties for the library’s juvenile patrons.

Adults and young adults will enjoy a greater level of library services as a result of the new building. We will fi­

nally be able to get the books off the tables and onto the shelves where the citizens can find them. The building will have a shelving capacity of over 200,000 volumes.

A unique solution to peri­

odical storage and retrieval has been developed for the library. Patrons wishing to work with periodicals, micro­

film, and government docu­

ments, will submit their re­

quests at the Media Pickip Desk, wherebv a clerk will retrieve the material for them. Electrically powered compact shelving is being installed to house these ma­

terials.

The Main Library will now have the facilities to develop and audio-visual collection.

Slides, loops. 8mm films, and cassettes will all be repre­

sented, along with appropriate listening and viewing equip­

ment. Eighteen individual wet carrels, electrically equipped, are being provided for patron use of A-V equipment. Micro­

film readers and printers will also be located at these carrels. The A-V software and hardware, plus instruc­

tion in the use of the hard­

ware, will be available at the Media Pickup Desk.

Five carrels or booths,

will also be provided for pub­

lic use. Twelve individual study carrels or booths, stra­

tegically located at the back of the first floor, will be avail­

able for quiet study. The first floor will seat over 200 people.

Uniquely designed display cases and shelving will set the tone for the first floor. The

framed art prints and the folio sized books, will have spe­

cially designed display shelv­

ing as well.

The central focus of the first floor is the information desk.

Similar in construction to the circulation desk, it will form a kiosk, accommodating 600 ready reference volumes, la­

teral files for newspaper

clippings and pamphlet ma­

terial, and stations for three librarians.

The meeting room on the ground floor will have a seat­

ing capacity of 178 persons Rear screen projection will be employed at this location.

The Board of Trustees of the Edison Township Library met Tuesday, Januai’y 9, 1973 at 3:30 at the Main Library with Mrs. L. Kasner presiding.

Mrs. Kasner welcomed newly-appointed Mrs. Marjorie Fenerty to the Board of Trustees. Mrs. Kasner announced that Mrs. Engel was reappointed as a Trustee by the Mayor.

Those present: All Board members; John Delesandro for Mayor Dwyer, Miss Walsh, Library Director, Mrs. Logan and

Mrs. Weingarten, L.W.V. Observer.

The minutes were accepted as read.

Election of officers for 1973 was the first order of business.

Nominations were:

Mrs. Kasner - President - motion made by Mrs. Drwal, seconded by Mrs. Engel

Mr. Huppert - Vice President - motion by Mrs. Kasner, seconded by Mr. Boyle.

Mrs. Drwal - Secretary - motion by Mr. Delesandro, seconded by Mrs. Kasner.

Since there were no other nominations, the candidates were unanimously elected for the coming year, 1973.

Some datebooks were received from the L.W.V. and distributed.

The Bookmobile Committee is scheduled to meet January 15, 1973 at 3:30 P.M. in fir. Boyle's office to make final arrangements for obtaining the Bookmobile.

The following suggestions will be investigated:

1. Iir. Ruppert brought to the attention of the Board, the need for a Board Treasurer. Mr. Delesandro to investigate.

2. Installation of Public Service light on parking lot at Main Library with dawn-todusk lighting.

3. Carpeting for Main Library needs formal bidding with specifications.

4-. Custodian, Mr. Nagy will be asked to attend adult school to receive insti'uction for low-pressure license.

5. Shall fringe benefits be included in State Report if applicable?

The next Board meeting is scheduled for Tuesday, February 6, 1973 at 3:30 P.M. at the Main Library.
