Basoglu was born in 1938 in Nazilli.
After he completed his undergraduate studies in the Department of Sculptureİn İstanbul Fine Arts Academy in 1960, he went to Italy with the scholarship he received and attended courses of Biagio Poidimani Accademia Belle Arti Roma and workshop of Pericle Fazzini.
In 1968 he worked with Kirschner and Emilio Vedova at Salzburg Summer Academy.
In 1964, started working as an assistant in the Department of Sculpture in İstanbul Fine Arts Academy.
In 1970, he retained the title of Associate Professor and in 1976 the title of Professor.
Between 1983 and 1990, he was the Head of Department of Sculpture in Mimar Sinan University
Between 1990 and 1994, he was the Dean of the Faculty of Fine Arts in Mimar Sinan University
Between 1994 and 2000, was the Rector of Mimar Sinan University.
He worked as the President of YOK council of Fine Arts Branches in Universities for a period of time.
Since 2012, he has been working as a full time professor in the Department of Industrial Product Design at the Faculty of Fine Arts in Işık University.
