Contracts and Rosters
Preprinted Continuous Member Contracts
(For Locals without Continuous Membership Agreements)
1. Have each member check all preprinted information, correct any errors, and add any missing information (especially home email addresses). Make any applicable changes on the form in RED.
2. Make sure the appropriate pay method is indicated and the form is signed and dated by the member.
3. If member pays by check, the check should be attached to the form.
4. Distribute the copies as indicated. Send the “WEA Copy” with any checks to the WEA office on a weekly basis.
5. On canceled member forms, mark “Cancel” (and the reason) on the form and return to WEA.
For those members remaining in the district who wish to drop their membership, please
attach member’s written “Cancellation Notice” (and the reason) dated on or before
September 20.
6. If you know that a member has changed their name, retired, is deceased, or is no longer employed in the district, please send a list by email to lbottom@nea.org.
7. Makesure that the payroll copy is given to your payroll office and the original is mailed to the WEA office.
FYI---
When filling in Position or Subject Titles on the forms, PLEASE USE ONE OF THE TITLES LISTED ON THE BACK OF THE MEMBER’S COPY OF THE MEMBERSHIP CONTRACT. These are the only titles that we can put into the system. If you writesomething that is not on the list, we cannot put that in the system.
Continuous Membership Rosters
(For Locals with Continuous Membership Agreements)
1. Rosters are printed alphabetically by school building and member name.
2. Have each member check all preprinted information, correct any errors, and add any missing information (especially home email addresses). Make any applicable changes on the roster inRED.
3. NOTE: When a member moves from one building to another, the original school
representative should draw one red line through the school and write the new school name next to the old. A new form entitled “WEA MEMBERS WHO HAVE TRANSFERRED” has been
attached to each roster. Please have the member fill all information out and initial. (This form only applies to members who are continuing from the previous year---not new members.)

4. Please inform members that on the roster, the Work Loc Phone is the building/school phone
number. PLEASE DO NOT CHANGE TO YOUR ROOM PHONE NUMBER.
5. For cancelled members, mark across the entire record in RED (and give a reason for cancelling). For those members remaining in the district who wish to drop their
membership, please attach member’s written “Cancellation Notice” (and the reason) dated
on or before September 20. PLEASE do not put “moved” or “no longer here” on the roster as we do not know if the member has moved to another building, a different local or to another state. If you know the member has moved, please let us know where. If you write “no longer here,” let us know what that means as well.
6. Return the corrected rosters with any checks, the new “WEA MEMBERS WHO HAVE
TRANSFERRED” form, and original new member forms to the WEA office weekly. All rosters must be returned by September 30.
7. If you know that a member has changed their name, retired, is deceased, or is no longer employed in the district, please send a list by email to lbottom@nea.org.
Cancellations
Members who are still in the school district and wish to drop membership must do so in writing (e-mails are accepted) to WEA, their Local Association, and your payroll office, by September 20. Any member who has not dropped by September 20 is responsible for full dues for the 2012-2013 year. Members agreed to this obligation at the time they signed their membership contract, which reads:
“Authorized dues deduction cannot be revoked during the membership year and dues are not refundable. I understand that I may revoke this authorization before September 20 of any calendar year for the ensuing year, by giving written notice to that effect to my employer’s payroll office, the local
association, and the WEA office. I understand that, should I terminate my employment or wish to terminate my membership at any time within the membership year, I will owe the remaining dues balance for the membership year.” If members have any questions, please contact Linda Bottom, WEA Membership

New Membership Contracts
The form. Please take a moment to look over the form to familiarize yourself.
NOTE: in the middle of the Contract is an enclosed box with first year teachers information; if this
applies to you, please put an X on the line and highlight the X (easier for us to see).
Memberships must be processed immediately. Fax in to WEA ALL NEW, SIGNED MEMBER FORMS as soon as they are completed. Note on the top of the original that it was “FAXED” and the date it was faxed. Mail the original contracts to WEA weekly with any
other membership materials.
Please do not wait until all membership is completed to mail in forms. This
delays new members’ access to benefits.

All About Dues…
Payment Types
In-Full:
Members wishing to make a single payment for dues and/or WEA-PACE must pay in full upon enrollment. Mail check payable to “WEA,” and send with form to the WEA office,
115 East 22nd Street, Suite #1, Cheyenne, Wyoming 82001.
Installment:
1. Payroll Deduction-All members eligible to participate in payroll deduction are encouraged to do
so. Continuous Membership locals automatically renew payroll deduction unless written notification to stop payroll deduction is received by WEA, the local, and the payroll office. 2. Electronic Fund Transfer (EFT) Monthly Pay (Only for those locals and individuals who don’t
have a payroll deduction option).
New members using EFT must pay one-tenth of their annual dues when enrolling for the new
year. The check must accompany the form to validate membership. Remaining obligation is to be paid over nine successive months. EFT will be withdrawn on the 10th of each month.
For continuing members using EFT, payments will begin in October and continue through
July.
For individuals who choose to send monthly checks to the WEA office, checks are due in 10
successive payments, on or before the 26th of the month. The first payment must accompany the membership form.
Prorated Dues

WEA Bylaws allow for proration of state dues for any person joining as an active member after November 15 or who is a member of a newly organized local.

Member Responsibility
: To ensure full member benefits, including legal assistance, the
member must be enrolled in the correct dues category and pay appropriate dues amounts. If
the member is certificated and changes from their current category of full-time, part-time,
reserve or substitute, to a different category, or is an ESP whose salary range has changed,
the member is responsible for changing the record accordingly. It is also the member’s
responsibility to notify the WEA Membership Office, Local President and their Payroll Office
of these or any changes.

Join with your fellow education personnel and become part of the political process.
The Wyoming Education Association Political Action Committee for Education (WEA-PACE) is the legal political arm of the WEA. It seeks to ensure that the issues relating to public, elementary, secondary and higher education, as well as the general welfare of children are addressed by legislators and other elected officials. WEA-PACE funds can only be used to assist endorsed candidates’ campaigns for state offices, the legislature and local school boards, and the members of WEA-PACE determine who is endorsed. WEA dues money cannot be used for support of a candidate.
Contributing to WEA-PACE is strictly voluntary. Now, more than ever, your contributions are needed. As you are well aware, this is a critical time for Wyoming public education.
A $20 contribution is all it takes to become a WEA-PACE Member and supporter. A $50.00
contribution earns you WEA PACESETTER status, and a $100 contribution puts you at the top as a WEA Super PACESETTER. You can contribute to WEA-PACE through payroll deduction. Your contribution will be deducted from your paychecks the same as your WEA membership dues. If you would like to become a supporter, simply fill out that portion of the membership contract. If you wish to contribute to The NEA Fund for Children and Public Education, you can do so by filling out that portion of the membership contract found in the middle of the contract just below the WEA-PACE line.
State law requires annual authorization for payroll deduction of PAC contributions. It is necessary to complete a new WEA-PACE contribution form every year.

Answering Hard Questions
It’s natural for potential members to raise an objection. Even when they think your proposition is a good one, they are merely asking you to provide some justification for their decision to join the Association. Be prepared to hear some “standard”
arguments from potential members or from members who are threatening to revoke their membership.
Here are some of the old favorites:
Q. There isn’t any reason for me to join. I get all the benefits anyway.
A. 1. No, you don’t. If you’re not a member, you do not have a voice in what we do. You do not have a right to tell us your
professional concerns or negotiations priorities or whom to elect as Association officers. You do not have a right to access Association services, professional
development seminars or training. 2. You benefit from the efforts of Association members; therefore, you should help pay your share of the costs for those benefits.
3. Solidarity and unity are other reasons for you to belong. We need the strength of 100% membership to ensure that all Wyoming students receive quality learning in quality public schools. Advocacy and professional development issues at the building and work site levels are better addressed by a united work force.
Q. What if I do not always agree with the Association?
A. 1. Few people agree with 100% of the decisions made by any organization (church, political party, homeowners’ association, club) but that does not keep them from remaining as members.
2. As an Association member, it is your right to disagree. And it is your responsibility to help change what you do not like. As a member, you have dozens of opportunities to change the direction of the organization. But you cannot influence the change if you are not a member.
Q. What voice do I have in what the Association does?
A. Each individual member helps decide the Association’s goals and program. Members elect delegates to WEA and NEA annual assemblies; they also elect officers and board members for the local and for WEA. Any member may choose to run for these positions. Through your elected leaders, you have a voice at the state and national, as well as the local, levels. If you want to use your voice, speak up.
Q. I just do not believe in joining any group.
A. People joining hand-in-hand with others to achieve goals is how this nation was created. It may sound trite, but “together we all can do what none of us can do alone.”

Q. Can I afford it?
A. The question is--can you afford not to join? Consider your dues investment in the Association as a kind of “job insurance” or an investment in the future of your
profession. There are tremendous cost savings when you consider that the hourly cost for an attorney ranges from $150-$350 and above. In addition,
Association members save an average of 5-8% on the cost of their homeowner’s and car insurance. Only Association members receive reduced rates on
Association-sponsored seminars that offer continuing education units.
Q. Is the Association really a union?
A. By law, the Association is a labor union. We function and operate as a union in the sense that we are a group of individuals working together to achieve common goals. Our goals far exceed the “traditional” union issues of job security and salaries.
We are both a labor union and a
professional association. We are deeply concerned about what is going on in public education and how we, as an “association-union”, can help foster excellence in our schools as well as address the professional concerns of our members.
Q. Does the Association take positions on non-education issues?
A. The issues the Association takes on have implications for students and education in its broadest sense. They are often issues confronted by education
employees daily. Our policies are created by governing bodies (the WEA Delegate Assembly and NEA Representative Assembly) comprised of delegates whom you elect and can direct.
Q. Is the Association involved in politics?
A. 1. Yes, but you have a right to choose whether or not to be involved in politics as an Association member. Supporting the
Association’s political action committee, including making donations, is a voluntary choice each member makes individually. 2. Education decisions are made by
politicians, school board members, legislators, and members of Congress. We are involved because those who are elected impact funding and other issues critical to education.

1. There’s no such thing as a “nonmember.” Everyone who has not joined us yet is a “potential member.” Everyone who hasn’t joined yet may be viewed as a sign that employees are really not supportive of the Association. That can hurt all of us.
2. People join the Association either because someone asked them, positive peer influence was applied, and/or the local Association is seen as effective.
3. When a potential member fails to join, the “seller” hasn’t shown the “buyer” the value in joining. It’s true that some will never join; but 90 percent membership in a building or work site is our projected goal—shoot for it!
4. And where a pocket of five or more potential members exists, that’s an especially worth- while target.
Steps to Achieving New Membership
1. Make contact with the potential member.
2. Get to know the potential member--ask open-ended questions and listen to the answers. 3. Dialogue to learn all you can about the potential member’s interests and concerns.
4. Try to get the potential member to agree on a position, issue and/or concern that can lead to a new membership (or the renewal of an existing one).
5. Show the potential member how membership ties into solving their concern. 6. Then—and not before then—explain the advantages of Association membership,
particularly as they relate to the potential member’s concerns. 7. Have the contract ready for signature.
8. If the potential member is still not convinced, enlist the help of a colleague who has a relationship or connection with them.

Handling Objections
1. Many who are reluctant to become members now will become members when positively approached.
2. Reasons given for not becoming members are often not strongly held.
3. The first objections given are often not the real or most important reasons for not becoming members.
4. Objections are often based on a lack of information or inaccurate information.
5. Identifying real objections while providing accurate information can overturn or minimize the objection relative to the value of membership.
6. Establishing a positive relationship with a direct desire to learn the potential member’s expectations may result in a new member.

Helpful Hints for the Membership Recruiter
Familiarize yourself with your local membership plan and ready resources providedfor your convenience in the WEA Resource Guide.
Plan to attend the Membership Recruiter Training in your local.
It is important to make sure each potential member has been contacted personally and received a WEA brochure.
Answer any questions potential members may have—and invite them to join.
It’s not necessary to do it alone. Ask other members to help you with recruiting. One recruiter for every ten employees at a work site is a proven, effective ratio.
At the opening staff meeting, introduce yourself as the Association Representative/Membership Recruiter. Inform employees that you’ll be speaking with them individually about the Association over the next few days.
It is helpful to put up an Association bulletin board in your lounge with your name, room number, and home telephone number. Include the name and phone number of the local president, UniServ Director, and the WEA website information. Keeping this board current is important.
Encourage your local president to arrange for the UniServ Director, WEA President and Executive Director to visit your school and meet your members.
Remember to fax completed new membership forms daily to (307) 778-8161, and mail them weekly to the Cheyenne Office.
It’s important that you review your district policies, especially those that impact school employees. Continue to ask potential members to become part of the Association. Keep a record of whom you asked, how they responded, and how many contacts were made.
Put announcements of local and state Association meetings, important dates to remember, and items of interest on the Association bulletin board.
Publicize the achievements of members from your building in the local or state newsletter. Let your members know you are proud of their accomplishments. Don’t stop there: sending a note of
congratulations is a great way of showing support.

Display evidence of your WEA/NEA membership in your room.
Ask members to make a difference in Wyoming politics by contributing to WEA’s Political Action Committee for Education (WEA-PACE) with a suggested $20 annual contribution.
Invite members to go the extra mile and become a WEA-PACESetter ($50) or a WEA Super PACESetter ($100). Payroll deduction makes it simple. (Wyoming law requires an authorized signature each year for political contributions.)
Attend all local Association meetings and give a report to members in your building.
Communicate with your members by holding a brief meeting, posting a written memo on the bulletin board, or emailing.
Memorize the WEA toll free number, (800) 442-2395 or local (307) 634-7991, and post in a highly visible area in the lounge for other members to use. Include your UniServ office’s local numbers as well.
Find volunteers to help with American Education Week activities. Do a special bulletin board in the lounge. Apprise your local president of any potential problems and assist her/him in resolving the problems. Submit an idea or article to the local newsletter or the WEA NEWS.
Write a note telling each member that you appreciate their support throughout the year and that this year, as in the past, the Association is working for them.
Check the WEA Website (www.wyoea.org) regularly during the Legislative session for the Legislative summary and other important information.
Plan activities to celebrate national employee recognition opportunities.
Hold an end-of-year meeting in your building, and plan a social with all Membership Recruiters in your local. Help us help others! You’ve probably thought of many good ideas we didn’t. Send them to the WEA

Unified Legal Services Program (ULSP): The WEA has retained the Cheyenne firm of Hacker, Hacker, and Kendall, P.C. All legal services can be accessed through your UniServ Director. WEA sponsors several cases each year for litigation.
Professional Liability Insurance (EEL): NEA and WEA provide a $1,000,000 liability insurance policy to all Association members.
Grievance Processing: The Association recommends that every local have a written grievance procedure for all employee complaints. Local representatives and the UniServ staff are available to provide assistance to members.
Due Process Advocacy: In case of contract nonrenewal, suspension, dismissal, or
termination, our members can rely on staff and legal assistance to guarantee due process rights.
Statutes and Policy: Through state legislation or local policy development, WEA advocates legal rights and fair procedures.
Member Advocacy and Civil Rights Commission (MACR): This is a statewide committee of WEA members whose assignment is to further the rights program. Projects include research, training and WEA policy development

If called to a meeting where an adverse employment issue may arise--Contact a local leader/UniServ director
in advance, if possible. Otherwise, WEA Attorney Pat Hacker suggests the following statement be made:
"If this discussion could lead to my being disciplined or terminated, or other adverse action, I respectfully request that my Association representative be present at the meeting. I do not wish to answer questions without a rep present."
If representation is refused, listen, respond with a limited or general comment and say you want to cooperate, but won't be able to do more until you have consulted a representative.
If it involves potential criminal charges—and if you're asked to provide information regarding alleged employee-related criminal misconduct, WEA legal counsel Pat Hacker has advised members not to answer, but to listen to the request and respond:
"I am a WEA member and have been advised not to answer questions until I have had the opportunity to consult with legal counsel. I will respond once I have consulted counsel. I cannot answer your questions at this time."

Contract for Continuous Membership Payroll Deduction Authorization
I hereby instruct and authorize (Employer) _________________________________________________ to deduct from my salary and transmit to The Wyoming Education Association, in accordance with the agreed upon payroll deduction procedure, my professional dues in an amount as may be determined this membership year and each membership year thereafter.
AUTHORIZED DUES DEDUCTION CANNOT BE REVOKED DURING THE MEMBERSHIP YEAR AND DUES ARE NOT REFUNDABLE. I understand that I may revoke this authorization before September 20 of any calendar year for the ensuing year by giving written notice to that effect to my employer’s payroll office, the local association, and the WEA office. I
understand that, should I terminate my employment or wish to terminate my membership at any time within the membership year, I will owe the remaining dues balance for that membership year. I understand that my local, WEA, and NEA will not refund to me any amount already paid.
I hereby waive all right and claim for said monies so deducted and transmitted in accordance with this authorization, and relieve the school board and all its officers from any liability. Dues payments are not deductible as charitable contributions for federal income tax purposes. Dues payments (or a portion) may be deductible as a miscellaneous itemized deduction.
The Wyoming Education Association Political Action Committee for Education (WEA-PACE) collects voluntary contributions from Association members and uses those contributions on behalf of friends of education who are candidates for state/local office to promote the causes of children, public education and public school and college employees. A representative committee makes endorsements of candidates in a non-partisan fashion. WEA members are encouraged to support WEA-PACE with their voluntary contributions. A $20 contribution is all it takes to become a WEA-PACE Member and supporter. Additional recognition is given to members who join at the WEA PACESETTER ($50) and the WEA Super PACESETTER ($100) levels. Contributions to WEA-PACE are voluntary; making a contribution is neither a condition of employment nor of membership in WEA, NEA, or any of its affiliates, and members have the right to refuse to contribute without suffering any reprisal.
The NEA Fund for Children and Public Education (NEA Fund) collects voluntary contributions from Association members which are used for political purposes, including, but not limited to, making contributions to and expenditures on behalf of friends of public education who are candidates for federal office. Only U.S. citizens or lawful permanent residents may contribute to the
NEA Fund. Contributions to the NEA Fund are voluntary; making a contribution is neither a condition of employment nor membership in the Association, and members have the right to refuse to
contribute without suffering any reprisal. Although the NEA Fund requests an annual contribution of $15, this is only a suggestion. A member may contribute more or less than the suggested amount, or may contribute nothing at all, without it affecting his or her membership status, rights, or benefits in NEA or any of its affiliates. Contributions to the NEA Fund are not deductible as charitable contributions for federal income tax purposes. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer for each individual whose contributions aggregate in excess of $200 in a calendar year. Federal law prohibits The NEA Fund from receiving donations from persons other than members of NEA and its affiliates, and their immediate families. All donations from persons other than members of NEA and its affiliates, and their immediate families, will be returned forthwith.

The Wyoming Education Association Political Action Committee for Education (WEA-PACE) collects voluntary contributions from Association members and uses those contributions on behalf of friends of education who are candidates for state/local office to promote the causes of children, public education and public school and college employees. A representative committee makes endorsements of candidates in a non-partisan fashion. WEA members are encouraged to support WEA-PACE with their voluntary contributions. A $20 contribution is all it takes to become a WEA-PACE member and supporter. Additional recognition is given to members who join at the WEA PACESETTER ($50) and the WEA Super PACESETTER ($100) levels. Contributions to WEA-PACE are voluntary; making a contribution is neither a condition of employment nor of membership in WEA, NEA, or any of its affiliates, and members have the right to refuse to contribute without suffering any reprisal.
The NEA Fund for Children and Public Education (NEA Fund) collects voluntary contributions from Association members which are used for political purposes, including, but not limited to, making contributions to and expenditures on behalf of friends of public education who are candidates for federal office. Only U.S. citizens or lawful permanent residents may contribute to the NEA Fund. Contributions to the NEA Fund are voluntary; making a contribution is neither a condition of employment nor membership in the Association, and members have the right to refuse to contribute without suffering any reprisal. Although the NEA Fund requests an annual contribution of $15, this is only a suggestion. A member may contribute more or less than the suggested amount, or may contribute nothing at all, without it affecting his or her membership status, rights, or benefits in NEA or any of its affiliates. Contributions to the NEA Fund are not deductible as charitable contributions for federal income tax purposes. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer for each individual whose contributions aggregate in excess of $200 in a calendar year. Federal law prohibits The NEA Fund from receiving donations from persons other than members of NEA and its affiliates, and their immediate families.
