Subject to ISAF approval DATE, VENUE AND ORGANISING AUTHORITY

The World O’pen Cup 2013 will be held at Riva del Garda from the 2th to the 5th of August 2013. The Organising Authority for the regatta is the Fraglia Vela Riva in association with the International Sailing Federation (ISAF), the Italian Sailing Federation (FIV), the International O’pen BIC Class Association and the Italian O’pen BIC Class Association.

ELEGIBILITY

The ISAF Eligibility Code will apply.

All sailor must be a member of their O’pen BIC National Class Association and National Sailing Federation (as relevant in the country), valid for the year.

Competitors born:

• from 2004 to 2001 is U13 Division must use the 3.8 O’pen BIC Trainer Sail. • from 2000 to 1998 is U16 Division must use the 4.5 sail

SAILOR LEVEL / WEATHER CONDITIONS All racers must :

• Have participated in their National O’pen Cup or National Championships prior to this event. The National Championships may be in any ISAF class.

• Have an advanced sailing level to participate. The wind conditions on Lake Garda can regularly reach 20 knots.

• Participate in the training day on Thursday 2 August. If they cannot participate, they shall send a request for exemption to the Race Committee together with their entry. The acceptance (or not) of the validity of the request by the RC can not be ground of redress. SCHEDULE

Up to 240 athletes will be accepted.

The number of races each day will be determined by the Race Committee.

Any changes to the start time will be posted on the clubhouse notice board by 08.00 pm of the preceding day.

No warning signal will be given after 16.00 hrs on the last day of the regatta. Social Event Programme will be available at on-site registration.

RULES

The regatta will be governed as defined in ISAF Racing Rules of Sailing 2013-2016, the 2013 OBCA Standard Events Rules and OBCA’s Class Rules where applicable.

When a rule apply the ISAF Racing Rules take precedence over any conflicting rules in the 2013 OBCA Standard Events Rules and OBCA’s Class Rules.

RRS Appendix P, Immediate Penalties for breaking Rule 42, will apply.

Boats may be required to display advertising chosen and supplied by the Organising Authority. ENTRY

Entry forms must be sent on-line through the website www.fragliavelariva.it

The entry form must be filled in paying attention to the unavoidable fields in red and sent to FVR clicking on SEND at the bottom of the entry form.

All entries made with charter boats must first be confirmed by the OBCA (see below), and then entered using the sail number 99999. Actual sail numbers will be assigned upon the reception of the charter boats and on-site event registration.

All entries when confirmed will be displayed on the event website. Inclusion on this notice can be considered as acceptance of entry

ENTRY FEES

Entry fee is fixed in € 120,00 (one hundred and twenty euro) per boat and includes crane facilities, club facilities and “pasta” after races. Entry deadline on Tuesday 31 May 2013, after the entry fees will be € 150,00 (one hundred and fifty euro).

The above mentioned fee must be paid in cash or with credit card at on-site registration at the race office of Fraglia Vela Riva prior competing in the Regatta. Only Euro currency is acceptable. CHARTER SERVICE

BIC Sport will provide and manage a charter service for participants : - Complete Boat (either with 4.5 or 3.8 sail), Fee: 150,00 €. - 3’8 O’pen BIC Trainer Sail only (for U13 Division), Fee: 50,00 €

Charter boats and sails will be allocated by the International O’pen BIC Class Association, and limited to International competitors only - particularly those travelling from outside Europe. Contact : http://class.openbic.com/contact,9.html

Charter boats must be paid in full, and confirmation received from the O’pen BIC Class Association prior to entering into the event with FVR. Payment will be accepted by bank transfer only, direct to the International O’pen BIC Class Association.

A deposit of 100 € must be paid to cover any damage to the equipment. This deposit will be returned to the competitor upon the return of the charter equipment in good condition at the end of the event.

Charter boats will be available from 31 July 2013. However, as additional training International Competitors may wish to participate in the O’pen BIC Italian National Championships 2013 which will be held at Arco, also on Lake Garda and very close to Riva, from 27-30 July 2013. MEASUREMENTS AND CHECKS

No Measurement Certificate will be requested.

Boats and sails must be in conformity with the Class Rules.

The Race Committee may check yachts and crews before, during and after the races. SAILING INSTRUCTIONS

The Sailing Instructions will be available at the regatta office at registration. RACING FORMAT

The number of races for all the Divisions will be at the discretion of the Race Committee. Three valid races are required to constitute the championship.

There will be separate rankings for each age group division.

Participants might be divided into fleets and/or division. The composition of the fleets will be made as described in the Sailing Instructions.

SCORING SYSTEM

The Low Point scoring system of RRS Appendix A will apply.

If 4 races will be completed boats may discard their worst score, if 9 races will be completed boats may discard their two worst scores.

INTERNATIONAL JURY

An international jury will been appointed in accordance with RRS Appendix N. Their decisions will be final as provided in RRS 70.5

ADVERTISING

Advertising is permitted as from Class Rules. PRIZES

Prizes will be awarded to the first 5 boats per division, and the first 3 boats U13 & U16 girls. SUPPORT BOATS AND MOTOR NAVIGATION

Mechanically propelled boats are generally prohibited to sail on the northern part of Lake Garda, however, during this event, a special permit to use such boats may be given Support personnel having a boat, shall produce the following documents to the organising authority:

• rib’s engine registration document (engine brand name - engine serial numbers); • rib’s engine insurance;

• Driver’s identity document.

The permit will be issued only for assistance to the races and training and it can be withdrawn at any time if rules for coaching as stating in the SI will be not followed.

It is forbidden the navigation of private assistance boats on the right hand site of the course.

Support boats, team leaders, coaches and other support personnel shall register at the Race Office within the registration time (see schedule).

The entry fee is 30Euros without gadget or 50 Euro with gadget. This fee includes launching and mooring of the coach boat, flag for sailing in North Garda lake, daily pasta (or equivalent) after racing and access to all Social Events.

Support boats shall display their(s) national flag or a white flag with their national letters.

Minimum size of the flags is 40 cm x 50 cm. The flags shall be clearly visible on both sides of the boats.

Team leaders/coaches shall register at www.fragliavelariva.it and complete on-site registration at the race office.

Team leaders/coaches shall comply with the following:

• to follow all instructions given by the Race Committee and by the Organizing Committee; • to carry other coaches on board if necessary;

• not more that 2 coaches/trainers/parents are allowed on the same assisting rubber boat;

• coaches pairs will be draw by the club the day before the training day. This could not be ground for redress. The list will be posted on the official notice board not later the 20:00 of the day before the training day.

• at completion of registrations coaches/trainers/parents are required to leave their personal details including mobile phone number and the list of their sailors; the list of sailors can be sent in advanced by e-mail before completion of registrations;

LIABILITIES

It is the competitor’s decision to enter the regatta or to start and continue in any race.

Competitors shall accept that their participation in the regatta is at their exclusive risk in every respect.

See RRS Rule 4, Decision to Race. The Organising Authority and the respective Host Sailing Club, their officers, members, servants and agents accept no responsibility in respect of loss of life, personal injury or loss or damage to property which may be sustained by reason of their participation or intended participation in the regatta or howsoever arising in connection with the regatta.

INSURANCE

All boats competing in the regatta shall have third party insurance cover of not less than € 1.000.000,00 or equivalent thereof in any other currency for any accident.

All owners/competitors who sign the Entry Form are deemed to have made a declaration that they hold such cover.

1.Weather information: Summer weather conditions

Thanks to the lake Riva del Garda benefits from a Mediterranean climate. In August temperature can reach 30°/33° degrees during the day.

Wind / Racing: Northern Lake Garda is well known for being a “sailing” mecca, largely due to the thermally generated “Ora” wind that kicks in from the south usually around 12-1pm, and builds regularly up to a F4 and occasionally up to a F6-F7. This places an emphasis on strong boat handling as well as speed in these conditions. Conventional theory is that “there’s more breeze nearer the cliffs” but that only holds true some of the time and also depends on the racing area you use. Occasionally you get thunderstorms rolling around the mountains and the clouds and drop in temperature can prevent the “Ora” from kicking in and if the light northerly or “Peler” is in place racing does sometimes take place in the ‘wrong direction’ which

emphasises a range of different skill sets. 2. Racing area:

5. General Information

Location: Fraglia Vela is situated in Riva Del Garda, located in Riva, which is in the North West corner of Lake Garda in Northern Italy. The town of Riva is particularly attractive and has a wide range of shops, bars and interesting restaurants. For non-sailing friends there’s a lot to do on holiday including mountain biking, windsurfing hill climbing, canyoning, beach activities (pebbly), canoeing etc. The majority of which are all available within a short walk of the town centre. One of the features of this end of the lake (in Trentino) is that no motorboats are allowed (other than ferries or rescue boats) which helps to keep the noise levels down and the dreaded jet-skiers out of the picture. So if you have friends or relatives interested in “sharing” your holiday – bring them along.

Getting There: Airports to head for are either Verona, Brescia or Bergamo, all of which can be reached by a number of cheap airlines e.g. Ryan air or FlyBe.

The nearest Airport to Riva d/G is the Verona Catullo one, that is 60 Km far away from Riva. On arrival at the airport of Verona the next issue is transport to / from Riva.

Options include:

Taking direct buses Verona - Riva d/G (for more info see www.aptv.it ).

Taking the railway Verona - Rovereto. From Rovereto to Riva there is not railway service but buses connect the two towns nearly every hour (for more info see www.ttspa.it )

Taking a taxi. For more info about taxes see the above point taxi service.

Hiring car for the week (for more info see www.avisautonoleggio.it ). If driving from the Airport then follow the A4 east to the A22 North signposted Brennero, and exit at the Rovereto Sud exit (toll fee payable). Follow signs to Torbole and then Riva. After the tunnel from Torbole you will enter Riva itself, continue on the main road until you get to a roundabout, turn left here and the sailing club

If flying to Milano, please take note that particularly the Milano Malpensa Airport is 250 Km far away from Riva del Garda. The Milano Linate Airport is a bit nearer but is always much better to choose flying to Verona.
