6.1 Participation projects 2015

Attached are state association submissions for 2015. The OA Board assessed these and determined that:

1. ONSW proposals, while worthy, greatly exceeded the budget available and so ONSW needs to prioritise which projects have greatest merit in terms of outcome KPIs in 2015 and whether costs can be scaled back.

2. OACT proposals:

i. for an equipment coordinator and beginners coach coordinator at all events were outside the scope of ASC funding, and almost universally done on a voluntary basis for the 1200 events organised throughout Australia each year;

ii. for a Map ready program fell instead within the scope of ASC Sporting Schools funding when the Sporting Schools program commences.

Therefore OACT should consider alternate proposals to increase participation of juniors and people in other age groups.

3. OSA proposals: Beginner course program but check needed on Ab initio program to see whether this may be duplicating or overlapping with plans to deliver Sporting Schools orienteering.

4. Other proposals: Approved in principle. Cost estimates for need firming up for a number of the national projects.

A spreadsheet summarising a draft budget is in table 1.

Comments: Course materials costs seem high. Permission should be obtained from proposed venues and agreement on acceptable O markers before funding approval given.

Should be used for training teachers, scout leaders etc in orienteering to maximise KPI outcomes.

7. Schools, Youth and Community Coordinator Proposal $9900 Coordinator to

• As above, but for other youth (e.g. Scouts, Guides) and other Communities Expected hours per week: 7.5hrs at a cost of $30 per hr (plus SGL) for 4 x 10 weeks

Comments: Participation funding of a coordinator as above was put to the ASC and rejected as inappropriate for what the ASC was planning for the operation of Sporting Schools.

Comments: This plan appears to be an implementation plan for Sporting Schools, not something that should be paid from Participation funding. Charges to schools appear to be well in excess of what most will be willing to pay.
