The regular Monthly Meeting of the Town Board of the Town of Woodhull, County of Steuben and State of New York was held at the Town Hall, 1585 Academy Street, Woodhull, New York on the 13th day of April 2016.

PRESENT: Scott E. Grant, Supervisor Bryan M. Conklin, Councilman Larry B. Guild, Councilman

Arnold S. Herrington, Councilman Douglas S. O’Brian, Councilman

Woodhull Municipal Gas Company business was conducted at 6:30 PM. Supervisor Herrington reported that the Woodhull Municipal Gas Company cannot belong to the Northeast Utilities Group as a full member because of the prohibitive cost of $5,000. He stated that the gas company will have to stay under Corning Natural Gas. The gas company took delivery of the

pickup truck from the Highway Department. Supervisor Herrington has been to State Line Camping looking at caps for that truck. The best deal is one for $1,200.00, and the board approved the purchase.

Phil Mosolf submitted his monthly report of hours worked. He has done some line markers at the end of Sherwood Street. Phil has taken another part-time job mowing lawns at the Pinnacle. He asked that his cell phone number be corrected on the Town of Woodhull website. The Pipeline Safety Dinner and Training is being held at the Wings of Eagles Discovery Center in Horseheads on May 3, 2016 at 5:30 PM. Reservations need to be made for those planning to attend. Abstract #004 of the gas company in the amount of $22,405.89 was approved for payment. This included vouchers #16-034 – 16-047 and an ACH for the NYS 1st quarter tax.

Supervisor Grant called the regular monthly meeting to order at 7:00 PM with the Pledge of Allegiance to the Flag. He welcomed all who were present. RESOLUTION #16-11

APPROVAL OF MINUTES

On a motion of Councilman Guild and second by Councilman O’Brian, the following resolution was

ADOPTED Ayes 5 Grant, Conklin, Guild, Herrington, O’Brian Nays 0

RESOLVED that the minutes of the March 9, 2016 Monthly Board Meeting be approved as written.

GUESTS/RESIDENTS - June Brewer of County Route 102 was present just to observe how the meeting was conducted.

DEPARTMENT REPORTS

Dan Draper, DOG CONTROL OFFICER, was not at the meeting. The Town Clerk reported that Jasper is holding a Rabies Clinic on April 28, 2016 from 6 PM to 8 PM at the Jasper Highway Garage on State Route 417.

Bob Mooney, CODE ENFORCEMENT OFFICER, turned in (5) Building Permits that totaled $214.00. Bob attended the CEO classes in Rochester, and the cost of the class and mileage for five days was split with Jasper. He has had a complaint from a resident on Scott Farrand’s shop that he is building on the Misty’s Hair Salon property.

Gary Calkins, ASSESSOR, reported that he is finishing up assessments on new construction. He received notification of the STAR Exemptions for the 2016-2017 School Levy. The STAR Enhanced Exempt Assessed Value is $65,300. The STAR Basic Exempt Assessed Value is $30,000.

Sharon Calkins, TOWN HALL CUSTODIAN, had Gary Gitchell come in to take down a light downstairs that wasn’t working. He has not come back to replace the light. New window shades were installed in the TOPS Room. One was severely ripped, so all four were replaced. The lady in Woodhull doing community service cleaned a room downstairs. She also took pictures of the graduate class pictures and lists on the Woodhull High School

Graduate Wall in preparation for redoing the wall. Sharon asked permission to purchase soap dispensers for the rest rooms as the individual ones on the sinks are being stolen. It was also approved for her to purchase new window shades for the Band Room.

Councilman Guild reported that the FACILITIES COMMITTEE has met. A portion of one of the ceiling blocks was sent to be tested and found not to contain asbestos. The committee is proposing the installation of new ceiling blocks, recessed lights and fans. Three bids will be necessary, and must carry the prevailing rates. The committee would also like to include new front doors with the ceiling phase of renovation.

Jan Calkins, PLANNING BOARD, stated that the Mobile Food Bank truck that visited Woodhull on April 4th served 67 households. An Aging in Place

luncheon will be held on April 20th at the Jasper Town Hall at noon. A bridge on County Route 127 will be closed on May 2nd for 10 weeks for repair. There will not be a go-around for the bridge. Jan reported that Ed Reed of the

Planning Board came home from Steuben Center this week.

Sharon Brewer, TOWN CLERK, returned unpaid taxes to Steuben County this week. Residents who now wish to pay will have to contact the Steuben County Finance Office in Bath. There were 124 unpaid parcels with $151,761.93 due. The Town Clerk collected $4,655.09 in penalties; this

amount will be paid to the Supervisor. Sharon mentioned the communication regarding the use of credit cards in the town. She will give the information to Supervisor Grant to look over.

Scott Grant, TOWN SUPERVISOR, reported on monthly correspondence. He offered the following updates:

(1) Industrial Appraisal – Report is late.

(2) CBDG grant for sewer project – No report was submitted.

(3) USDA Rural Development – The Board chose the best quote (EFPR

Group CPA’s to do the audit. A signed agreement was returned to that Group.

(4) Supervisor Grant presented the Board with financial reports for January, February and March 2016.

(5) He had a discussion with Kelly Lathan of Fiscal Advisors. Some invoices paid in the Wastewater project that have been paid by the town won’t be reimbursed.

(6) Scott received notice of a price increase from PayChex. (7) The final FEMA payment in the amount of $733,305.96 was

received.

(8) Water Testing reports on the Town Hall water system were received.

(9) He had notice of the Local Roads training program that is held in Ithaca each June.

(10) Papers were received on the Fish gravel pit permit – 2-1/2 years. (11) Carol Golden is working on the 2015 Annual Report. This has not

been filed as of this date.

Todd Housel, HIGHWAY SUPERINTENDENT, reported that because of the Wastewater project, the existing sand pile will have to be moved. Cement barrier blocks that will cost $7,500 plus trucking, a total of about $15,000 to move will be the final cost. Todd doesn’t feel that this should come out of his Highway budget, but instead should be paid for by the sewer project monies. The boiler in the new garage is not working. The circuit board is fried. A scope of work will have to be written, then the job will go out for bid. The 2000 1-ton truck was sold at the Teitsworth auction for $14,000.

There are many problems with the current Roller. Todd had two quotes for a new roller.

- Milton Caterpillar, Binghamton. 1 year rotation. $103,208 plus $3,000/year rotation upgrade. The old roller would be sold at auction.

- Hyundai – 2 year rotation $35,000 plus trade-in. $3,500/year Rotation upgrade.

The Board told him to go ahead with Milton Caterpillar. The 2016 Agreement to Spend Highway Funds was signed. One copy will go to the Steuben

County Dept. of Public Works, Attention Vince Spagnoletti. The second copy will be filed in the office of the Town Clerk

Lawn mowing at the Town Hall was discussed. Aaron Grant will do it with the help of Todd Housel and Tyler Housel. The two cemeteries will be done

by Logan Windnagle and Aaron Grant. Some lawnmowers are in need of repair.

OLD BUSINESS

- Hedge removal at Town Hall – Highway Department will pull and bring in some topsoil. Young Hickory Flower Farm will be contacted to landscape.

- Quotes will be gotten to replace the roof on the pavilion with a metal roof.

- Steuben County Highway will be asked to help clean up the Norway Ridge Cemetery

- Todd will work up an estimate of what it would cost to replace Town of Woodhull road signs.

NEW ITEMS

- The 2015 books of the Town Supervisor, Town Clerk and Justice will be audited at the May meeting.

- Memorial Day program – Need to give some thought to a speaker. The Woodhull Community Band will play.

- Flower boxes – Will they go out this year? Many are in need of repair.

AUDIT OF HIGHWAY & GENERAL FUND ABSTRACTS

Abstract #004 of the Highway Fund in the amount of $22,985.20 was

approved for payment. This included vouchers #39 – 55. Abstract #004 of the General Fund in the amount of $15,277.56 was approved for payment. This included vouchers #52 – 80.

The next Monthly Board meeting will be held on Wednesday, May 11, 2016 at 7 PM in the Town Hall Board Room. Woodhull Municipal Gas Company business will be conducted at 6:30 PM.

On a motion of Councilman O’Brian and second by Councilman Conklin, and all in agreement, the meeting was adjourned at 10:55 PM.
