1. Roll call

Ms. Graham told the Committee members that the agenda was revised to add additional item #7. The roll call was conducted, and Mr. Thompson noted a quorum was present. He called the meeting to order at 8:32 a.m.

2. Approval of today’s agenda

ACTION: Approval

Mr. Hall made a motion to approve today’s agenda. Ms. Young seconded the motion and it passed

unanimously.

3. Approval of the minutes of the May 1, 2019 Regular Meeting

ACTION: Approval

Ms. Dye made a motion to approve the minutes of the May 1, 2019 Regular Meeting. Ms. Presser seconded the motion and it passed unanimously.

4. Sandhills Regional Bike Plan Approval: Eric Vitale

ACTION: Approve and recommend TPB approval by Resolution

Mr. Vitale discussed the planning process of the Sandhills Regional Bicycle Plan. FAMPO was awarded funds for the plan in 2017 and selected Alta Planning and Design as the consultant to complete the plan. He stated that the final Steering Committee meeting was held this week and that the goal of the plan was to develop an interconnected network spanning seven counties and 50 municipalities. FAMPO is asking for approval of adoption of the plan which will help projects receive funding in the future.

Ms. Young made a motion to approve and recommend TPB approval by Resolution. Mr. Hallatschek seconded the motion and it passed unanimously.

5. FY2018-2027 MTIP Amendment #5: Katrina Evans

ACTION: Approve and recommend TPB approval by Resolution

Ms. Evans reviewed Amendment #5 for the FY2018-2027 Metropolitan Transportation Improvement Plan. One major project she discussed was the Outer Loop (U-2519BB and U-2519BA) which is the Raeford to Camden section. She stated that construction on this portion has been delayed from FY 19 to FY 20 to balance lettings and allow additional time for planning and design. Another project discussed was the Raeford Road median project (U-4405). Construction was delayed for this project from FY 19 to FY 20 to balance lettings and modifications were done to the project scope and funding amounts. Various planning and environmental studies and 3 sidewalk projects (6030, EB-6031 and EB-6032) were also added to the plan.

Ms. Pittman made a motion to approve and recommend TPB approval by Resolution. Mr. Hall seconded the motion and it passed unanimously.

6. Bicycle and Pedestrian Planning Grants: Eric Vitale

ACTION: Approve and recommend TPB approval by Resolution

Mr. Vitale discussed the two applications being submitted for the Bicycle and Pedestrian Planning Grant Initiative being awarded by NCDOT. Hope Mills and Spring Lake are both applying for the Pedestrian grant and a Resolution of Support is needed from the MPO with the applications. Mr. Hallatschek asked if there is specific targeted area that will be focused on? Mr. Vitale replied that it is for the entire municipality and projects will focus on safety.

Mr. Hall made a motion to approve and recommend TPB approval by Resolution. Ms. Young seconded the motion and it passed unanimously.

7. FY2020 UPWP Amendment: Deloma Graham

ACTION: Approve and recommend TPB approval by Resolution

Ms. Graham discussed the additional federal funds for FY 2020 that were awarded to the

Fayetteville Area MPO in the amount of $121,948. She stated that the funds came from money left over from MPOs across the state and that the money would be split between Mapping and Rail, Waterway or Other Mode of the MTP. The portion for Mapping will be used for a new web-based GIS system to replace FAMPO’s Exponare system. The other half will be used for the Rail Study being conducted by FAMPO and the Capital Area MPO (CAMPO) in Raleigh. Ms. Graham then reviewed the Table of Funding which was given to the Committee members.

Mr. Thompson asked if the updated table and UPWP Amendment was included in the advised agenda email. Ms. Graham replied yes.

Ms. Pittman made a motion to approve and recommend TPB approval by Resolution. Ms. Young seconded the motion and it passed unanimously.

8. Updates/Informational Items:

• Air Quality Update: Denise Bruce, Sustainable Sandhills

Ms. Bruce discussed the Volkswagen settlement money that is now available, and the Request for Proposal is posted on the Department of Environmental Quality website. She stated that the Division of Air Quality will be conducting technical workshops to assist with grant applications and that the Fayetteville workshop will be held on July 24, 2019 at the Cliffdale Branch Library.

Ms. Bruce stated that the National Drive Electric event on September 21st has been moved

to Honeycutt Park in Fayetteville, NC. The event time is scheduled for 11am- 3pm and is a nationwide event to heighten the awareness and the benefits of all-electric and plug-in hybrid-electric cars. Contact Denise Bruce for more information about the event.

The next Air Quality Stakeholders meeting will be held on July 11, 2019 in the Old Historic Courthouse at 4:30pm. Ms. Bruce stated that the Stakeholders are actively looking for a citizen representative to serve on the committee. She also stated that there have been several moderate air quality days recently. This moderate level of air quality has been in part contributed by diesel emissions in the area.

• SPOT 6.0 Update: Eric Vitale

Mr. Vitale updated the Committee on the SPOT 6.0 timeline. He stated that the NC Board of Transportation recently approved the P6.0 Criteria and Weights and that project submittal will open in early October. Mr. Hammond stated that if anyone has any projects they want to submit, please forward them to FAMPO.

• Bicycle and Pedestrian Update: Eric Vitale

Mr. Vitale discussed the Better Block Murchison event that has been approved and

scheduled for March 28, 2020. He stated that the two blocks in front of Bronco Square and the Fayetteville State University Seabrook Auditorium will be the location of the event. Fayetteville State has also approved the event and the next steps are obtaining insurance and permits.

• NCDOT Transportation Planning Branch Update: Deloma Graham

Ms. Graham discussed the Transportation Planning Branch newsletter that was included in the meeting packets. Information included NCDOT requesting that citizens report potholes via the www.ncdot.gov website and the upcoming FAMPO Comprehensive Transportation Plan.

9. Discussion

Discussion began about the completion date of the Cliffdale to All-American (U-2519CB) portion of the Outer Loop that is scheduled for the fall.

10. Adjournment

There being no further business or discussion, Mr. Thompson made the motion to adjourn. It was seconded and passed unanimously. The meeting adjourned at 9:02am.
