MOTION FOR FURTHER EXTENSION OF CONSTRUCTION AND IN-SERVICE DATE

Virginia Electric and Power Company ("Dominion Virginia Power" or the

"Company"), by motion, respectfully requests that the State Corporation Commission ("Commission") extend to December 31, 2014 the date for completion of construction and placing in-service of facilities included as part of the 230 kV transmission project previously approved by the Commission in this case. In support of the request for relief, Dominion

Virginia Power states as follows :

I . On December 21, 2011, the Commission issued its Final Order approving the construction and operation of the Company's proposed electric transmission facilities, including (1) a new 230 kilovolt ("kV") Cannon Branch-Cloverbill transmission line to run approximately 2.3 miles from a proposed expansion of the Company's existing radially fed Cannon Branch Substation in the City of Manassas to a new 230-34.5 kV Cloverhill Substation to be constructed in Prince William County; and (2) the new Cloverhill Substation (collectively, the "Project")

herein must be constructed and in service by July 1, 2013; C however, the Company is granted leave to apply for an extension

for good cause shown.

This provision reflected the Project's expected in-service date to meet the stated need of Company customer Unicorn Interests, LLC ("Unicorn") for service to its proposed data center carnpus to be located in the Airport Gateway Commerce Center on the comer of Route 234 and Cloverhill Drive, adjacent to the Manassas Regional Airport, by July 1, 2013 .

3 . On May 30, 2013, the Company requested a one-year extension of the original in-service date until July 1, 2014 ("First Motion") . The Commission granted this request by Order issued June 25, 2013 .

The requested July 1, 2014 in-service date extension was based on the advice of Unicorn, the owner of the land on which the new Cloverhill Substation will be located, to Dominion Virginia Power about delays in the development of the data center and site work. Unicorn had communicated to the Company that Unicorn had (1) commenced site preparation activities, including stormwater management and preparation of the access road; and (2) revised its original request for the Cloverhill Substation in-service date from July 2013 to the earliest possible date following site preparation and construction of facilities, estimated to take approximately 13-14 months in total . Consequently, the Company requested a one-year extension until July 1, 2014 for completion of the Project.

Unicorn has now requested additional extensions for its completion of the Cloverhill Substation site since the First Motion as a result of weather delays in the preparation of the substation site. Based on information provided by Unicorn, the Company believes that the Proj ect will be completed no later than December 31, 2014.

As of the filing of the First Motion, the Company had made significant

progress constructing the Project; however, completion of the entire installation has been delayed by scheduling complications beyond the Company's control related to the delay in the date by which Unicorn needs these facilities energized. The expansion of the Company's existing Cannon Branch Substation is now complete, and construction of the 230 kV transmission line is approximately 70% complete. All right-of-way has been cleared and matted, all structures are in place, with the exception of foundations at the Cloverhill Substation site, and approximately 50% of the conductor has been installed . However, work for the new Cloverhill Substation has been delayed as a result of the postponement of the need

date and the required preliminary site work. '

While the Company has made significant progress in constructing the Project

and is proceeding to complete installation of the overhead transmission line and Cannon Branch Substation expansion towards fully energizing the Project, it will not be able to complete the Project in its entirety by the extended deadline of July 1, 2014. Accordingly, the

Company requests that the current July 1, 2014 deadline provided in the June 25, 2013 Order be extended to December 31, 2014.

1 The 230 kV Liberty-Cloverhill transmission project approved by Final Order issued on April 17,2013 in Case No. PUE-2012-00065 connects to the Cloverhill Substation discussed herein. At this time, the Company does not anticipate that an extension will be required to meet the May 1, 2015 in-service date set forth in that order.

For the reasons stated, the Company respectfully requests that the Commission accept

and grant this Motion to extend the construction and in-service deadline for the Project by an

additional six months until December 31, 2014, and submits that such extension will not

prejudice any person or party.
