This is an opportunity for members of the public to address the Governing Board. In compliance with the Open Meeting Law, the Governing Board will neither discuss nor take action on issues raised during this portion of the agenda. When necessary, issues will be

Recommendation

I would like to recommend long-time residential music faculty and department chair, Sue Anne

Lucius for emeritus status as she is retiring after 33 years.

Justification

Sue Anne Lucius was first hired as an adjunct in 1978 and became full-time in 1985. Also in

1985, she began the Magic of Musical Theater Workshop summer camps for kids from grade

school through high school which has now run for 33 years. Sue Anne became department chair

in 1994 and served as chair for 20 years. Virtually everyone that is now in the music department

was hired by Sue Anne and she leaves a very long legacy of music making for many generations

of students that went through both the camps, and also who attended MCC, many of whom now

have careers in music education or music theater. The music theater program under Sue Anne’s

direction has won many Arizoni awards over the years and this past year she was awarded a

lifetime achievement Arizoni award. For her dedication to the music arts at MCC I would like to

nominate her for emeritus status.

Recommendation

It is recommended that the Governing Board approve the Healthcare United at GateWay

(HUG) Clinic Spring 2020 Quality Management report. The report was completed in

accordance with the Arizona Health Services department administrative regulations under

R9-10-1004.2.

Justification

The HUG Clinic license with the Arizona Department of Health Services requires that we present a

biannual Quality Management report to the Governing Board. The report was completed by the HUG

Clinic Administrator and other key stakeholders. The report addresses the required elements including

“an indentification of each concern about the delivery of services related to patient care, and any change

made or action taken as a result of the identification of a concern about the delivery of services related

to patient care.” The report must be maintained for at least 12 months after the date the report is

submitted to the reporting authority.

Introduction to the role of the nursing assistant for clients across the wellness/illness continuum within the nurse assisting scope of practice. Includes basic problem solving processes specific to meeting the basic and holistic needs of clients, therapeutic communication skills, interventions to ensure the needs and safety of the client, specific types of diseases, conditions and alterations in behavior of the client. Focus is on the special needs of the older adult client in the acute and long-term care settings, and basic care skills and procedures. Provides

opportunity for the development of clinical competency in the performance of selected nurse assisting skills and procedures through participation in the care of clients.

Prerequisites:All students must achieve an appropriate level of reading and math ability according to the approved menu of testing options for Nurse Assistant. All students must prove a negative TB status. Students are required to provide a current Level One DPS Fingerprint Clearance Card and submit required health and safety documentation. Final admission requirements are determined by the Program Director and/or Division Chair and may be based on employer requirements of clinical partners if a student is employed by the requesting agency. This course meets the requisite as a requirement for application to the Maricopa Nursing RN program and the GateWay Community College Fast Track Practical Nurse program.

It is recommended the Governing Board approve the purchase to replace the key card

access control system on the SCC campus.

Justification

SCC’s key card access control system is outdated. The college has been notified that soon

outside vendors will no longer support the existing system. Therefore, SCC plans to replace the

existing AMAG access control system with a new Lenel access control system. This is like for

like replacement of the access system. The access control system is an important element for

campus safety and security.

The $379,573.07 cost of the Lenel system would be spread over 283 doors at many different

campus buildings, so the cost will not exceed the $100,000 capital building layer threshold at any

particular building.

The funding source for this control system replacement is the College’s fund 110 budget. The

work will be performed by DH Pace Company, Inc. under the State of Arizona Security

Monitoring/Maintenance Contract

We recommend that the Governing Board provide Conceptual Approval for renovations in the Nursing (NU) Building at Glendale Community College, with a Total Project Budget of $572,647.00.

Justification

The Capital Development Advisory Council reviewed this item at its December 1, 2020 meeting and recommended that it be submitted tor Governing Board action.

The Nursing (NU) building at Glendale Community College is primarily used for the Nursing Assistants program. The facility was built in 1969, and has not received any significant upgrades to its interior learning spaces since the buildings inception. The existing finishes, flooring and ceiling systems are old and in need of replacement. These systems are not commensurate with the quality of instruction our health care candidates are receiving.

This 3,300 SF renovation project will enhance the learning environment by providing a more realistic model of a hospital ward with new furnishings, bedside equipment and IT upgrades. In addition, this project will ensure the facility is “future ready” with the installation of infrastructure to support the bedside devices used by the Nursing programs. The finished product will be an updated and professional appearance of the instructional areas.

Scope of work proposes removal and replacement of the existing floor, ceiling and fire alarm system, new hidden utility raceways, energy efficient lighting, updated classroom audio/visual/media presentation systems. This project will also equip a simulation lab and observation room to record student performance. A limited amount of FF&E will be purchased, as necessary, to replace outdated beds, headwalls and similar Nursing lab equipment.

1.14.2 CDAC is responsible for the initial review and approval of the following, which are then forwarded to the Governing Board for final approval:

A. Conceptual Approval of Capital Development Projects with a budget greater than $500,000.

V. Project Scope/Description/Justification

This work proposes to remove and replace the existing floor and ceiling systems, a new fire alarm system, new utility raceways throughout the building, create effective storage spaces, and install energy efficient lighting. The media presentation systems in the classroom will be updated. A new simulation lab and observation room will be created to record student performance, and a limited amount of FF&E to replace outdated beds, headwalls and similar Nursing lab equipment is also included. This project will update the functionality and appearance of five large rooms. This

includes one lecture/demo room and four rooms set up in a hospital ward setting. One lab room will be sectioned off into three smaller spaces to create a simulation lab with observation and debrief rooms. The impacted area is approximately 3,300 sq ft. Spaces will be created to provide storage for mobility appliances and a laundry nook for a washer dryer along with more cabinet storage.

Recommendation

It is recommended that the Governing Board approve the selection of the following vendors to

provide the following services to the Maricopa County Community College District.

Capital RX Pharmacy Benefits Manager

MetLife Insurance/AD&D and Short-Term Disability

It is recommended that the Governing Board approve the extension of the plan year by

six-months. The current plan year would change from July 1, 2020, through June 30, 2021, to July 1,

2020, through December 31, 2021. The subsequent plan year would be January 1, 2022, to

December 31, 2022.

Justification

With the logistical support of the District’s broker for employee benefits programs (Holmes

Murphy), the District recently competed contracts for Pharmacy Benefits Management, Life

Insurance, Accidental Death & Dismemberment Insurance, and Short-Term Disability

Insurance. The concept of a reverse auction was used to negotiate millions of dollars of cost

savings for the district while preserving or enhancing the quality of the existing benefits. A

reverse auction is one in which vendors bid down what they will charge for a service.

Pharmacy Benefits Manager.

A third-party, Truveris, facilitated the vendor search for

Pharmacy Benefit Managers. Truveris identified five Pharmacy Benefit Managers who bid for

our business. The Board-designated Employee Benefits Advisory Committee (EBAC) reviewed

initial proposals in its October meeting and considered best and final offers in its November

meeting.

Capital RX was selected by majority vote of the committee due to its exceptional reputation,

3-year rate guarantee, and forecasted 30.65% annual cost savings over the current provider. With

the current provider, our estimated three-year drug spend inclusive of administrative fees and

rebates is $64,657,774 (an average of $21.5 million per year). The forecasted three-year drug

spend inclusive of administrative fees and rebates with Capital RX is $44,837,323 (an average

of $14.9 million per year). Transitioning to Capital RX is forecasted to save $19.8 million over

three years. Upon Board approval, the contract will go into effect on July 1, 2021.
