Objet : Canadian Strawberry council - Consultation documents and support from Canadian growers Recipients:

Presidents and growers of Canadian horticultural growers’ associations representing strawberry growers To Whom it May Concern:

You will find attached a consultation document in preparation for the filing, in November, of an application to the Farm Products Council of Canada (FPCC) for the creation of the Canadian Strawberry Promotion and Research Council (CSPRC). This document is the heart of the project, an outline of the strategic development plan, which includes all of the elements discussed during our tour last fall. You will soon receive a draft action plan for the first year of operations as well.

We hope that document will enable you to discuss the project in greater detail with your members and directors, to gain their support, and to suggest possible modifications. You may also wish to reread the newsletters #3 and #4 and the resume of the project, in attachment, since they contain many answers to questions your members and directors may have. If you want to receive again all the statistics on the industry, let us know.

The executive directors of Canadian horticultural growers’ association already have in hand these documents. FILING OF THE APPLICATION AND SUPPORT FOR THE PROJECT:

We expect to file the official application with the FPCC toward November. It will be important for us to be able to demonstrate the industry’s support for this project.

Several actions should therefore be taken in provinces that wish to go ahead with this initiative, in particular: 1. Sending us notice of your association’s support;

2. Obtaining the support of some individual growers who are representative of production in your province; 3. Obtaining a letter of support from your Minister of Agriculture.

* To make things easier, a sample support letter is attached to this message.

We support the project and are able to set up a levy system on domestic production in our province during the first year of operations: 2014 (at present, only Quebec qualifies).

Note: If a province is meeting the eligibility requirements set out in the Council proposal but choose not to participate and if a majority of Canadian growers and importers are in favour of the establishment of a strawberry council, the province in question may nonetheless be subject to the levies (see Newsletter # 3)

Note on options 2 and 3: while awaiting legal recognition and payment of your provincial levies, your association could sit as an observer on the Council’s Board of Directors, but would not receive budgets for promotion and research in your province. However, a temporary agreement could be reach with the CSPRC to participate on a voluntary basis if your association pays the estimated domestic levies of your province. Once you have obtained legal recognition and your levy system is in place, your province will be able to participate fully and completely in Council activities. The terms of participation and funding are explained in the attached development plan as well as in Newsletter # 3.

If you have any questions, please let us know. We would be happy to participate via conference call in meetings of your decision makers.

Objet : Participation to the strawberry national research committee Hi everyone,

As we proposed during our Canadian tour about the establishment of a Canadian Strawberry promotion and Research Council (CSPRC) we would like to establish a National research committee, whether the CSPRC is put in place or not. You will find in attachment the composition for the Research subcommittee we discussed and proposed to the Fruit

associations, representing strawberry growers trough out Canada. In the demand to the Farm product council of Canada (FPCC), this committee is actually named “the consulting scientific subcommittee”.

You may want to refer to the developmen <<...>> t plan I sent you in September for more details. The tasks of this committee are to identify the priorities of growers, researchers and importers nationally, assess the scientific quality of project applications, and make recommendations to the research committee. The scientific subcommittee will be

comprised of eighteen (18) members in total: four (4) growers’ representatives, five (5) researchers and nine (9) provincial government advisors. If the CSPRC is not accepted, the consulting scientific subcommittee will become the national research comity and then will also be a place of consultation to select projects for funding and sent out calls for federal funding program project proposals such as the clusters.

You have been targeted to be part of this comity and for the proposal demand to the FPCC, we would need a written support of your part to confirm your participation to this committee. An email saying that you would be willing to participate would be sufficient. Also, if you could write a few words about what this initiative could provide to the Canadian strawberry industry it would be much appreciated.

For the first meeting of this committee, we have targeted the CHC meeting in Kelowna, BC (March 3rd or 4th2014), since that most of you will be attending. This could be a yearly event, adding to that some conference calls or another meeting if needed.

If you have any question, feel free to call or write. It will be a pleasure to discuss the goals and means for this initiative with you. You can also call M. Jacob Hamel-Jolette (450.679.0540 ext. 8344), who is in charge of the research aspects for the APFFQ.

PS. We plan to make our demand to FPCC by the end of November. So, if you could make your letter of support soon, it would be appreciated.

We have meet at CHC this week. As I said the QuEbec Strawberry and Raspberry grower association would like to make contact with an horticultural grower Association in your province, who are grouping strawberries grower, in order to consult them about the Establishment of a Canadian Strawberry Promotion and Research Council.

Can you refer us to someone with whom we could organize a meeting with the local strawberry producers. Usually, these meetings are held with the participation of the government officers in charge of the market development and the berry specialist of the province.

As promise, here are a few newsletters about the project.

So, feel free to send this information to anyone who could be touch by this initiative. Thanks for your help!

Over the last 18 month I tried to reach you by phone (at least 4 times) and e-mails, but I haven't received any answer from your part.

During the same period of time we reach out to all fruits association of Canada to explain our vision of setting up a National Strawberry promotion and research council. We have meet with all of them in person and we have developed a good relationship. Most of the association sees in this Council a good opportunity to develop a sustained industry for the Canadian strawberry production. We also met with the major distributors and all Canadian PMA. We went to California and met with the California Strawberry commission. Representatives of Driscoll and Dole among other were present. Actually we are receiving support from the Canadian producers association, as well from the provincial ministry of agriculture and Canadian researchers (A national research committee will be put in place shortly). We will present our demand to the Farm product council of Canada (FPCC) by the end of this month.

If this project is accepted by the Canadian government, a mandatory levy might be put in place for all producers and importers of Canada.

Your association and the strawberry producers of your province should take a look to this project. You have in hand the development plan (sent in September), among other resume and newsletters.

In our demand to FPCC, we have to describe how we have reach out to the all producers and importers. And frankly, I don't know how I will explain your silence.
