ENTRY DATE

All horses which do not get to run but enter, receive an entry date corresponding to the date on

which they are entered. An entry date receives preference over a run date of the same day.

SCRATCHESAND NAMING OF RIDERS

No scratch time. Enter to run. At draw time there will be no open horses. Atrainer must name at

least two riders at time of entry.

LISTS

Any horse put on a list ie. Vet, Starter, Stewards or Paddock Judges, will receive “NO” date when

they come off any of these lists.

All applicants for Manitoba Horse Racing Commission (MHRC) licences who have not submitted a criminal record check form in

the last five years

must submit one to the MHRC

or your renewal of licence may be held up. Licencee’s licenced in other

jurisdictions who have a form registered with their home racing commissions may submit a copy if it is dated within the time

period allowed. A current fire arm certificate will be accepted in lieu of disclosure of criminal background checks.

WAIVER CLAIMING

At the time of entry into a claiming race, the owner may opt to declare a horse ineligible to be claimed provided:

1. The horse has been laid off and has not started since November , 2020 and the horse is entered for a claiming price

equal to or greater than the claiming price of the race in which it last started. This horse is allowed to be ineligible to be

claimed for two consecutive starts. The first start must be made before the completion of the first condition book and the

second start must be made before the completion of the second condition book.

2. The horse has been laid off and has not started since February , 202 and the horse is entered for a claiming price

equal to or greater than the claiming price of the last race in which it last started. This horse is allowed to be ineligible to be

claimed for one start. This start must be made before the completion of the first condition book.

3. The claiming level of $1,500 is NOT eligible for waiver claiming status.

4. Failing to declare a horse ineligible to be claimed will result in the horse automatically being available to be claimed.

5. A 3-year-old who had it's last start in the previous year at Assiniboia Downs for a claiming price of $7,500 or $9,375 - they

are eligible to run for a waiver protected level of maiden claiming $5,000 or claiming $5,000 non-winners two lifetime.

6. Fillies/mares running against colts/geldings and MB-breds running in an open bred race, the premium claiming price

attached will not be considered. As noted in points 1 & 2 above, the claiming price of the race in which it last started will be

deemed the official waiver claiming price.

As an example, a filly/mare or MB-breds running for 25% more in a $5,000 claiming race will be running for $6,250,

however the waiver claiming they are eligible for is the $5,000 original claiming.

ATTENTION HORSEMEN

There has been a very important change legislated that affects the

Manitoba Horse Racing Industry

The Worker’s Compensation Board of Manitoba has provided written notice that the Manitoba Horse Racing

Industry has been legislated as a Mandatory Coverage Industry. This coverage is more extensive than the

coverage the HBPA was previously able to provide to the Horsemen.

Who must be covered to work on the Backstretch of ASD?

All trainers, assistant trainers, grooms, exercise riders, pony riders, farriers, feed suppliers, and tradesmen

just have WCB coverage under one of two scenarios 1) they are an employee and therefore covered under

their employer’s WCB account or 2) they are self-employed; for example (but not limited to): trainers, farriers

Please note the WCB has their own definition of employed: If you are in a mandatory industry, everyone who

works for your business is considered a worker and is entitled to workers compensation coverage regardless

of the number of hours they work (full time, part time or casual), the structure of their pay (salaried, hourly,

commission, piece work, and even if they work for room and board), the nature of their work, the location (at

the track, in Manitoba or traveling outside Manitoba). If a groom ships to Edmonton to run a horse for a trainer

he works for in Manitoba, he will be covered. If an exercise rider goes to a farm to gallop a horse for a trainer,

he will be covered.

Although self-employed trainers are required by law to provide WCB coverage for their employees, they

themselves are not covered unless they choose to buy WCB coverage. However, the Manitoba Horse Racing

Commission may rule to make coverage mandatory. We will keep you posted. Owners are not workers. They

are not receiving payment; monetary or in kind, for work performed. There is no coverage for owners from

Worker’s Compensation.

WORKOUT RULE 2021

No horse shall be entered unless:

a) it is racing for the first time, it has two workouts, one workout shall not be less than 4 furlongs and one

not less than 3 furlongs, in the presence of and as required by an official clocker and the results filed with

the association and included in the official program, if available at the time of printing. First lifetime

starters must have gate approval prior to the race in which it is entered.
