I, Patrick J. Quirk, General Manager, Maritime Safety Queensland, pursuant to section 18A of the Transport Operations (Marine Safety) Act 1994, exempt all persons operating ships in the event detailed in the Schedule from section 206A of the Transport Operations (Marine Safety) Act 1994.
SCHEDULE
Events consisting of power boat circuit racing to be conducted by the organisers, South Queensland Power Boat Club Inc, between the hours of 10am and 4pm on 17 March 2013, over the waters of Six Mile Rocks Reach of the Brisbane River, as shown in red on the course map prepared by Maritime Safety Queensland, designated plan “A1-353”, and held at the Regional Harbour Master’s Office in Brisbane.

OBJECTIONS TO PROPOSED ROAD CLOSURE NOTICE (No 10) 2013
Short title
1. This notice may be cited as the Objections to Proposed Road Closure Notice (No 10) 2013.
Application for road closure [s.100 of the Act]
2. Applications have been made for the permanent and temporary closure of the roads mentioned in the Schedule.
Objections
3.(1) An objection (in writing) to a proposed road closure mentioned in the Schedule may be lodged with the Regional Service Director, Department of Natural Resources and Mines, at the regional office for the region in which the road is situated.
(2) Latest day for lodgement of objections is 25 April 2013.
(3) AnyobjectionsreceivedmaybeviewedbyotherpartiesinterestedinAny objections received may be viewed by other parties interested in the proposed road closure under the provisions of the Right to Information Act 2009. If you lodge an objection, please include in your objection letter whether you would like to be consulted if this issue becomes the subject of an access request under the Right to Information Act 2009.

4. Inspection of the plans of the proposed road closures may be made
at-(a) the Department of Natural Resources and Mines Offices at Rockhampton, Ipswich, Roma and Cairns; and

3. Gladstone Regional Council (the “Council”) has, by resolution dated the 5th day of March 2013, made each of—
(a) Animal Management (Amendment) Subordinate Local Law (No. 1) 2013; and
(b) Local Government Controlled Areas, Facilities and Roads (Amendment) Subordinate Local Law (No. 1) 2013.

5. Animal Management (Amendment) Subordinate Local Law (No. 1 ) 2013 amends Subordinate Local Law No. 2 (Animal Management) 2011.
Local Government Controlled Areas, Facilities and Roads (Amendment) Subordinate Local Law (No. 1) 2013amends Subordinate Local Law No. 4 (Local Government Controlled Areas, Facilities and Roads) 2011.
Purpose and general effect
6. The purpose and general effect of Animal Management (Amendment ) Subordinate Local Law (No. 1 ) 2013 is to — (a) amend a requirement for an approval to keep dogs in
Council’s local government area; and
(b) regulate noise nuisances caused by the keeping of dogs. The purpose and general effect of Local Government Controlled Areas, Facilities and Roads (Amendment ) Subordinate Local Law (No. 1 ) 2013 is to —
(c) regulate the use of short stay caravan parks in Council’s local government area; and
(d) regulate the use of the Miriam Vale Showground Reserve for caravan park purposes.
Consolidated version of subordinate local law
7. Council has, by resolution dated the 5th day of March 2013, adopted a consolidated version of each of Subordinate Local Law No. 2 (Animal Management) 2011 and Subordinate Local Law No. 4 (Local Government Controlled Areas, Facilities and Roads) 2011.

SOMERSET REGIONAL COUNCIL
NOTIFICATION OF A MINOR AMENDMENT TO THE FORMER ESK SHIRE’S PLANNING SCHEME 2005
Somerset Regional Council at its Ordinary Meeting on 27 February 2013 resolved to adopt an amendment (Minor Amendment 01/2013) to the former Esk Shire’s Planning Scheme 2005 in the following manner:
(a) Amendment to Zone Map ZM1C, ZM2 & ZM2A to remove privately owned land from the Park and Recreation Precinct of the Town Zone to the Arable Agriculture Precinct of the Rural Zone. The amendment applies only to the following parts of the existing planning scheme area:
– Land described as Lots 100 -102 on SP201580.
The purpose and general effect of the adopted amendment is to remove land currently located in the Park and Recreation Precinct of the Town Zone to the Arable Agriculture Precinct of the Rural Zone to afford the properties with appropriate development rights. Copies of the amended Planning Scheme Maps are available for inspection and/or purchase from Council’s Offices at:
– 2 Redbank Street, Esk; – Kennedy Street, Kilcoy; and – Cnr Michel & Main Street, Lowood.

Sustainable Planning Act 2009
TOWNSVILLE CITY COUNCIL ADOPTION OF A TEMPORARY LOCAL PLANNING INSTRUMENT FOR THE CITY PLAN 2005
Notice is given under the Sustainable Planning Act 2009, sections 105-107, that on 25 February 2013, Townsville City Council adopted a Temporary Local Planning Instrument to the City Plan 2005, Planning Scheme.
The purpose and general effect of the Temporary Local Planning Instrument is to enable a number of land parcels that were previously identified in the City Plan 2005 as being not subject to the planning scheme, with a specific precinct designation. The Temporary Local Planning Instrument will enable these land parcels to be assessed against the relevant precinct requirements as identified in the City Plan 2005.
The Temporary Local Planning Instrument commenced on the day of adoption (25 February 2013) and will expire on 25 February 2014. A copy of the temporary local planning instrument is available for inspection and purchase at Townsville City Council’s Planning and Development front counter, second level, Administration Building, 103 Walker Street, Townsville and can be viewed at council’s website www.townsville.qld.gov.au.

Commission Chief Executive Directive: Workforce Profile
Information
1 Purpose:
To specify the obligations of departments to submit workforce profile information to the Public Service Commission.
2 Effective date:
15 March 2013
3 Legislative Provision:
Sections 22, 23, 46(1)(j) and 53 of the Public Service Act 2008
4 Application:
This directive applies to all public service departments under the Public Service Act 2008. Application to other entities will be by agreement between the entity’s chief executive and the Commission Chief Executive (CCE) of the Public Service Commission (PSC). Where such agreement is reached, entities must comply with this directive as though they were departments.
5 Previous Reference:

Directive:
5.1 Departments must provide the PSC with workforce profile information as required by the PSC.
5.2 The PSC will notify agencies in writing, from time to time, the information required, and the form, manner and timeliness for submission to the PSC. This information will be published on the PSC website.
5.3 Chief Executives are responsible for the accuracy, integrity and timeliness of information submitted to the PSC by their department.
5.4 On written request, the CCE may exempt departments from the provisions of this directive if satisfied that the exemption will not compromise the PSC’s statutory duty to report to the Minister on the workforce profile.
