We are in a new phase of development. We are rapidly leaving the industrial society of the 19th and 20th centuries behind. The Netherlands is becoming an information and service society. Hierarchical relations and fixed systems are losing their strength and meaning. People are increasingly living and working in networks

that can quickly give way to different

networks.The government will have to ensure coherence among all the areas where

sustainability can and must be realised
